Au niveau national, l’observatoire économique de l’achat public a comptabilisé plus de 96 000 marchés publics en 2013 pour un montant total de 71,5 milliards d’euros. Pourtant, les entreprises artisanales candidatent peu et souvent y être préparées. Les entreprises manquent d’information quant aux annonces de marchés publics et nombre de chefs d’entreprises appréhendent les contraintes liées aux marchés publics : délais de paiement importants, complexité de montage des dossiers, technicité et rigueur des procédures de passation, critères de sélection des entreprises ; On assiste donc à l’exclusion préjudiciable des entreprises artisanales, qui perdent ainsi une opportunité de consolider et de pérenniser leur chiffre d’affaires. Il est donc important de favoriser la rencontre entre l’offre et la demande, donc entre les artisans de la région et la commande publique locale, ce que s’emploie à réaliser « Artimarchés ». (French)
