W ramach projektu wsparcie udzielane będzie na realizację projektów dotyczących likwidacji „niskiej emisji” w Gminie Pułtusk. Podjęte działania skierowane będą na wymianę starych kotłów, pieców, urządzeń grzewczych wykorzystujących paliwa stałe na źródła ciepła spalające biomasę lub wykorzystujące paliwa gazowe. W ramach projektu nastąpi wymiana czynnika grzewczego (kotłów, pieców, urządzeń grzewczych) w gospodarstwach domowych. Dla wszystkich obiektów wykonano świadectwa energetyczne, które potwierdziły spełnienie minimalnych warunków energetycznych, tj; zapotrzebowanie budynku na nieodnawialną energię pierwotną do ogrzewania, wentylacji, chłodzenia, przygotowania ciepłej wody użytkowej oraz oświetlenia w przypadku domów jednorodzinnych nie przekracza 150 kWh/(m2 x rok), zaś dla domów wielorodzinnych nie przekracza wartości 135 kWh/(m2 x rok). W sumie projekt obejmie 103 gospodarstwa domowe i 1 budynek wielorodzinny. Projekty realizowany będzie na terenie gminy o przekroczonych dopuszczalnych i docelowych poziomach substancji w powietrzu – w szczególności pyłu zawieszonego PM 10 - Kryt. 3. Wnioskodawca planuje przygotowanie programu wsparcia dla najuboższych osób, które w wyniku realizacji projektu będą ponosić zwiększone koszty grzewcze lokalu związane z trwałą zmianą systemu ogrzewania - Kryt.8. Ponadto projekt realizowany jest na terenie miast średnich tracących funkcje społeczno-gospodarcze i ulegających depopulacji . As part of the project, support will be provided for the implementation of projects concerning the elimination of “low emissions” in the municipality of Pułtusk. The actions taken will be aimed at replacing old boilers, stoves, heating appliances using solid fuels with heat sources burning biomass or using gaseous fuels. The project will replace the heating medium (boilers, stoves, heating appliances) in households. Energy certificates have been carried out for all facilities, which have confirmed that the minimum energy conditions have been met, i.e. the building needs for non-renewable primary energy for heating, ventilation, cooling, domestic hot water preparation and lighting for single-family houses shall not exceed 150 kWh/(m² x year) and for multi-family houses shall not exceed 135 kWh/(m² x year). In total, the project will cover 103 households and 1 multi-family building. The projects will be carried out in the municipality with exceeded permissible and target levels of substances in the air – in particular particulate matter PM 10 – Kryt. 3. The applicant plans to prepare a support programme for the poorest people who, as a result of the implementation of the project, will bear the increased heating costs of the premises due to the permanent change of the heating system – Kryt.8. Dans le cadre du projet, un soutien sera apporté à la mise en œuvre de projets concernant l’élimination des «faibles émissions» dans la municipalité de Pułtusk. Les actions entreprises viseront à remplacer les anciennes chaudières, poêles et appareils de chauffage utilisant des combustibles solides par des sources de chaleur brûlant de la biomasse ou utilisant des combustibles gazeux. Le projet remplacera le milieu de chauffage (chaudières, poêles, appareils de chauffage) dans les ménages. Des certificats énergétiques ont été délivrés pour toutes les installations, ce qui a confirmé que les conditions énergétiques minimales étaient remplies, à savoir: les besoins en énergie primaire non renouvelable pour le chauffage, la ventilation, le refroidissement, la préparation de l’eau chaude domestique et l’éclairage pour les maisons unifamiliales ne doivent pas dépasser 150 kWh/(m² x an) et, pour les habitations multifamiliales, 135 kWh/(m² x an). Au total, le projet couvrira 103 ménages et 1 immeuble multifamilial. Les projets seront réalisés dans la municipalité avec des niveaux de substances dans l’air dépassés et cibles — en particulier les particules PM 10 — Kryt. 3. Le demandeur prévoit d’élaborer un programme d’aide aux personnes les plus pauvres qui, à la suite de la mise en œuvre du projet, supporteront l’augmentation des coûts de chauffage des locaux due au changement permanent du système de chauffage — Kryt.8. En outre, le projet est mis en œuvre dans des villes de taille moyenne perdant des fonctions socio-économiques et dépeuplantes. Im Rahmen des Projekts wird die Durchführung von Projekten zur Beseitigung von „niedrigen Emissionen“ in der Gemeinde Pułtusk unterstützt. Die ergriffenen Maßnahmen zielen darauf ab, alte Kessel, Öfen, Heizgeräte mit festen Brennstoffen durch Wärmequellen zu ersetzen, die Biomasse verbrennen oder gasförmige Brennstoffe verwenden. Das Projekt ersetzt das Heizmedium (Kessel, Öfen, Heizgeräte) in Haushalten. Energieausweise wurden für alle Anlagen durchgeführt, die bestätigt haben, dass die Mindestenergiebedingungen erfüllt sind, d. h. der Gebäudebedarf an nicht erneuerbaren Primärenergie für Heizung, Lüftung, Kühlung, Warmwasserbereitung und Beleuchtung für Einfamilienhäuser darf 150 kWh/(m² x Jahr) und für Mehrfamilienhäuser nicht mehr als 135 kWh/(m² x Jahr) betragen. Insgesamt umfasst das Projekt 103 Haushalte und 1 Mehrfamilienhaus. Die Projekte werden in der Gemeinde durchgeführt, wobei die zulässigen Grenzwerte und die Zielwerte von Stoffen in der Luft – insbesondere Feinstaub PM 10 – Kryt – überschritten werden. 3. Der Antragsteller plant die Ausarbeitung eines Unterstützungsprogramms für die ärmsten Menschen, die infolge der Durchführung des Projekts die erhöhten Heizkosten der Räumlichkeiten aufgrund des permanenten Wechsels des Heizsystems – Kryt.8 – tragen werden. Darüber hinaus wird das Projekt in mittelgroßen Städten durchgeführt, die sozioökonomische Funktionen verlieren und sich entvölkern.
