Le centre de la Martinique offre les trois quarts des emplois, occasionnant un déplacement massif des travailleurs et une saturation du réseau routier sur cette zone. Avec une moyenne de 23.5% de chômage sur l’ensemble de son territoire, contre 10% en Métropole la Martinique présente en outre un taux d’environ 28% dans le Nord de l’île. Cette donnée constitue un nouvel indicateur du déséquilibre des niveaux de vie des populations du Nord par rapport à celles du Centre et du Sud. Une évaluation quantitative montre des effets positifs à long terme du permis sur l’insertion professionnelle et la sortie du chômage. En plus de cet effet positif sur l’insertion économique des jeunes bénéficiaires, le permis de conduire semble avoir également un impact positif sur la sociabilité et l’intégration sociale des jeunes bénéficiaires. Le permis est l’un des seuls diplômes universels quel que soit le pays dans lequel on se trouve. Par ailleurs, dans une économie tirée principalement par le secteur tertiaire, il est devenu indispensable pour les populations rurales en âge de travailler d’être en mesure de se déplacer pour être embauché dans les villes concentrant ces services. C’est pour cela qu’en appui de son activité globale d’insertion des publics en difficulté, l’association Cé Cédille souhaite compléter son offre de services aux publics qu’elle accueille aujourd’hui et à de nouveaux publics potentiels, en proposant la formation au permis de conduire.
