IZ POIiŚ (tj. Departament Programów Infrastrukturalnych MFiPR) w ramach projektu realizuje zadania mające na celu wsparcie procesu zarządzania programem, realizację zadań informacyjno-promocyjnych oraz zadań ewaluacyjnych. Celem wsparcia procesu zarządzania i realizacji programu jest zapewnienie właściwego funkcjonowania IZ POIiŚ poprzez wsparcie procesu realizacji, wsparcie eksperckie i prawne, podnoszenie kwalifikacji pracowników IZ POIiŚ oraz instytucji w systemie realizacji POIiŚ, wsparcie zadań z zakresu kontroli oraz inne zadania związane z obowiązkami IZ określonymi w przepisach wspólnotowych oraz w Ustawie o zasadach realizacji programów w zakresie polityki spójności finansowanych w perspektywie finansowej 2014-2020. Celem działań informacyjnych i promocyjnych jest aktywizacja potencjalnych beneficjentów w ubieganiu się o wsparcie z POIiŚ oraz wsparcie beneficjentów w realizacji projektów. Przewiduje się również przeprowadzenie działań informacyjno-promocyjnych na rzecz polityki horyzontalnej UE (zrównoważony rozwój), adresowanych do opinii publicznej. Cele są realizowane poprzez organizację konferencji, współpracę z mediami, publikację materiałów informacyjno-promocyjnych. Celem działań ewaluacyjnych będzie całościowa ocena interwencji POIiŚ zgodnie z zatwierdzonym uchwałą Komitetu Monitorującego POIiŚ „Planem ewaluacji POIiŚ 2014-2020”. Ocena przyczyni się do wzmocnienia sprawności funkcjonowania systemu realizacji Programu w obecnej i przyszłej perspektywie finansowej UE. Wydatki ponoszone są zgodnie z Wytycznymi w zakresie wykorzystania środków PT na lata 2014-2020 oraz Wytycznymi w zakresie kwalifikowalności wydatków w ramach EFRR, EFS oraz FS na lata 2014-2020. Projekt jest zgodny z PO oraz SZOOP POIiŚ 2014-2020. W związku z ustanowioną linią demarkacyjną pomiędzy PT CEF a PT POIiŚ w przypadku braku możliwości pokrycia kosztów z PT CEF zostaną poniesione w ramach niniejszego projektu zgodnie z zapisami POIiŚ 2014-2020. MA OI & E (i.e. Department of Infrastructure Programmes MFiPR) within the framework of the project carries out tasks aimed at supporting the process of programme management, implementation of information and promotion tasks and evaluation tasks. The objective of supporting the management and implementation of the programme is to ensure the proper functioning of the MA of the OPI & E through support for the implementation process, expert and legal support, improvement of the qualifications of the staff of the OPI & E MA and institutions in the system of implementation of the OP and EO, support for control tasks and other tasks related to the MA’s obligations laid down in Community legislation and in the Act on the rules for implementing programmes in the field of cohesion policy financed in the 2014-2020 financial perspective. The purpose of information and promotion measures is to activate potential beneficiaries in applying for support from the OPI & E and to support beneficiaries in implementing projects. Information and promotion activities for horizontal EU policies (sustainable development) are also foreseen for the public. The objectives are achieved through the organisation of conferences, cooperation with the media, publication of information and promotional materials. The purpose of the evaluation activities will be an overall assessment of the interventions of the OPI & E in accordance with the approved resolution of the OPI & E Monitoring Committee “Evaluation Plan of the OPI & E 2014-2020”. The evaluation will contribute to strengthening the efficiency of the programme’s implementation system in the current and future EU financial perspectives. Expenditure is incurred in accordance with the Guidelines on the use of TA appropriations for 2014-2020 and the Guidelines on eligibility of expenditure under the ERDF, ESF and CF 2014-2020. The project is in line with the OP and SZOOP OP and EOP 2014-2020. Due to the established demarcation line between PT CEF and PT OPI & E, if the costs cannot be covered by PT CEF, this project will be incurred in accordance with the provisions of the OPI & E 2014-2020. Ma OI & E (c.-à-d. Département des programmes d’infrastructures MFiPR) dans le cadre du projet exécute des tâches visant à soutenir le processus de gestion du programme, la mise en œuvre des tâches d’information et de promotion et les tâches d’évaluation. L’objectif du soutien à la gestion et à la mise en œuvre du programme est d’assurer le bon fonctionnement de l’autorité de gestion de l’OPI & E en soutenant le processus de mise en œuvre, en apportant un soutien spécialisé et juridique, en améliorant les qualifications du personnel de l’autorité de gestion de l’OPI & E et des institutions dans le système de mise en œuvre du PO et de l’OE, en soutenant les tâches de contrôle et d’autres tâches liées aux obligations de l’AMM énoncées dans la législation communautaire et dans la loi sur les règles de mise en œuvre des programmes dans le domaine de la politique de cohésion financés dans les perspectives financières 2014-2020. L’objectif des actions d’information et de promotion est d’activer les bénéficiaires potentiels dans leur demande de soutien au BPR & E et d’aider les bénéficiaires à mettre en œuvre des projets. Des activités d’information et de promotion pour les politiques horizontales de l’UE (développement durable) sont également prévues pour le public. Les objectifs sont atteints par l’organisation de conférences, la coopération avec les médias, la publication d’informations et de matériel promotionnel. L’objectif des activités d’évaluation sera une évaluation globale des interventions du BPR & E conformément à la résolution approuvée du comité de suivi BPR & E «Plan d’évaluation du BPR & E 2014-2020». L’évaluation contribuera à renforcer l’efficacité du système de mise en œuvre du programme dans les perspectives financières actuelles et futures de l’UE. Les dépenses sont effectuées conformément aux lignes directrices sur l’utilisation des crédits d’assistance technique pour la période 2014-2020 et aux lignes directrices concernant l’éligibilité des dépenses au titre du FEDER, du FSE et du Fonds de cohésion 2014-2020. Le projet est conforme au PO et au PO SZOOP et au PO EOP 2014-2020. En raison de la ligne de démarcation établie entre PT CEF et PT OPI & E, si les coûts ne peuvent pas être couverts par le MIE PT, ce projet sera encouru conformément aux dispositions du BPR & E 2014-2020.
