Hlavným cieľom projektu je využitie nástroja Miestnej občianskej poriadkovej služby (ďalej len „MOPS“) v meste Medzilaborce na posilnenie miestneho aktivizmu, na podporu komunitného rozvoja, na zníženie páchania protispoločenských konaní, na udržiavaní verejného poriadku a štandardnej kvality životného prostredia v lokalitách, v ktorých žijú obyvatelia marginalizovaných rómskych komunít.Čiastkové ciele projektu:a) zníženie páchania sociálno-patologických javov nielen v rizikových skupinách,b) zvyšovanie úrovne ochrany verejného poriadku a bezpečnosti v meste Medzilaborce,c) skvalitňovanie sociálneho dialógu medzi rómskym a nerómskym obyvateľstvom mesta Medzilaborce,d) zlepšenie komunikácie a spolupráce medzi Policajným zborom SR, samosprávou, štátnou správou, miestnym zdravotným strediskom, pomáhajúcimi profesiami (ako sú komunitní pracovníci, terénni sociálni pracovníci, asistenti učiteľa, komunitní pracovníci v oblasti zdravotnej výchovy) a obyvateľmi marginalizovaných rómskych komunít (ďalej len „MRK“),e) posilnenie primárnej a sekundárnej prevencie v oblasti páchania protispoločenskej a protiprávnej (nielen trestnej) činnosti,f) sprevádzanie detí do školy, spolupráca s rodičmi žiakov a zamestnancov školy pri riešení konkrétnych prípadov porušovania disciplíny v škole (napríklad záškoláctvo, porušovanie školského poriadku a pod.),g) poskytnutie asistencie rôznym inštitúciám v danej lokalite pri výkone ich činnosti priamo v komunite, ako napr. plynárenské, elektrárenské a vodárenské spoločnosti, Slovenská pošta, Policajný zbor SR, Záchranná zdravotná služba, Hasičský a záchranný zbor SR, pracovníci samosprávy a štátnej správy a pod.Hlavný cieľ projektu súvisí s globálnym cieľom OP ĽZ, so špecifickým cieľom 5.1.2 prioritnej osi 5, ktorým je Zvýšenie finančnej gramotnosti, zamestnateľnosti a zamestnanosti marginalizovaných komunít, predovšetkým Rómov a tematickým cieľom 9 a investičnou prioritou 5.1. The main objective of the project is to use the Local Civil Order Service (MOPS) tool in Medzilaborce to strengthen local activism, to promote community development, to reduce the commission of antisocial proceedings, to maintain public order and standard quality of the environment in locations where residents of marginalised Roma communities live. Partial objectives of the project:(a) reduce the commission of socio-pathological phenomena not only in risk groups, B) increasing the level of protection of public order and security in the city of Medzilaborce,c) improving social dialogue between Roma and non-Roma people of the city of Medzilaborce, (d) improving communication and cooperation between the Slovak Police Force, the government, the state administration, the local health centre, assisting professions (such as community workers, field social workers, teachers’ assistants, community health professionals) and residents of marginalised Roma communities (hereinafter referred to as “MRCs”), e) strengthening primary and secondary prevention in the area of committing anti-social and unlawful (not only criminal) activities, (f) accompanying children to school, cooperating with parents of pupils and school staff in dealing with specific cases of violations of discipline in the school (e.g. schooling, violation of the school rules, etc.),(g) providing assistance to the various institutions in the locality in carrying out their activities directly in the community, such as gas; power and water companies, Slovak Post, Police Force of the Slovak Republic, Rescue Health Service, Fire and Rescue Corps of the Slovak Republic, employees of self-government and state administration, etc.The main objective of the project is related to the global objective of the OP HR, to specific objective 5.1.2 of Priority Axis 5, which is to increase financial literacy, employability and employment of marginalised communities, in particular Roma and thematic objective 9 and investment priority 5.1. L’objectif principal du projet est d’utiliser l’outil de service d’ordre civil local (MOPS) à Medzilaborce pour renforcer l’activisme local, promouvoir le développement communautaire, réduire la commission de procédures antisociales, maintenir l’ordre public et la qualité de l’environnement dans les endroits où vivent les habitants des communautés roms marginalisées. c) l’amélioration du dialogue social entre les Roms et les non-Roms de la ville de Medzilaborce, d) l’amélioration de la communication et de la coopération entre les forces de police slovaques, le gouvernement, l’administration publique, le centre de santé local, les professions d’assistance (telles que les travailleurs communautaires, les travailleurs sociaux de terrain, les assistants d’enseignants, les professionnels de la santé communautaire) et les résidents des communautés roms marginalisées (ci-après dénommées «MRC»), e) le renforcement de la prévention primaire et secondaire dans le domaine des activités antisociales et illégales (et non seulement criminelles), (f) en accompagnant les enfants à l’école, en coopérant avec les parents d’élèves et le personnel scolaire pour traiter des cas spécifiques de violation de la discipline dans l’école (scolarisation, violation des règles de l’école, etc.); g) en fournissant une assistance aux différents établissements de la localité dans l’exécution directe de leurs activités dans la communauté, telles que le gaz; les compagnies d’électricité et d’eau, les postes slovaques, les forces de police de la République slovaque, le service de santé de secours, corps d’incendie et de sauvetage de la République slovaque, employés de l’administration autonome et de l’administration publique, etc.Le principal objectif du projet est lié à l’objectif global du PO HR, à l’objectif spécifique 5.1.2 de l’axe prioritaire 5, qui est d’accroître la littératie financière, l’employabilité et l’emploi des communautés marginalisées, en particulier les Roms, et l’objectif thématique 9 et la priorité d’investissement 5.1. Hauptziel des Projekts ist es, das Instrument des lokalen öffentlichen Ordnungsdienstes (MOPS) in Medzilaborce zu nutzen, um den lokalen Aktivismus zu stärken, die Entwicklung der Gemeinschaft zu fördern, die Kommission antisozialer Verfahren zu reduzieren, die öffentliche Ordnung und die Standardqualität der Umwelt an Orten zu erhalten, an denen Bewohner marginalisierter Roma-Gemeinschaften leben. B) Erhöhung des Niveaus des Schutzes der öffentlichen Ordnung und Sicherheit in der Stadt Medzilaborce,c) Verbesserung des sozialen Dialogs zwischen Roma und Nicht-Roma-Personen der Stadt Medzilaborce, d) Verbesserung der Kommunikation und Zusammenarbeit zwischen der slowakischen Polizei, der Regierung, der staatlichen Verwaltung, dem örtlichen Gesundheitszentrum, Unterstützung von Berufen (wie Gemeindearbeiter, Sozialarbeiter im Feld, Assistenten von Lehrkräften, Gemeindegesundheitskräften) und Bewohnern marginalisierter Roma-Gemeinschaften (im Folgenden „MRC“), E) Stärkung der Primär- und Sekundärprävention im Bereich der Begehung antisozialer und rechtswidriger (nicht nur krimineller) Aktivitäten, f) Begleitung von Kindern zur Schule, Zusammenarbeit mit Eltern von Schülern und Schulpersonal bei der Behandlung spezifischer Fälle von Disziplinenverletzungen in der Schule (z. B. Schulbildung, Verletzung der Schulordnung usw.), g) Unterstützung der verschiedenen Einrichtungen am Ort bei der Durchführung ihrer Tätigkeiten direkt in der Gemeinschaft; wie Gas; Energie- und Wasserunternehmen, Slowakische Post, Polizeikräfte der Slowakischen Republik, Rettungsdienste, Feuerwehr und Rettungskorps der Slowakischen Republik, Mitarbeiter der Selbstverwaltung und der staatlichen Verwaltung usw..Das Hauptziel des Projekts ist das globale Ziel des OP HR, spezifisches Ziel 5.1.2 der Prioritätsachse 5, das darin besteht, die finanzielle Kompetenz, die Beschäftigungsfähigkeit und die Beschäftigung marginalisierter Gemeinschaften zu verbessern, insbesondere Roma und thematisches Ziel 9 und Investitionspriorität 5.1. De belangrijkste doelstelling van het project is het gebruik van het instrument van de lokale openbare orde (MOPS) in Medzilaborce om het lokale activisme te versterken, gemeenschapsontwikkeling te bevorderen, de antisociale procedures te verminderen, de openbare orde en de standaardkwaliteit van het milieu te handhaven op locaties waar bewoners van gemarginaliseerde Roma-gemeenschappen wonen. Gedeeltelijke doelstellingen van het project:a) verminderen van de opdracht van sociaal-pathologische verschijnselen, niet alleen in risicogroepen, B) verhoging van het niveau van bescherming van de openbare orde en veiligheid in de stad Medzilaborce,c) verbetering van de sociale dialoog tussen Roma en niet-Roma’s van de stad Medzilaborce, d) verbetering van de communicatie en samenwerking tussen de Slowaakse politie, de regering, de overheid, het plaatselijke gezondheidscentrum, bijstand aan beroepen (zoals gemeenschapswerkers, maatschappelijk werkers in het veld, assistenten in de gemeenschap, gezondheidswerkers in de gemeenschap) en inwoners van gemarginaliseerde Romagemeenschappen (hierna „MRC’s” genoemd); e) versterking van de primaire en secundaire preventie op het gebied van het plegen van antisociale en onwettige (niet alleen criminele) activiteiten, f) begeleiding van kinderen naar school, samenwerking met ouders van leerlingen en schoolpersoneel bij het behandelen van specifieke gevallen van schendingen van de discipline op de school (bv. onderwijs, schending van de schoolregels, enz.),g) het verlenen van bijstand aan de verschillende instellingen in de plaats bij het rechtstreeks uitvoeren van hun activiteiten in de gemeenschap; zoals gas, elektriciteits- en waterbedrijven, Slowaakse post, politie van de Slowaakse Republiek, reddingsdienst, brand- en reddingskorps van de Slowaakse Republiek, werknemers van zelfbestuur en overheidsadministratie, enz.De belangrijkste doelstelling van het project houdt verband met de algemene doelstelling van het OP HR, met specifieke doelstelling 5.1.2 van prioritaire as 5, namelijk het verbeteren van de financiële geletterdheid, de inzetbaarheid en de werkgelegenheid van gemarginaliseerde gemeenschappen, met name Roma en thematische doelstelling 9 en investeringsprioriteit 5.1. L'obiettivo principale del progetto è quello di utilizzare lo strumento del Servizio per l'Ordine Civile Locale (MOPS) di Medzilaborce per rafforzare l'attivismo locale, promuovere lo sviluppo della comunità, ridurre la commissione di procedimenti antisociali, mantenere l'ordine pubblico e la qualità standard dell'ambiente nei luoghi in cui vivono residenti di comunità Rom emarginate. B) aumentare il livello di protezione dell'ordine pubblico e della sicurezza nella città di Medzilaborce; c) migliorare il dialogo sociale tra i Rom e i non Rom della città di Medzilaborce, d) migliorare la comunicazione e la cooperazione tra la forza di polizia slovacca, il governo, l'amministrazione statale, il centro sanitario locale, assistere le professioni (ad esempio operatori comunitari, operatori sociali sul campo, assistenti degli insegnanti, operatori sanitari comunitari) e residenti di comunità rom emarginate (di seguito denominate "MRC"), e) rafforzare la prevenzione primaria e secondaria nell'ambito dello svolgimento di attività antisociali e illegali (non solo criminali), f) accompagnare i bambini a scuola, collaborare con i genitori degli alunni e del personale scolastico per affrontare casi specifici di violazione della disciplina nella scuola (ad es. scolarizzazione, violazione delle norme scolastiche, ecc.), g) fornire assistenza alle varie istituzioni locali nello svolgimento delle loro attività direttamente nella comunità, quali il gas, le imprese elettriche e idriche, le Poste slovacche, la forza di polizia della Repubblica slovacca, il servizio sanitario di soccorso, il Corpo antincendio e di soccorso della Repubblica slovacca, i dipendenti dell'autogoverno e dell'amministrazione statale, ecc.
