Saskaņā ar likuma “Par pašvaldībām” 15.panta pirmās daļas 6.punktu viena no pašvaldības autonomajām funkcijām ir veicināt iedzīvotāju veselīgu dzīvesveidu un sportu. No minētās funkcijas izriet ne tikai nodrošināt profesionālās ievirzes sporta izglītības programmu īstenošanu, bet arī attiecīgās infrastruktūras apsaimniekošanu un uzturēšanu.Projekta “Energoefektivitātes paaugstināšana stadiona "Daugava" ģērbtuvju ēkā Liepājā” (turpmāk tekstā – Projekts) mērķis ir samazināt primārās enerģijas patēriņu un pašvaldības izdevumus par siltumapgādi stadiona "Daugava" ģērbtuvju ēkai, Jūrmalas parks 3, Liepājā, paaugstinot tās energoefektivitāti. Liepājas pilsētas pašvaldībai (turpmāk tekstā – Pašvaldība) ir apstiprināta pašvaldības attīstības programma, kurā projekts ir pamatots un atspoguļots investīciju plānā. Attīstības programma ir saskaņota Reģionālajā attīstības koordinācijas padomē.Projekta ietvaros plānots pārbūvēt “Daugavas” stadiona administrācijas un sportistu ģērbtuvju ēku Jūrmalas parkā 3, Liepājā veicot: ?visas ēkas fasādes siltināšanu, nomainot logus un durvis, kā arī jumta segumu; ?iekštelpu pārplānojumu atbilstoši lietotāja vajadzībām, demontējot sienas un grīdas konstrukcijas, paredzot atbilstošu siltinājumu (t.sk. apsildāmās grīdas);?ēkas iekšējo inženiertīklu pārbūvi: ūdensapgādes, apkures sistēmas un elektroinstalācijas; ?automātiskā ugunsgrēka signalizācijas un zibens aizsardzības sistēmu uzstādīšanu;?jaunas kanalizācijas sistēmas un ventilācijas sistēmu izbūvi.No visām Projektā iekļautajām darbībām, kas sekmē 2016.gada 8.marta Ministru noteikumu Nr.152 10.1.apakšpunktā minēto iznākumu rādītāju sasniegšanu un ietver investīcijas Pašvaldības ēku energoefektivitātes paaugstināšanā saskaņā ar Pašvaldības programmā noteikto, atbalstāmas ir:?ēkas fasādes siltināšana, nomainot logus, durvis un jumta segumu; ?grīdas pārbūve, paredzot atbilstošu siltinājumu (t.sk. apsildāmās grīdas);?ēkas apkures sistēmas pārbūve; ?ventilācijas sistēmu izbūve,kas nodrošina ēkas energoefektivitāti un kas paredzēti ēkas energosertifikāta (Nr.BIS-ĒED-1-2017-548) pārskatā par ekonomiski pamatotiem energoefektivitāti uzlabojošiem pasākumiem, kuru īstenošanas izmaksas ir rentablas paredzamajā (plānotajā) kalpošanas laikā.Izstrādātais ēkas energosertifikāts (Nr.BIS-ĒED-1-2017-548), kas izstrādāts atbilstoši Ministru Kabineta 2013.gada 9.jūlija noteikumu Nr.383 “Noteikumi par ēku energosertifikāciju” 2. un 3.pielikumam, paredz, ka pēc Projekta īstenošanas tiks sasniegts būtisks primārās enerģijas gada patēriņa samazinājums - 92 637,69 kwh/gadā. Aprēķinātais siltumnīcefekta gāzu samazinājums (CO2 ekvivalents tonnās) pēc projekta īstenošanas – 23,25. Projektā netiek plānota atjaunojamo energoresursus izmantojošo siltumavotu uzstādīšana.Būvprojekts ir izstrādāts 2016.gadā. Projekta īstenošanas laikā, veicot būvdarbus, tiks nodrošināta būvdarbu būvuzraudzība un autoruzraudzība, kā arī Projekta publicitātes pasākumi.Projekta kopējās attiecināmās izmaksas ir 207 456,47 euro. Plānotais līdzfinansējums no ERAF – 176 338,00 euro, kas veido 85% no Projekta attiecināmām izmaksām.Projektu plānots īstenot 19 mēnešu laikā, uzsākot to 2017.gadā. (Latvian)

According to Section 15, Paragraph One, Clause 6 of the Law “On Local Governments”, one of the autonomous functions of the municipality is to promote healthy lifestyle and sport. The aim of the project “Increasing energy efficiency in the”Daugava“dressing room building in Liepaja” (hereinafter – the Project) is to reduce primary energy consumption and municipal expenditure on heating supply to the changing rooms of the stadium “Daugava”, Jūrmala Park 3, Liepaja, by increasing its energy efficiency. Liepaja City Municipality (hereinafter – the Municipality) has approved the municipal development programme, in which the project is justified and reflected in the investment plan. Within the framework of the project it is planned to rebuild the “Daugava” stadium’s administration and dressing rooms building for athletes in Jūrmala Park 3, Liepaja by: Insulation of all the facade of the building, replacing windows and doors, as well as roofing; Indoor replanning according to user’s needs, dismantling walls and floor structures, providing for adequate insulation (including heated floors);?Reconstruction of the building’s internal engineering networks: Water supply, heating systems and wiring; The installation of automatic fire alarm and lightning protection systems;?Construction of new sewerage system and ventilation systems.Of all the activities included in the project that contribute to the achievement of the output indicators referred to in Sub-paragraph 10.1 of the Cabinet Regulations of 8 March 2016 and include investments to improve the energy efficiency of municipal buildings in accordance with the Local Government Programme, support shall be given to:?Insulation of the building facade by replacing windows, doors and roofing; Reconstruction of the floor, providing for adequate insulation (including heated floors);?Reconstruction of the building heating system; Construction of ventilation systems that ensure the energy efficiency of the building and provided for in the report of the energy certificate of the building (Nr.BIS-ĒED-1-2017-548) on economically justifiable energy efficiency improvement measures, the implementation costs of which are cost-effective during the expected (planned) lifetime of the building. Estimated greenhouse gas reduction (CO2 equivalent in tonnes) after project implementation – 23.25. The project is not planned to install heat sources using renewable energy resources.The construction project was developed in 2016. During the implementation of the project, construction supervision and author supervision, as well as publicity measures, will be ensured.The total eligible costs of the project are EUR 207456,47. Planned co-financing from ERDF – EUR 176338,00, which represents 85 % of the project’s eligible costs.The project is planned to be implemented within 19 months, starting in 2017. (English)

Conformément à l’article 15, paragraphe 1, point 6, de la loi sur les collectivités locales, l’une des fonctions autonomes de l’administration locale est de promouvoir un mode de vie et un sport sains pour la population. L’objectif du projet «Améliorer l’efficacité énergétique dans le»Daugava«bâtiment de la salle de transformation du stade à Liepaja» (ci-après — le projet) est de réduire la consommation d’énergie primaire et les dépenses de l’administration locale pour le chauffage du bâtiment des vestiaires «Daugava», Jurmala Park 3, Liepaja, en augmentant son efficacité énergétique. La municipalité de Liepaja (ci-après dénommée «la municipalité») a approuvé un programme de développement municipal, dans lequel le projet est justifié et reflété dans le plan d’investissement. Le programme de développement a été approuvé par le Conseil régional de coordination du développement. Dans le cadre du projet, il est prévu de reconstruire l’administration du stade «Daugava» et le bâtiment des vestiaires des athlètes dans le parc de Jurmala 3, à Liepaja: isolation de l’ensemble de la façade du bâtiment, remplacement des fenêtres et des portes, ainsi que des toitures; réaménagement intérieur en fonction des besoins de l’utilisateur, démontage des murs et des structures de plancher, prévoyant une isolation appropriée (y compris les planchers chauffants); reconstruction des réseaux d’ingénierie interne du bâtiment: approvisionnement en eau, systèmes de chauffage et câblage; installation de systèmes automatiques d’alarme incendie et de protection contre la foudre; construction de nouveaux systèmes d’égouts et de systèmes de ventilation.De toutes les activités incluses dans le projet, qui contribuent à la réalisation des indicateurs de réalisation visés au sous-paragraphe 10.1 du règlement ministériel no 152 du 8 mars 2016 et comprennent des investissements dans l’amélioration de l’efficacité énergétique des bâtiments des collectivités locales conformément aux dispositions du programme des collectivités locales, il convient de soutenir:? l’isolation des façades des bâtiments, le remplacement des fenêtres, des portes et des revêtements de toiture; la reconstruction du plancher, prévoyant une isolation appropriée (y compris les planchers chauffants); la reconstruction du système de chauffage du bâtiment; construction de systèmes de ventilation assurant la performance énergétique d’un bâtiment et prévus dans le rapport du certificat énergétique du bâtiment (no BIS -ED-1-2017-548) sur les mesures d’amélioration de l’efficacité énergétique économiquement justifiables, dont les coûts de mise en œuvre sont rentables pendant la durée de vie prévue (prévue).Le certificat énergétique du bâtiment (no BIS-ed-1-2017-548), établi conformément aux annexes 2 et 3 du règlement ministériel no 383 du 9 juillet 2013 relatif à la certification énergétique des bâtiments, prévoit qu’après la mise en œuvre du projet, une réduction significative de la consommation annuelle d’énergie primaire sera réalisée — 92 637,69 kwh/an. Réduction estimée des gaz à effet de serre (équivalent CO2 en tonnes) après la mise en œuvre du projet — 23,25. L’installation de sources de chauffage utilisant des sources d’énergie renouvelables n’est pas prévue dans le projet.Le projet de construction a été développé en 2016. Au cours de la mise en œuvre du projet, la supervision de la construction et la supervision par l’auteur des travaux de construction seront assurées, ainsi que les mesures de publicité du projet. Le coût total éligible du projet s’élève à 207 456,47 EUR. Cofinancement prévu par le FEDER — 176 338,00 EUR, ce qui représente 85 % des coûts éligibles du projet. Gemäß Art. 15 Abs. 1 Nr. 6 des Gesetzes über lokale Gebietskörperschaften besteht eine der autonomen Aufgaben der Kommunalverwaltung darin, eine gesunde Lebensweise und einen gesunden Sport für die Bevölkerung zu fördern. Ziel des Projekts „Erhöhung der Energieeffizienz im Stadion“Daugava„Wechselraumgebäude in Liepaja“ (nachfolgend – das Projekt) ist es, den Verbrauch von Primärenergie und die Ausgaben der Kommunalverwaltung für die Heizung des Stadions „Daugava“ Umkleideräume Gebäude, Jurmala Park 3, Liepaja, durch Erhöhung der Energieeffizienz zu reduzieren. Die Gemeinde Liepaja (im Folgenden „Gemeinde“) hat ein kommunales Entwicklungsprogramm genehmigt, in dem das Projekt gerechtfertigt ist und sich im Investitionsplan niederschlägt. Das Entwicklungsprogramm wurde im Regionalen Entwicklungskoordinierungsrat vereinbart. Im Rahmen des Projekts soll die Stadionverwaltung „Daugava“ und die Umkleideräume der Athleten im Jurmala Park 3 in Liepaja wiederhergestellt werden: Isolierung der gesamten Fassade des Gebäudes, Austausch von Fenstern und Türen sowie Dachbedachung; Umgestaltung der Innenräume entsprechend den Bedürfnissen des Nutzers, Demontage von Wänden und Bodenkonstruktionen, Bereitstellung einer geeigneten Isolierung (einschließlich beheizter Böden); Wiederaufbau von internen Engineering-Netzwerken des Gebäudes: Wasserversorgung, Heizung und Verkabelung; automatische Installation von Brandmelde- und Blitzschutzsystemen; neue Kanalisations- und Lüftungssysteme.Aus allen im Projekt enthaltenen Tätigkeiten, die zur Erreichung der in Absatz 10.1 der Ministerverordnung Nr. 152 vom 8. März 2016 genannten Outputindikatoren beitragen und Investitionen in die Steigerung der Energieeffizienz von kommunalen Gebäuden gemäß den Bestimmungen des Programms der Kommunalverwaltung umfassen, sind folgendes zu unterstützen:? Gebäudefassadenisolierung, Austausch von Fenstern, Türen und Dachbedeckungen; Umbau des Bodens mit geeigneter Isolierung (einschließlich beheizter Böden); Sanierung der Heizung des Gebäudes; der Bau von Lüftungsanlagen, die die Gesamtenergieeffizienz eines Gebäudes gewährleisten und im Bericht des Energieausweises des Gebäudes (Nr. BIS-ED-1-2017-548) über wirtschaftlich vertretbare Energieeffizienzverbesserungsmaßnahmen vorgesehen sind, deren Umsetzungskosten während der erwarteten (geplanten) Lebensdauer kostenwirksam sind.Das Energiezertifikat des Gebäudes (Nr. BIS- ed-1-2017-548), der gemäß den Anhängen 2 und 3 der Kabinettsverordnung Nr. 383 vom 9. Juli 2013 über die Energiezertifizierung von Gebäuden erstellt wurde, sieht vor, dass nach der Durchführung des Projekts eine erhebliche Verringerung des jährlichen Primärenergieverbrauchs erreicht wird – 92 637,69 kwh/Jahr. Geschätzte Verringerung der Treibhausgasemissionen (CO2-Äquivalent in Tonnen) nach Projektdurchführung – 23.25. Die Installation von Wärmequellen aus erneuerbaren Energiequellen ist im Projekt nicht geplant.Das Bauprojekt wurde 2016 entwickelt. Während der Projektdurchführung werden die Bauaufsicht und die Autorenaufsicht der Bauarbeiten sowie die Publizitätsmaßnahmen des Projekts sichergestellt. Die zuschussfähigen Gesamtkosten des Projekts betragen 20 745 467 EUR. Geplante Kofinanzierung aus dem EFRE – 176 338,00 EUR, auf die 85 % der förderfähigen Kosten des Projekts entfallen. Das Projekt soll innerhalb von 19 Monaten ab 2017 durchgeführt werden. (German)
