Przedmiotem projektu jest uruchomienie 11 elektronicznych usług publicznych, które będą świadczone przez Urząd Gminy Kolno oraz informatyzacja procedur wewnętrznych w UG. Uruchamiane e-usługi charakteryzować się będą wysokim poziomem dojrzałości (3 usługi zapewniające interakcję dwustronną oraz 8 usług transakcyjnych z mechanizmami personalizacji), większość z nich charakteryzuje wysoki potencjał korzystania (dotyczą często załatwianych spraw). Uruchomienie e-usług będzie połączone z wdrożeniem i modernizacją systemów informatycznych (SI) w UG i modernizacją infrastruktury sieciowo–sprzętowej w zakresie niezbędnym dla zaplanowanych wdrożeń. Projekt zakłada integrację SI UG, wykorzystanie platformy ePUAP i uruchomienie dedykowanego rozwiązania front-office dla mieszkańców. SI wdrażane w ramach projektu będą spełniać wymagania dot. interoperacyjności wskazane w przepisach prawa i wytyczne WCAG2.0 w zakresie dostępności. Zaplanowane rozwiązania uwzględniają potrzeby niepełnosprawnych. Projekt wpisuje się w założenia określone w SzOOP „Cyfrowy region” RPO WiM, ponieważ całości opiera się na wykorzystaniu nowoczesnych technologii informacyjno-komunikacyjnych: wdrożenie SI w UG i zakup niezbędnego sprzętu. Wykorzystanie tych technologii będzie służyć osiągnięciu celów projektu: cyfryzacji procedur administracyjnych oraz zwiększeniu dostępności usług publicznych przez udostępnienie ich drogą elektroniczną. Ww. cele są z celem szczegółowym osi priorytetowej „Cyfrowy region” RPO WiM. Cel osi priorytetowej „Cyfrowy region” RPO WiM będzie realizowany w ramach projektu bezpośrednio poprzez zwiększenie podaży publicznych e-usług. W projekcie zaplanowano kolejno:(1)opracowanie dokumentacji aplikacyjnej,(2) działania promocyjne,(3)zapewnienie nadzoru inżyniera projektu,(4) zakup środków trwałych oraz wartości niematerialnych i prawnych (licencji na oprogramowanie),(5) zakup i realizację usług informatycznych. The subject of the project is the launch of 11 electronic public services, which will be provided by the Municipality of Kolno and the computerisation of internal procedures in the EMU. Running e-services will be characterised by a high level of maturity (3 services providing bilateral interaction and 8 transaction services with personalisation mechanisms), most of which have high potential for use (frequently handled). The deployment of e-services will be combined with the deployment and modernisation of information systems (SI) in the EMU and the modernisation of network and equipment infrastructure to the extent necessary for the planned implementation. The project involves the integration of SI UG, the use of the ePUAP platform and the launch of a dedicated front-office solution for residents. The implementation of the project will meet the interoperability requirements set out in the legislation and WCAG2.0 accessibility guidelines. The planned solutions take account of the needs of the disabled. The project fits into the assumptions set out in the “Digital Region” of the RPO WiM, as the whole is based on the use of modern information and communication technologies: implementation of SI in EMU and purchase of necessary equipment. The use of these technologies will serve to achieve the objectives of the project: digitise administrative procedures and increase the availability of public services by making them available electronically. The above-mentioned objectives are with the specific objective of the priority axis “Digital Region” of the RPO WiM. The objective of the priority axis “Digital Region” of the ROP WiM will be implemented within the framework of the project directly by increasing the supply of public e-services. The project includes:(1)development of application documentation,(2) promotional activities,(3)provision of supervision of project engineer,(4) purchase of fixed assets and intangible assets (software licenses),(5) purchase and execution of IT services. Le projet a pour objet le lancement de 11 services publics électroniques à fournir par le bureau municipal de Kolno et l’informatisation des procédures internes au sein de l’UG. Le lancement des services en ligne sera caractérisé par un haut niveau de maturité (3 services fournissant des interactions bilatérales et 8 services de transaction avec des mécanismes de personnalisation), dont la plupart sont caractérisés par un potentiel d’utilisation élevé (concernant des cas souvent réglés). Le lancement des services en ligne sera associé à la mise en œuvre et à la modernisation des systèmes informatiques (SI) dans l’UG et à la modernisation des infrastructures de réseau et de matériel dans la mesure nécessaire aux déploiements prévus. Le projet implique l’intégration de SI UG, l’utilisation de la plateforme ePUAP et le lancement d’une solution de front-office dédiée aux résidents. Si mis en œuvre dans le cadre du projet sera conforme aux exigences d’interopérabilité énoncées dans la législation et les lignes directrices WCAG2.0 en matière d’accessibilité. Les solutions envisagées tiennent compte des besoins des personnes handicapées. Le projet est conforme aux hypothèses énoncées dans le SzOOP «Région numérique» du ROP WiM, l’ensemble étant basé sur l’utilisation des technologies modernes de l’information et de la communication: mise en œuvre de l’IA en UG et achat de l’équipement nécessaire. L’utilisation de ces technologies servira les objectifs du projet: numérisation des procédures administratives et amélioration de l’accessibilité des services publics en les mettant à disposition par voie électronique. Ces objectifs correspondent à l’objectif spécifique de l’axe prioritaire «Région numérique» du ROP WiM. L’objectif de l’axe prioritaire «Région numérique» du ROP WiM sera mis en œuvre dans le cadre du projet directement en augmentant l’offre de services publics en ligne. Le projet prévoit: 1) l’élaboration de la documentation relative aux demandes, 2) les activités promotionnelles, 3) la mise en place de la supervision de l’ingénieur du projet, 4) l’achat d’immobilisations et d’immobilisations incorporelles (licences de logiciels), 5) l’achat et la mise en œuvre de services informatiques.
