System Monitorowania Kosztów Leczenia jest jednym z dziedzinowych systemów teleinformatycznych, umocowanym w art. 28 ust. 1 ustawy z dnia 28 kwietnia 2011 r. o systemie informacji w ochronie zdrowia. Jego zadaniem jest przetwarzanie danych, o których mowa w art. 31lc ust. 2 ustawy z dnia 27 sierpnia 2004 r. o świadczeniach opieki zdrowotnej finansowanych ze środków publicznych, na potrzeby ustalania taryf świadczeń opieki zdrowotnej. Proces taryfikacji składa się z etapów (wybór podmiotów, wezwanie do przekazania danych, weryfikacja i analiza, ustalenie taryfy, kontakt z ekspertami klinicznymi) i w znacznej części odbywa się tradycyjnie, tj. z wykorzystaniem papierowej dokumentacji czy korespondencji pocztowej. Ponadto proces przygotowania danych przez świadczeniodawców jest często długotrwały a przekazany materiał zawiera liczne błędy. Wszystko to wpływa na długość i relatywnie niską efektywność procesu. W ramach funkcjonowania systemu SMoKL udostępnione zostaną trzy e-usługi: kwalifikacja świadczeniodawców, gromadzenie i weryfikacja danych oraz obsługa ekspercka, dzięki czemu tworzony system zautomatyzuje, w największym możliwym stopniu, wszystkie etapy procesu wyceny świadczeń, będzie również wspierał świadczeniodawców w procesie przygotowania danych dla AOTMiT. Wpłynie to zarówno na wzrost efektywności i liczby wydawanych taryf, jak również pozwoli większej liczbie podmiotów wywiązać się z ustawowego obowiązku przekazania danych. Pozyskiwanie większego wolumenu danych od świadczeniodawców przełoży się na możliwość wykonywania większej liczby analiz, których wyniki będą udostępniane świadczeniodawcom jako informacja zwrotna o pozycjonowaniu danego podmiotu na tle innych.System pozwoli na utrzymanie i powiększanie bazy danych pozyskiwanych z NFZ, które wykorzystywane są też przez inne komórki organizacyjne Agencji w celu realizacji pozostałych zadań ustawowych, takich jak ocena technologii lekowych czy kwalifikacja procedur do koszyka świadczeń gwarantowanych. The system for monitoring the costs of treatment is one of the field electronic systems, enshrined in Article 28 para. 1 of the Health Information System Act of 28 April 2011. Its task shall be the processing of the data referred to in Article 31lc. 2 of the Act of 27 August 2004 on health care services financed from public funds, for the purpose of determining the tariffs of healthcare services. The tariff process consists of stages (selection of entities, request for data, verification and analysis, setting of tariffs, contact with clinical experts) and, to a large extent, takes place traditionally, i.e. using paper documentation or postal correspondence. In addition, the process of data preparation by healthcare providers is often lengthy and the submitted material contains numerous errors. All this affects the length and relatively low efficiency of the process. Three e-services will be made available as part of the operation of the SMoKL system: the qualification of healthcare providers, data collection and verification and expert service, so that the created system will automate, as far as possible, all stages of the service valuation process, will also support healthcare providers in the process of preparing data for AOTMiT. This will both increase efficiency and the number of tariffs issued, as well as allow more operators to comply with the statutory obligation to provide data. Obtaining a larger volume of data from healthcare providers will translate into the possibility of performing more analyses, the results of which will be made available to healthcare providers as feedback on the positioning of a given entity against others. The system will allow to maintain and expand the database obtained from the NFZ, which are also used by other organizational units of the Agency to carry out other statutory tasks, such as evaluation of drug technologies or qualification of procedures for the basket of guaranteed benefits. Le système de suivi des coûts du traitement est l’un des systèmes électroniques de terrain, consacré à l’article 28, paragraphe 1. 1 de la loi sur le système d’information sanitaire du 28 avril 2011. Sa mission est le traitement des données visées à l’article 31 terdecies. 2 de la loi du 27 août 2004 sur les services de santé financés par des fonds publics, aux fins de la fixation des tarifs des services de santé. Le processus tarifaire comprend des étapes (sélection d’entités, demande de données, vérification et analyse, fixation des tarifs, contact avec des experts cliniques) et, dans une large mesure, a lieu traditionnellement, c’est-à-dire en utilisant de la documentation papier ou de la correspondance postale. En outre, le processus de préparation des données par les prestataires de soins de santé est souvent long et le matériel soumis contient de nombreuses erreurs. Tout cela affecte la longueur et l’efficacité relativement faible du processus. Trois services électroniques seront mis à disposition dans le cadre du fonctionnement du système SMoKL: la qualification des prestataires de soins de santé, la collecte et la vérification des données et le service d’experts, afin que le système créé automatise, dans la mesure du possible, toutes les étapes du processus d’évaluation des services, aidera également les prestataires de soins de santé dans le processus de préparation des données pour AOTMiT. Cela permettra à la fois d’accroître l’efficacité et le nombre de tarifs émis, tout en permettant à un plus grand nombre d’opérateurs de se conformer à l’obligation légale de fournir des données. L’obtention d’un plus grand volume de données auprès des prestataires de soins de santé se traduira par la possibilité d’effectuer davantage d’analyses, dont les résultats seront mis à la disposition des prestataires de soins de santé en retour sur le positionnement d’une entité donnée par rapport à d’autres. Le système permettra de maintenir et d’élargir la base de données obtenue de la NFZ, qui sont également utilisées par d’autres unités organisationnelles de l’Agence pour exécuter d’autres tâches statutaires, telles que l’évaluation des technologies médicamenteuses ou la qualification des procédures pour le panier de prestations garanties. Das System zur Überwachung der Behandlungskosten ist eines der in Artikel 28 Absatz 1 verankerten elektronischen Systeme im Feld. 1 des Gesetzes über das Gesundheitsinformationssystem vom 28. April 2011. Ihre Aufgabe ist die Verarbeitung der in Artikel 31c genannten Daten. 2 des Gesetzes vom 27. August 2004 über die aus öffentlichen Mitteln finanzierten Gesundheitsdienstleistungen zur Festlegung der Tarife für Gesundheitsdienstleistungen. Das Tarifverfahren besteht aus Stufen (Auswahl von Stellen, Datenanfrage, Überprüfung und Analyse, Festlegung von Tarifen, Kontakt mit klinischen Experten) und findet weitgehend traditionell statt, d. h. durch Papierdokumentation oder Postkorrespondenz. Darüber hinaus ist der Prozess der Datenaufbereitung durch Gesundheitsdienstleister oft langwierig und das eingereichte Material enthält zahlreiche Fehler. All dies wirkt sich auf die Länge und die relativ geringe Effizienz des Prozesses aus. Im Rahmen des Betriebs des SMoKL-Systems werden drei E-Dienste zur Verfügung gestellt: die Qualifizierung von Gesundheitsdienstleistern, die Datenerfassung und -verifizierung sowie der fachkundige Service, so dass das geschaffene System so weit wie möglich alle Phasen des Leistungsbewertungsprozesses automatisiert, wird auch die Gesundheitsdienstleister bei der Vorbereitung von Daten für AOTMiT unterstützen. Dies wird sowohl die Effizienz als auch die Anzahl der erteilten Tarife erhöhen und es mehr Betreibern ermöglichen, der gesetzlichen Verpflichtung zur Bereitstellung von Daten nachzukommen. Das Erlangen eines größeren Datenvolumens von Gesundheitsdienstleistern wird die Möglichkeit zur Durchführung weiterer Analysen zur Folge haben, deren Ergebnisse den Gesundheitsdienstleistern als Feedback zur Positionierung eines bestimmten Unternehmens gegenüber anderen zur Verfügung gestellt werden. Das System ermöglicht die Pflege und Erweiterung der vom NFZ erhaltenen Datenbank, die auch von anderen Organisationseinheiten der Agentur genutzt wird, um andere gesetzliche Aufgaben zu erfüllen, wie z. B. die Bewertung von Drogentechnologien oder die Qualifizierung von Verfahren für den Korb garantierter Vorteile. (German)
