Wnioskodawcą projektu jest Gmina Sępopol. Celem ogólnym projektu jest usprawnienie realizacji spraw o charakterze publicznym poprzez cyfryzację procesów administracyjnych na terenie działalności gminy. W ramach projektu przewidziano realizację następujących zadań/etapów: - Opracowanie dokumentacji aplikacyjnej - Zarządzanie projektem - Uruchomienie e-usług dla mieszkańców - Zakup niezbędnego sprzętu informatycznego i oprogramowania - Działania promocyjne W wyniku realizacji powyższych etapów zwiększona zostanie zdolność Gminy Sępopol do realizacji zadań publicznych on-line, cyfryzacji posiadanych zasobów oraz udostępniania informacji publicznej. Projekt zgodny jest założeniem Osi Priorytetowej 3 – Cyfrowy Region określonym w SZOOP RPO WiM tj. wzmocnieniem zastosowania TIK w usługach publ., poprzez rozwój e-usług sektora publ., udostępnianie informacji sektora publ. Wdrożonych zostanie 13 e-usług charakteryzujących się wysokim walorem powtarzalności i wysokim poziomem dojrzałości. Uruchomione zostaną nowe systemy teleinformatyczne: - Centralna Platforma E-Usług Mieszkańca, - elektroniczny system obiegu dokumentów, i zmodernizowany zostanie system dziedzinowy. Dostosowana do standardów WCAG 2.0 zostanie strona internetowa urzędu oraz opracowana zostanie dokumentacja Systemu Zarządzania Bezpieczeństwem Informacji. Systemy będą wspomagały realizację zadań publicznych przez Gminę Sępopol i wpływać będą pozytywnie na poszerzenie dostępu klientów do informacji i zasobów urzędu gminy. W ramach projektu zostanie wykorzystana funkcjonalność platformy krajowej ePUAP. Dzięki realizacji projektu wzrośnie liczba urzędowych spraw załatwianych elektronicznie przez grupę docelową projektu – obywateli i biznes z terenu Gminy Sępopol, dzięki czemu nastąpi usprawnienie procesów administracyjnych gminy i uproszczenie obowiązków urzędowych ciążących na klientach urzędu. The project applicant is the Municipality of Sępopol. The general objective of the project is to improve the implementation of matters of a public nature by digitising administrative processes on the territory of the municipality. The project envisages the following tasks/steps: — Development of application documentation – Project Management – Launch of e-services for residents – Purchase of necessary IT equipment and software – Promotional measures As a result of the above steps, the ability of the Municipality of Sępopol to carry out public tasks on-line, digitise its resources and make public information available will be increased. The project complies with the Priority Axis 3 – Digital Region defined in SZOOP RPO WiM, i.e. strengthening the use of ICT in publ services, through the development of e-services of the publ sector, providing information from the publ sector. 13 e-services with high repeatability and high level of maturity will be implemented. New ICT systems will be launched: — Central Platform of the Resident E-Services – electronic system of document circulation, and the domain system will be modernised. The website of the Office will be adapted to WCAG 2.0 standards and the documentation of the Information Security Management System will be developed. The systems will support the implementation of public tasks by the Municipality of Sępopol and will have a positive impact on the broadening of customers’ access to information and resources of the municipal office. The project will use the functionality of the national ePUAP platform. Thanks to the implementation of the project, the number of official matters dealt with electronically by the target group of the project – citizens and business from the municipality of Sępopol will increase, thanks to which the administrative processes of the municipality will be streamlined and the administrative obligations of the office’s clients will be simplified. Le demandeur du projet est la municipalité de Sępopol. L’objectif général du projet est d’améliorer la mise en œuvre des affaires publiques en numérisant les processus administratifs sur le territoire de la municipalité. Le projet prévoit les tâches/étapes suivantes: — Préparation de la documentation d’application — Gestion de projet — Lancement de services électroniques pour les résidents — Achat des équipements et logiciels informatiques nécessaires — Activités promotionnelles Grâce à la mise en œuvre des phases ci-dessus, la capacité de la municipalité de Sępopol à accomplir des tâches publiques en ligne, à numériser ses ressources et à mettre à disposition des informations publiques sera renforcée. Le projet est conforme à l’hypothèse de l’axe prioritaire 3 — Région numérique telle que définie dans le SZOOP ROP WiM, c’est-à-dire le renforcement de l’utilisation des TIC dans les services de publ, par le développement de services électroniques du secteur du publ, en mettant les informations à la disposition de ce secteur. 13 services électroniques de haute reproductibilité et maturité seront mis en œuvre. De nouveaux systèmes de TIC seront lancés: — Plate-forme centrale des services électroniques des résidents, — système électronique de circulation des documents et le système sur le terrain seront modernisés. Le site Web du Bureau sera adapté aux normes WCAG 2.0 et la documentation du Système de gestion de la sécurité de l’information sera élaborée. Les systèmes soutiendront la mise en œuvre de tâches publiques par la municipalité de Sępopol et auront un impact positif sur l’élargissement de l’accès des clients à l’information et aux ressources du bureau municipal. Le projet utilisera la fonctionnalité de plateforme nationale ePUAP. Grâce à la mise en œuvre du projet, le nombre d’affaires officielles traitées électroniquement par le groupe cible du projet — les citoyens et les entreprises de la municipalité de Sępopol augmenteront, grâce auxquels les processus administratifs de la municipalité seront simplifiés et les obligations officielles incombant aux clients du bureau seront simplifiées.
