Cadrul general al Proiectului propus ca si cadru general institutional stabilit prin Programul Operational Infrastructura Mare, prevede ca Unitatea de Implementare a Proiectului (UIP) va actiona ca si reprezentant al Entitatii Contractante (Operatorul Regional) pentru implementarea Proiectului propus. Avand in vedere complexitatea Proiectului este imperios necesara asigurarea unui management adecvat al acestuia. CAT urmeaza sa ofere Entitatii Contractante sprijinul managerial necesar pentru implementarea cu succes a acestuia. Succesul intregului proiect poate fi asigurat numai printr-un management profesionist de proiect. Managementul profesionist de proiect impune existenta de personal calificat in ceea ce priveste metodologia, expertiza profesionala si comunicarea. Un element important al competentei profesionale este abilitatea de a pune in practica cunostintele profesionale acumulate pe parcursul derularii activitatii. UIP va actiona ca si reprezentant al AC pentru monitorizarea si implementarea Proiectului, colaborand pentru aceasta atat cu celelalte departamente ale OR cat si cu celelalte institutii implicate in gestionarea POIM. Proiectele de investitii planificate sunt considerabile si complexe si necesita existenta de personal experimentat mai ales in cadrul UIP, dar si in cadrul altor altor departamente ale OR. Obiective generale ale Proiectului de Sprijin Obiectivul general al proiectului de sprijin consta în dezvoltarea documentaţiilor tehnico-economice necesare pentru continuarea implementarii strategiei locale pentru dezvoltarea sectorului de apa si apa uzata, în perioada 2014-2020, în vederea atingerii tintelor asumate de Romania prin Tratatul de Aderare la Uniunea Europeana, inclusiv asigurarea suportului de specialitate necesar pe parcursul procesului de aprobare a Aplicației de Finanțare. The general framework of the Project proposed as a general institutional framework established by the Large Infrastructure Operational Programme, provides that the Project Implementation Unit (PIU) will act as the representative of the Contracting Entity (Regional Operator) for the implementation of the proposed Project. Given the complexity of the project it is imperative to ensure an adequate management of the project. Cat will provide the Contracting Entity with the necessary management support for its successful implementation. The success of the entire project can only be ensured through a professional project management. Professional project management requires the existence of qualified personnel in terms of methodology, professional expertise and communication. An important element of professional competence is the ability to put into practice the professional knowledge accumulated during the activity. The PIU will act as a representative of the CA for the monitoring and implementation of the Project, collaborating for this with both the other departments of the OR and the other institutions involved in the management of the LIOP. The planned investment projects are considerable and complex and require the existence of experienced personnel especially within the PIU, but also in other departments of the OR. General objectives of the Support Project The general objective of the support project is to develop the necessary technical and economic documentation for the further implementation of the local strategy for the development of the water and wastewater sector, in the period 2014-2020, in order to achieve the targets assumed by Romania through the Treaty of Accession to the European Union, including providing the necessary expert support during the approval process of the Financing Application.
