Целта на проектното предложение е да се намали броя на живеещите в бедност, чрез осигуряване на храна за хората, засегнати в най-висока степен от пандемията COVID–19 и последиците от нея чрез предоставяне на топъл обяд на лица от целевите групи: лица без доходи или с ниски доходи под линията на бедност – хора в затруднение поради влошената икономическа обстановка, хора, които поради възрастта си и налични увреждания са в по-висок риск от заразяване и неблагоприятно протичане на инфекцията; лица поставени под карантина – без доходи или с ниски доходи под линията на бедност и нямат близки, които да им окажат подкрепа и лица, обект на социално подпомагане, за които е установена нужда от допълнителна подкрепа и в условията на извънредна епидемична обстановка, са в невъзможност да задоволят основните си жизнени потребности. Предоставянето на топъл обяд се предвижда да стартира от 01.01.2021 г., като ще бъдат обхванати до 100 потребители от общината в рамките на 11 месеца до 30.11.2021 г. и в работни дни от месеците. От екип определен със заповед на кмета и разписани правила за подбор и информация от Д "СП" гр. Стамболийски, Комисия за подбор ще определи потребителите. За закупуване на хранителните продукти и предоставяне на топъл обяд е предвидено пряко възлагане на изпълнител съгласно Закона за обществени поръчки. Приготвената храна ще се доставя до домовете на потребителите. Предоставеният топъл обяд ще се приготвя под пряк контрол от страна на община Перущица и при спазване на изискванията за безопасност на храните, националните стандарти и норми за хранене и изискването за принос към балансирания режим на хранене. Като съпътстващи мерки ще се извършват ежедневни консултации за възможности за ползване на други социални услуги, ползване на административни общински услуги и подкрепа при нужди и проблеми на представители на целевата група от наето лице с опит по предишен проект за топъл обяд и ще се реализира през целия период . The aim of the project proposal is to reduce the number of people living in poverty by providing food to the people most affected by the COVID-19 pandemic and its consequences by providing a warm lunch to people from the target groups: persons with no income or low incomes below the poverty line — people in difficulty due to the worsened economic environment, people who, due to their age and disability, are at a higher risk of infection and an adverse course of infection; persons placed in quarantine — with no income or low incomes below the poverty line and have no relatives to support them, and persons subject to social assistance who are identified in need of additional support and in an emergency epidemic situation — are unable to meet their basic living needs. The provision of a warm lunch is scheduled to start from 01.01.2021 and will be covered up to 100 users from the municipality within 11 months until 30.11.2021 and on working days of the months. By a team appointed by order of the mayor and written rules for selection and information from Stamboliiski, the Selection Committee will determine the users. For the purchase of food products and provision of hot lunch, direct award to a contractor is foreseen under the Public Procurement Act. Prepared food will be delivered to consumers’ homes. The hot lunch provided will be prepared under the direct control of the municipality of Perushtitsa and in compliance with food safety requirements, national standards and nutrition standards and the requirement to contribute to the balanced diet. As accompanying measures, daily consultations will be carried out on opportunities for use of other social services, use of municipal administrative services and support to the needs and problems of representatives of the target group of employees with experience in a previous hot lunch project and will be implemented throughout the period. L’objectif de la proposition de projet est de réduire le nombre de personnes vivant dans la pauvreté en fournissant de la nourriture aux personnes les plus touchées par la pandémie de COVID-19 et ses conséquences en offrant un déjeuner chaud aux personnes des groupes cibles: les personnes n’ayant pas de revenu ou de faible revenu en dessous du seuil de pauvreté — les personnes en difficulté en raison de la détérioration de l’environnement économique, les personnes qui, en raison de leur âge et de leur handicap, courent un risque plus élevé d’infection et un cours d’infection défavorable; les personnes placées en quarantaine — sans revenu ou faible revenu en dessous du seuil de pauvreté et n’ayant aucun parent pour les subvenir à leurs besoins, ainsi que les personnes bénéficiant d’une aide sociale qui ont besoin d’un soutien supplémentaire et se trouvant dans une situation épidémique d’urgence — ne sont pas en mesure de subvenir à leurs besoins essentiels de vie. La fourniture d’un déjeuner chaud est prévue à partir du 01.01.2021 et sera couverte jusqu’à 100 utilisateurs de la municipalité dans les 11 mois jusqu’au 30.11.2021 et les jours ouvrables des mois. Par une équipe nommée par ordre du maire et des règles écrites de sélection et d’information de Stamboliiski, le comité de sélection déterminera les utilisateurs. Pour l’achat de produits alimentaires et la fourniture d’un déjeuner chaud, l’attribution directe à un contractant est prévue par la loi sur les marchés publics. Les aliments préparés seront livrés aux domiciles des consommateurs. Le déjeuner chaud sera préparé sous le contrôle direct de la municipalité de Perushtitsa et conformément aux exigences en matière de sécurité alimentaire, aux normes nationales et aux normes nutritionnelles et à l’obligation de contribuer à une alimentation équilibrée. En tant que mesures d’accompagnement, des consultations quotidiennes seront menées sur les possibilités d’utilisation d’autres services sociaux, le recours aux services administratifs municipaux et le soutien aux besoins et aux problèmes des représentants du groupe cible de salariés ayant une expérience dans le cadre d’un précédent projet de déjeuner chaud et seront mis en œuvre tout au long de la période. Ziel des Projektvorschlags ist es, die Zahl der Menschen, die in Armut leben, zu verringern, indem den von der COVID-19-Pandemie am stärksten betroffenen Menschen Nahrungsmittel zur Verfügung gestellt wird, indem Menschen aus den Zielgruppen ein warmes Mittagessen angeboten wird: Personen ohne Einkommen oder niedrige Einkommen unterhalb der Armutsgrenze – Menschen in Schwierigkeiten aufgrund des verschlechterten wirtschaftlichen Umfelds, Menschen, die aufgrund ihres Alters und ihrer Behinderung ein höheres Infektionsrisiko und ein ungünstiger Infektionsverlauf haben; Personen, die in Quarantäne gestellt werden – ohne Einkommen oder niedrige Einkommen unterhalb der Armutsgrenze und keine Verwandten haben, um sie zu unterstützen, und Personen, die sozialhilfebedürftig sind und in einer Notlage einer Epidemie leiden – sind nicht in der Lage, ihren grundlegenden Lebensbedürfnissen gerecht zu werden. Die Bereitstellung eines warmen Mittagessens soll ab 01.01.2021 beginnen und bis zu 100 Nutzer aus der Gemeinde innerhalb von 11 Monaten bis zum 30.11.2021 und an Arbeitstagen der Monate abdecken. Durch ein Team, das auf Anordnung des Bürgermeisters und schriftliche Regeln für die Auswahl und Informationen von Stamboliiski ernannt wird, bestimmt der Auswahlausschuss die Nutzer. Für den Kauf von Lebensmitteln und die Bereitstellung von warmem Mittagessen ist eine direkte Vergabe an einen Auftragnehmer im Gesetz über das öffentliche Beschaffungswesen vorgesehen. Zubereitete Lebensmittel werden in die Häuser der Verbraucher geliefert. Das warme Mittagessen wird unter direkter Kontrolle der Gemeinde Perushtitsa und im Einklang mit den Anforderungen an die Lebensmittelsicherheit, den nationalen Normen und den Ernährungsnormen und der Anforderung, zur ausgewogenen Ernährung beizutragen, vorbereitet. Als flankierende Maßnahmen werden tägliche Konsultationen über Möglichkeiten zur Nutzung anderer sozialer Dienste, die Inanspruchnahme kommunaler Verwaltungsdienste und die Unterstützung der Bedürfnisse und Probleme von Vertretern der Zielgruppe der Arbeitnehmer mit Erfahrung in einem früheren Hot Lunch-Projekt durchgeführt und während des gesamten Zeitraums umgesetzt.
