Проектът ще се реализира на територията на Община Каспичан и обхваща периода 2015-2019 г.като завършващ кметски мандат. Целта му е повишаване активността на представителите на гражданското общество в процесите на взаимодействие с общинската администрация.От проучванията, направени през 2017 г.за влиянието на неправителствения сектор в процесите на формулиране на политики в страната 45,1% смятат, че това влияние е oграничено.Дейностите по проекта„РЕШАВАМЕ ЗАЕДНО В ОБЩИНА КАСПИЧАН“ са насочени към активизиране и удовлетворяване потребностите на всички целеви групи в Община Каспичан.Чрез дейностите ще съберем база данни и ще направим анализ на досега съществуващите форми, средства и методи на взаимодействие между управляващи и управлявани в Община Каспичан. Ще направим оценка на това взаимодействие както от страна на администрацията, така и чрез анкетиране сред широк кръг представителите на гражданското общество във всяко от деветте населени места на Общината.Чрез провеждането на дискусия под формата на „кръгла маса“ще активизираме неправителствения сектор за генериране на нови идеи и предложения за взаимодействие с общинската администрация. След проучване и анализиране на добри практики в 10 малки, европейски общини и на базата на анализите от общинската администрация и представителите на гражданското общество ще формулираме препоръки и създадем иновативна методика, като инструмент за по-добро взаимодействие. Ще я представим на конференция с участието на всички заинтересовани страни.Периодът е много подходящ за осъществяване на проекта, тъй като в края на кметския мандат през 2019г. ще съберем положителния опит и ще препоръчаме на новия кметски екип механизми за по-открито, отговорно управление, в партньорство с неправителствения сектор.Като израз на съгласие за по-доброто взаимодействие в интерес на гражданите ще подпишем „Споразумение за взаимодействие между Община Каспичан и неправителствения сектор на територията на Община Каспичан.“ (Bulgarian)

The project will be implemented on the territory of Kaspichan Municipality and covers the period 2015-2019 as a finalising mayoral mandate. Its aim is to increase the activity of civil society representatives in the processes of interaction with the municipal administration. From the studies carried out in 2017 on the influence of the non-governmental sector in the processes of policy formulation in the country, 45.1 % believe that this influence is limited. The activities of the project “We decide TOGETHER IN THE COMMUNITY Kaspichan” are aimed at activating and satisfying the needs of all target groups in Kaspichan Municipality.By the activities we will collect a database and analyse the existing forms, tools and methods of interaction between the ruling and the management of the municipality of Kaspichan. We will evaluate this interaction both by the administration and through a survey among a wide range of civil society representatives in each of the nine settlements of the Municipality. By holding a discussion in the form of a “round table” we will activate the non-governmental sector to generate new ideas and proposals for interaction with the municipal administration. After examining and analysing good practices in 10 small, European municipalities and on the basis of analyses from the municipal administration and representatives of civil society, we will formulate recommendations and create an innovative methodology as a tool for better interaction. We will present it at a conference with the participation of all stakeholders. The period is very suitable for the implementation of the project, as at the end of the mayor’s term in 2019 we will gather the positive experience and recommend to the new mayor team mechanisms for more open, responsible governance, in partnership with the non-governmental sector. As an expression of agreement for better interaction in the interest of the citizens, we will sign an “Agreement on Interaction between the Municipality of Kaspichan and the non-governmental sector on the territory of Kaspichan Municipality.” (English)

Le projet sera mis en œuvre sur le territoire de la municipalité de Kaspichan et couvre la période 2015-2019 en tant que mandat de maire final. Son objectif est d’accroître l’activité des représentants de la société civile dans les processus d’interaction avec l’administration municipale. D’après les études réalisées en 2017 sur l’influence du secteur non gouvernemental dans les processus de formulation des politiques dans le pays, 45,1 % estiment que cette influence est limitée. Les activités du projet «Nous décidons DANS LA COMMUNAUTÉ KASpichan» visent à activer et à satisfaire les besoins de tous les groupes cibles de la municipalité de Kaspichan.Par les activités, nous allons collecter une base de données et analyser les formes, outils et méthodes d’interaction existants entre le pouvoir et la gestion de la municipalité de Kaspichan. Nous évaluerons cette interaction tant par l’administration que par une enquête auprès d’un large éventail de représentants de la société civile dans chacun des neuf établissements de la municipalité. En organisant une discussion sous la forme d’une «table ronde», nous activerons le secteur non gouvernemental pour générer de nouvelles idées et propositions d’interaction avec l’administration municipale. Après avoir examiné et analysé les bonnes pratiques dans 10 petites municipalités européennes et sur la base d’analyses de l’administration municipale et des représentants de la société civile, nous formulerons des recommandations et créerons une méthodologie innovante en tant qu’outil pour une meilleure interaction. Nous le présenterons lors d’une conférence avec la participation de toutes les parties prenantes. La période est très appropriée pour la mise en œuvre du projet, comme à la fin du mandat du maire en 2019 nous rassemblerons l’expérience positive et recommanderons à la nouvelle équipe de maire des mécanismes pour une gouvernance plus ouverte et responsable, en partenariat avec le secteur non gouvernemental. En tant qu’expression d’un accord pour une meilleure interaction dans l’intérêt des citoyens, nous signerons un «Accord sur l’interaction entre la municipalité de Kaspichan et le secteur non gouvernemental sur le territoire de la municipalité de Kaspichan».
