Le programme opérationnel FSE 2014-2020 mentionne que « dans le champ de la création d'entreprises, le développement et la consolidation économiques des structures d'utilité sociale constituent également un enjeu compte tenu des besoins à satisfaire. » Pionnier de l'Economie sociale et solidaire, le réseau France Active s'engage auprès des structures d'utilité sociale pour faciliter le développement de leur activité économique et de leur mission sociale. Chaque année, le réseau France Active accueille et oriente plus de 3 000 entrepreneurs sociaux dans leur projet de création, de reprise ou de développement. En mettant à disposition des conseillers « experts » des problématiques économiques et financières des structures de l'Economie sociale et solidaire, il permet aux entrepreneurs de viabiliser leurs projets et d'accéder aux circuits bancaires et financiers. Pour cette nouvelle programmation, le réseau France Active va renforcer son action sur le suivi des bénéficiaires, et sur la coordination de ses interventions avec les autres acteurs de l'accompagnement pour servir encore plus efficacement les structures d'utilité sociale. Les échanges de bonnes pratiques et les mutualisations au sein du réseau France Active, permettront aussi de gagner en efficience. Ces actions seront pour partie des démarches individuelles : \- accueil et qualification des projets, \- expertise des projets avec l'étude des business plan, \- accompagnement bancaire et financier des porteurs de projet, \- suivi post financement pour veiller à la pérennité du projet, \- traitement des dossiers et des différentes phases précédentes (tâches administratives conséquentes). En complément, il y aura un ensemble de démarches collectives d'appui aux structures d'utilité sociale et de développement des partenariats : \- la préparation des dossiers présentés en comité d'engagement, notamment avec la rédaction d'une synthèse de l'expertise et de l'accompagnement réalisés, \- l'animation des comités d'engagement, où sont validés les projets et décidées les mises en places des outils financiers, \- la mobilisation des partenaires techniques entrant dans le champ de l'appui aux structures, \- la mobilisation des partenaires bancaires, pour l'appui financier des projets, \- la mobilisation des acteurs intervenant dans le champ de l'économie sociale et solidaire (réseaux et fédérations associatifs, service public de l'emploi, Conseil Régional, autres collectivités publiques, etc (French)

The ESF 2014-2020 Operational Programme states that "in the field of business creation, the economic development and consolidation of social utility structures is also an issue in view of the needs to be met. A pioneer in the social and solidarity economy, the France Active network is committed to social utility structures to facilitate the development of their economic activity and their social mission. Every year, the France Active network welcomes and guides more than 3,000 social entrepreneurs in their creation, recovery or development project. By providing expert advisors on the economic and financial issues of the structures of the social and solidarity economy, it enables entrepreneurs to make their projects easier and to access banking and financial circuits. For this new programming, the France Active network will strengthen its action on the monitoring of beneficiaries, and on the coordination of its interventions with the other support actors in order to serve even more effectively the structures of social utility. The exchange of best practices and mutualisation within the France Active network will also increase efficiency. Part of these actions will be individual actions: \- reception and qualification of projects, \- expertise of projects with the study of business plans, \- bank and financial support of project promoters, \- post-financing follow-up to ensure the sustainability of the project, \- processing of files and the various previous phases (constant administrative tasks). In addition, there will be a set of collective approaches to support structures of social utility and partnership development: \- the preparation of the dossiers submitted to the engagement committee, in particular with the drafting of a summary of the expertise and the support carried out, \- the animation of the engagement committees, where projects are validated and decided to put in place financial tools, \- the mobilisation of the technical partners falling within the field of support for structures, \- the mobilisation of the banking partners, for the financial support of projects, \- the mobilisation of actors involved in the field of the social and solidarity economy (sociative networks and federations, public employment service, regional council, other public authorities, etc.) (English)
