Consequences of poor communication, low number and poor quality of road connections are particularly arduous in the Polish-Russian cross-border area. This hinders cross-border contacts, disrupts transit traffic and generates negative environmental impacts. The consequences include lower attractiveness of the regions for investors and poor economic and social development. The agreement on small border traffic between the EU and the Russian Federation from 2012 means increased intensity of wheeled traffic towards and from the border crossing points between Poland and the RF and that trend has been retained. There is 1 bridge over the Łyna River in Bartoszyce that is the bottleneck. Every road event in that area including roadworks hinders traffic towards and from the border forming arduous jams. In both towns positioned on the course of the important international routes leading to border crossing points the transport system is insufficiently developed and in poor technical condition. Thus, the new connection is necessary for both areas. It will generate benefits for both sides by eliminating a major obstacle in the transport corridor. Citizens of both countries – residents of border areas, tourists, entrepreneurs and investors will benefit from project implementation. Project implementation and achievement of the assumed goals require cross-border approach and commitment of both parties. The Partners have their own national and local strategies and consequently the two project components are included in two separate strategies. Without including the investment activities in the cross-border programme, it would be impossible to correlate those activities and implement the project at the same time to achieve the cross-border outcome. The Project will strengthen cross-border cooperation of institutions responsible for preparation and implementation of road projects on both sides of the border and thus improve the accessibility of border crossing points. Les conséquences d’une mauvaise communication, d’un faible nombre et d’une mauvaise qualité des liaisons routières sont particulièrement pénibles dans la zone transfrontalière entre la Pologne et la Russie. Ce dispositif permet d’établir des contacts transfrontaliers, de perturber le trafic de transit et d’avoir des incidences négatives sur l’environnement. Les conséquences en sont notamment la diminution de l’attractivité des régions pour les investisseurs et le faible développement économique et social. L’accord sur le petit trafic frontalier entre l’UE et la Fédération de Russie à partir de 2012 a pour effet d’accroître l’intensité du trafic à roues vers et depuis les points de passage frontaliers entre la Pologne et la Fédération de Russie, et cette tendance a été maintenue. Il y a 1 pont au-dessus de la rivière Łyna à Bartoszyce qui est le goulot d’étranglement. Chaque événement routier dans cette zone, y compris les travaux routiers Hinders circulation vers et depuis la frontière formant des embouteillages ardus. Dans les deux villes situées sur les routes internationales importantes menant aux points de passage frontaliers, le système de transport est insuffisamment développé et en mauvais état technique. Ainsi, la nouvelle connexion est nécessaire pour les deux zones. Elle générera des avantages pour les deux parties en éliminant un obstacle majeur dans le corridor de transport. Les citoyens des deux pays — résidents des zones frontalières, touristes, entrepreneurs et investisseurs — bénéficieront de la mise en œuvre du projet. La mise en œuvre des projets et la réalisation des objectifs fixés exigent une approche et un engagement transfrontaliers de la part des deux parties. Les partenaires ont leurs propres stratégies nationales et locales et, par conséquent, les deux volets du projet sont inclus dans deux stratégies distinctes. Sans inclure les activités d’investissement dans le programme transfrontalier, il serait impossible d’établir une corrélation entre ces activités et de mettre en œuvre le projet en même temps pour obtenir les résultats transfrontaliers. Le projet renforcera la coopération transfrontalière des institutions chargées de la préparation et de la mise en œuvre de projets routiers des deux côtés de la frontière et améliorera ainsi l’accessibilité des points de passage frontaliers.
