Umfasst die Sanierung von Abwassernetzen, Wasserversorgung, Straßenbeleuchtung, die Einführung des ITUR-Netzes. Die zweite Aktion einer immateriellen Natur betrifft die urbane Animation, die es ermöglicht, die Attraktivität der Stadt zu erhöhen, eine neue städtische Atmosphäre zu schaffen, die darauf abzielt, die Wirtschaftstätigkeit zu fördern und die Gebiete des historischen Zentrums zu stärken.
