Le PLIE constitue un dispositif de mise en cohérence des interventions publiques au plan local afin de favoriser l’accès et le retour à l’emploi des personnes les plus en difficulté. Plate-forme de coordination, le PLIE mobilise, pour la réalisation d’objectifs quantitatifs et qualitatifs clairement identifiés, l’ensemble des acteurs intervenants avec l’Etat et le Service Public de l’Emploi en matière d’insertion sociale et professionnelle : collectivité locales, entreprises, et organismes sociaux professionnels, structures d’insertion par l’activité économique, associations (cf. le diagnostic posé dans le protocole du PLIE). Son organisation territoriale doit permettre une concertation, tant en matière d'animation stratégique que dans les domaines de l'ingénierie et de la réalisation technique. Depuis son intégration à la métropole, le PLIE a décidé de porter ses référents afin d’assurer l’aspect qualitatif de l’accompagnement sur l’ensemble du territoire de la métropole. Pour assurer un accompagnement de proximité, le service PLIE met en oeuvre des bureaux et des permanences : \- un bureau en centre ville de Nice (Blacas) \- un bureau à Cagnes-sur-Mer \- un bureau à Vence \- un bureau à Saint-Laurent-du-Var \- un bureau sur le quartier des Moulins à Nice \- un bureau sur le quartier de l’Ariane à Nice \- un bureau à Carros \- un bureau sur le quartier de Pasteur \- une permanence à Saint-Martin-du-Var Afin d’effectuer un accompagnement de qualité, les partenaires du PLIE ont limité la file active de l’accompagnement à 80 personnes inscrites dans le PLIE. L'accompagnement proposé à chaque participant est constitué d'entretiens individuels avec un référent unique et d'actions collectives déterminées par un diagnostic posé à l'entrée dans le dispositif. Le référent et le participant élaborent ensemble un parcours qui permettra au participant de lever ses freins périphériques à l'emploi et d'obtenir un emploi stable et durable. Des points d'étapes et de réajustements éventuels sont effectués régulièrement lors d'entretiens de suivi. Le référent a à sa disposition une boite à outils constituée d'actions et d'ateliers qui permettront au participant de progresser tout au long de son parcours d'insertion professionnelle. A coordination platform, the PLIE mobilises, in order to achieve clearly identified quantitative and qualitative objectives, all the actors involved with the State and the Public Employment Service in the field of social and occupational integration: local authorities, enterprises, and professional social organisations, integration structures through economic activity, associations (cf. the diagnosis provided in the PLIE protocol). Its territorial organisation must allow for consultation, both in the field of strategic animation and in the fields of engineering and technical implementation. Since its integration into the metropolis, the PLIE has decided to bring its referents in order to ensure the qualitative aspect of accompaniment throughout the metropolis. In order to provide local support, the PLIE service implements offices and hotlines: \- an office in the centre of Nice (Blacas) \- an office in Cagnes-sur-Mer \- an office in Vence \- an office in Saint-Laurent-du-Var \- an office in the Moulins district of Nice \- an office in the Ariane district in Nice \- an office in Carros \- an office in the Pasteur district \- a permanence in Saint-Martin-du-Var In order to provide quality support, PLIE partners limited the active line of support to 80 people registered in the PLIE. The support offered to each participant consists of individual interviews with a single reference and collective actions determined by a diagnosis made at entry into the device. The referent and participant together develop a pathway that will enable the participant to lift its peripheral barriers to employment and achieve stable and sustainable employment. Points of steps and possible readjustments are carried out regularly during follow-up interviews. The referent has at his/her disposal a toolkit consisting of actions and workshops that will allow the participant to progress throughout his or her career path. Das PLIE ist ein Instrument, mit dem öffentliche Maßnahmen auf lokaler Ebene miteinander in Einklang gebracht werden, um den Zugang und die Rückkehr der am stärksten benachteiligten Personen in den Arbeitsmarkt zu erleichtern. Als Koordinierungsplattform mobilisiert die PLIE alle Akteure, die mit dem Staat und der öffentlichen Arbeitsverwaltung auf dem Gebiet der sozialen und beruflichen Eingliederung tätig sind, zur Erreichung klar definierter quantitativer und qualitativer Ziele: lokale Gebietskörperschaften, Unternehmen und berufsständische soziale Einrichtungen, Strukturen der wirtschaftlichen Eingliederung, Vereinigungen (vgl. die im Protokoll des PLIE enthaltene Diagnose). Ihre territoriale Organisation muss eine Konzertierung sowohl im Bereich der strategischen Betreuung als auch in den Bereichen Ingenieurwesen und technische Durchführung ermöglichen. Seit seiner Integration in die Metropole hat die PLIE beschlossen, ihre Ansprechpartner zu übernehmen, um den qualitativen Aspekt der Begleitung auf dem gesamten Gebiet der Metropole zu gewährleisten. Um eine bürgernahe Begleitung zu gewährleisten, setzt die Dienststelle PLIE Büros und Bereitschaftsdienste ein: \- ein Büro im Stadtzentrum von Nizza (Blacas) \- ein Büro in Cagnes-sur-Mer \- ein Büro in Vence \- ein Büro in Saint-Laurent-du-Var \- ein Büro im Stadtteil Moulins in Nizza \- ein Büro im Stadtteil Ariane in Nizza \- ein Büro in Carros \- ein Büro im Pastor-Var \- ein Büro in Saint-Martin-du-Var Um eine qualitativ hochwertige Begleitung zu leisten, haben die PLIE-Partner die aktive Schlange der Begleitung auf 80 Personen beschränkt, die in der PLIE registriert sind. Die Begleitung für jeden Teilnehmer besteht aus individuellen Gesprächen mit einem einzigen Ansprechpartner und kollektiven Maßnahmen, die durch eine Diagnose beim Eintritt in das Produkt bestimmt werden. Der Referent und der Teilnehmer entwickeln gemeinsam einen Weg, der es dem Teilnehmer ermöglicht, seine peripheren Beschäftigungsbremsen zu beseitigen und eine stabile und dauerhafte Beschäftigung zu erreichen. Im Rahmen von Follow-up-Interviews werden regelmäßig Etappenpunkte und eventuelle Anpassungen vorgenommen. Dem Referenten steht ein Instrumentarium zur Verfügung, das aus Aktionen und Workshops besteht, die es dem Teilnehmer ermöglichen, während seines gesamten beruflichen Eingliederungswegs voranzukommen. Die Begleitmaßnahme ist für ein Kalenderjahr vom 1. Januar bis zum 31. Dezember 2015 vorgesehen. (German)

De PLIE is een mechanisme om overheidsinterventies op lokaal niveau op elkaar af te stemmen om de toegang tot en de terugkeer naar de arbeidsmarkt voor de meest in moeilijkheden verkerende personen te bevorderen. Een coördinatieplatform, de PLIE, mobiliseert, om duidelijk omschreven kwantitatieve en kwalitatieve doelstellingen te bereiken, alle actoren die betrokken zijn bij de staat en de openbare dienst voor arbeidsvoorziening op het gebied van sociale en beroepsintegratie: lokale overheden, ondernemingen en maatschappelijke beroepsorganisaties, integratiestructuren door middel van economische activiteiten, verenigingen (zie de diagnose in het PLIE-protocol). De territoriale organisatie moet raadpleging mogelijk maken, zowel op het gebied van strategische dynamisering als op het gebied van engineering en technische uitvoering. Sinds haar integratie in de metropool heeft de PLIE besloten om zijn referenten te brengen om het kwalitatieve aspect van de begeleiding in de hele metropool te waarborgen. Om lokale ondersteuning te bieden, voert de PLIE-dienst kantoren en meldpunten in: \- een kantoor in het centrum van Nice (Blacas) \- een kantoor in Cagnes-sur-Mer \- een kantoor in Vence \- een kantoor in Saint-Laurent-du-Var \- een kantoor in de wijk Moulins van Nice \- een kantoor in de wijk Ariane in Nice \- een kantoor in Carros \- een kantoor in de wijk Pasteur \- een permanentie in Saint-Martin-du-Var Om kwaliteitsondersteuning te bieden, beperkte PLIE-partners de actieve lijn van ondersteuning tot 80 personen die in de PLIE zijn ingeschreven. De referent en deelnemer ontwikkelen samen een traject dat de deelnemer in staat stelt zijn perifere belemmeringen voor de werkgelegenheid op te heffen en stabiele en duurzame werkgelegenheid te bereiken. Tijdens vervolggesprekken worden regelmatig punten van stappen en mogelijke aanpassingen uitgevoerd. De referent beschikt over een toolkit die bestaat uit acties en workshops die de deelnemer in staat stellen vooruitgang te boeken tijdens zijn of haar loopbaan. Il PLIE è un meccanismo per allineare gli interventi pubblici a livello locale al fine di promuovere l'accesso e il ritorno all'occupazione per le persone più in difficoltà. Una piattaforma di coordinamento, il PLIE mobilita, al fine di raggiungere obiettivi quantitativi e qualitativi chiaramente individuati, tutti gli attori coinvolti con lo Stato e il Servizio pubblico per l'impiego nel campo dell'integrazione sociale e occupazionale: enti locali, imprese e organizzazioni sociali professionali, strutture di integrazione attraverso attività economiche, associazioni (cfr. la diagnosi fornita nel protocollo PLIE). La sua organizzazione territoriale deve consentire la consultazione, sia nel campo dell'animazione strategica, sia nei settori dell'ingegneria e dell'attuazione tecnica. Fin dalla sua integrazione nella metropoli, il PLIE ha deciso di portare i suoi referenti al fine di garantire l'aspetto qualitativo dell'accompagnamento in tutta la metropoli. I punti di avanzamento e le eventuali modifiche sono effettuati regolarmente durante i colloqui di follow-up. Il referente ha a sua disposizione un toolkit composto da azioni e workshop che permetteranno al partecipante di progredire lungo tutto il suo percorso di carriera.
