L’opération est mise en œuvre à travers trois actions distinctes et complémentaires. **Action 1 « Opération d’animation opérationnelle du dispositif PLIE Melun Val de Seine »** Cette action est relative à l'animation, à la coordination et au suivi du dispositif PLIE. Il s’agit de décliner les orientations définies par le protocole d'accord et de mettre en oeuvre les axes stratégiques et prioritaires définis par les membres du comité de pilotage. Afin de mener à bien sa mission d'accompagnement et de placement des participants du dispositif PLIE, l'équipe d'animation opérationnelle s'appuie sur un réseau de prestataires sélectionnés sur la base de marchés publics. Les actions 2 et 3 sont mises en oeuvre, pour l'essentiel, par ces prestataires. **Action 2 « Opération d’accompagnement et de placement en emploi durable »** Deux types d’accompagnement sont réalisés par des référents PLIE (intervenants du PLIE) et des chargés de placement en emploi, afin d’accompagner les participants vers l’emploi durable : * Le référent PLIE assure sa mission par un accompagnement individualisé et renforcé visant la levée des freins auxquels sont confrontés les participants. Le seul référent PLIE interne à la structure MEIMVS accompagne uniquement les publics de moins de 26 ans inscrits à la Mission locale. Les autres référents PLIE sont externes à la stucture et accompagneront le public adulte. Le référent PLIE a pour objectifs de co-construire les parcours d’insertion avec les participants, d’assurer un suivi et un accompagnement des personnes durant ce parcours et jusqu'à 6 mois après la prise d’emploi ou l’entrée en formation qualifiante, d’assurer la cohérence des parcours d’insertion en fonction des besoins des participants et des potentialités d’emploi du territoire, de mobiliser les réseaux d’aide au regard des difficultés des participants. * Le chargé de placement (prestataires du PLIE) a pour objectif l’intégration en emploi durable des personnes en difficulté d’insertion, selon les critères définis par le protocole d’accord du dispositif PLIE (CDI, CDD 6 mois, contrat intérim choisi de plus de 900 heures, entrée en formation qualifiante, création d'entreprise). Les personnes lui sont adressées en fin de parcours par le référent PLIE, c'est à dire lorsque les freins majeurs qu'elles rencontraient ont été levés. Le chargé de placement assure sa mission par un accompagnement individualisé, y compris dans le cas où il est amené à utiliser les techniques d’animation collective. Il a pour rôle, dans la co-construction des étapes de prospection, d’aider chaque participant à se positionner clairement et en cohérence avec les potentialités d’emploi. Il développe également une prospection ciblée, via son propre réseau d’entreprises, et/ou démarche de nouvelles entreprises susceptibles d’être intéressées par les compétences du participant. La coordination entre le PLIE, les référents et les chargés de placement s'effectue au sein de la plateforme emploi/entreprise du PLIE. **Action 3 « Opération actions d’insertion »** Cette action renvoie aux diverses actions d’insertion permettant de répondre aux besoins des participants et des référents dans leur mission de construction de parcours de retour à l’emploi. La prescription sur ces actions est effectuée par le référent de parcours. Il pourra s’agir par exemple d’actions de socialisation, remobilisation, formation (informatique, permis de conduire…), chantiers d’insertion, bilans de compétence, immersion en entreprise… (French)

The operation is implemented through three separate and complementary actions. **Action 1 “Operational animation operation of the PLIE Melun Val de Seine”** This action relates to the animation, coordination and monitoring of the PLIE system. The aim is to define the guidelines laid down in the Memorandum of Understanding and to implement the strategic and priority axes defined by the members of the Steering Committee. In order to carry out its mission of supporting and placing PLIE participants, the operational animation team relies on a network of service providers selected on the basis of public procurement. Actions 2 and 3 are mainly implemented by these providers. **Action 2 “Sustainable job placement and support operation”** Two types of support are carried out by PLIE referents (PLIE speakers) and job placement officers, in order to support participants towards sustainable employment: * The PLIE referent carries out his mission through an individualised and reinforced accompaniment aimed at lifting the brakes faced by the participants. The only PLIE focal point within the MEIMVS structure only assists audiences under 26 years of age enrolled in the Local Mission. The other PLIE referents are external to the stucture and will accompany the adult audience. The objectives of the PLIE referent are to co-build the integration pathways with the participants, to monitor and support people during this journey and up to 6 months after taking up employment or entry into qualifying training, to ensure consistency of the integration pathways according to the needs of the participants and the employment potential of the territory, to mobilise support networks in view of the difficulties of the participants. * The job placement officer (PLIE providers) has as its objective the integration into sustainable employment of people in difficulty of integration, according to the criteria defined in the Memorandum of Understanding of the PLIE scheme (CDI, CDD 6 months, interim contract chosen for more than 900 hours, entry into qualifying training, start-up of a company). The people are addressed to him at the end of the journey by the reference PLIE, i.e. when the major brakes they encountered were lifted. The placement officer performs his duties by individualised support, even if he is required to use collective animation techniques. Its role, in the co-construction of the survey stages, is to help each participant to position themselves clearly and in coherence with the employment potential. It also develops a targeted prospecting, via its own network of companies, and/or approach of new companies that may be interested in the skills of the participant. Coordination between the PLIE, the referents and the job placement officers takes place within the PLIE’s employment/company platform. **Action 3 “Operation actions for inclusion”** This action refers to the various integration actions that meet the needs of participants and referents in their mission of building return journeys. The limitation on these actions is made by the route referent. This could include, for example, socialisation, remobilisation, training (informatics, driving licences, etc.), integration projects, skills assessments, immersion in companies, etc. (English)
