Le dispositif PLIE est une plateforme partenariale de proximité permettant d’apporter des réponses au public éloigné de l’emploi et de faible niveau de qualification, pour lequel l’offre de droit commun est insuffisante. Il est proposé un parcours d’insertion progressif visant à résoudre les freins périphériques à l’emploi : * En organisant un accompagnement renforcé des personnes en difficulté d’insertion * En mobilisant les employeurs et les partenaires institutionnels du territoire, notamment par l’information des différentes structures prescriptrices du territoire et l’animation des comités de suivi et des Plateformes Emploi Entreprises. Ces deux commissions permettent entre autres de garantir la cohérence des parcours vers l’emploi pérenne * En coordonnant, animant et suivant les acteurs prestataires intervenant sur les actions de levée des freins, de retour à l’emploi et de placement mises en œuvre * En développant des actions d’insertion afin de lever les freins vers l’accès à l’emploi * En sécurisant les parcours par l’animation d’un partenariat territorial et par l’ingénierie d’actions permettant de mailler les besoins des publics et ceux du bassin d’emploi. Le projet se décline en trois actions distinctes et complémentaires : * Action 1 : « Opération d’animation du dispositif PLIE Melun Val de Seine », * Action 2 : « Opération d’accompagnement et de placement en emploi durable », * Action 3 : « Opération actions d’insertion ». The PLIE scheme is a community-based partnership platform for providing answers to the remote and low-skilled public, for whom there is insufficient provision under ordinary law. A progressive integration pathway is proposed to address peripheral barriers to employment: * By organising enhanced support for people in difficulty with integration * By mobilising employers and institutional partners in the territory, in particular by informing the various prescribing structures in the territory and by facilitating the monitoring committees and the Enterprise Employment Platforms. These two commissions ensure, among other things, the coherence of the paths to sustainable employment * By coordinating, facilitating and following the providers involved in the measures to lift the brakes, return to employment and placement implemented * By developing integration actions to remove barriers to access to employment * Safeguarding pathways through the facilitation of a territorial partnership and the engineering of actions to mislead the needs of the public and those of the employment pool. The project consists of three separate and complementary actions: * Action 1: “Implementation operation of PLIE Melun Val de Seine”, * Action 2: “Supporting and placing in sustainable employment”, * Action 3: “Incorporation actions operation”.
