    Obiectivul general al proiectului este cresterea capacitatii Solicitantului si partenerului de a formula si promova propuneri alternative la politicile publice existente in domeniul educatiei non- formale cu accent pe dezvoltarea competentelor transversale in vederea insertiei sustenabile si eficiente a tinerilor pe piata muncii. Obiectivul se va realiza cu implicarea ONG-urilor si partenerilor sociali in etapele de consultare, dezbatere si promovare a propunerii alternative, estimand cca 56 de ONG si parteneri sociali contactati si implicati in proiect. Ca structuri intermediare de reprezentare a societatii, ONG-urile si partenerii sociali reprezinta cetatenii, respectiv mediul de afaceri si angajatii in dialogul cu administratia publica locala si centrala. Cresterea capacitatii acestor actori de a participa la elaborarea, implementarea, monitorizarea si evaluarea politicilor publice in domeniul educatiei non-formale va contribui la dezvoltarea unor sisteme si standarde comune si eficiente de consultare in administratia publica, respectiv imbunatatirea proceselor decizionale orientate catre cetateni si mediul de afaceri. Astfel proiectul va contribui la atingerea Obiectivului Specific 1.1 al Axei prioritare 1 din cadrul POCA. Astfel, se va contribui la realizarea obiectivului specific al POCA „dezvoltarea si introducerea de sisteme si standarde comune in administratia publica ce optimizeaza procesele decizionale orientate catre cetateni si mediul de afaceri in concordanta cu SCAP”, urmarind cele doua rezultate vizate de CPP2/2017: R10-capacitate crescuta a ONG-urilor si partenerilor sociali de a se implica in formularea si promovarea de propuneri alternative la politicile publice initiate de Guvern R11-Propuneri alternative la politicile publice venite din partea ONG-urilor, acceptate. Totodata, se au in vedere, conform SCAP, urmatoarele masuri: -dezvoltarea de actiuni de formulare si promovare de propuneri alternative la politicile publice initiate de Guvern (respectiv ordinele de ministru mai sus mentionate si anexele lor) -dezvoltarea de retele si parteneriate intre societatea civila, mediul academic si alti factori interesati in vederea derularii de activitati de advocacy -dezvoltarea de instrumente si mecanisme de monitorizare si evaluare a progresului si impactului politicilor publice si altor demersuri de reforma ale autoritatilor publice. Contributie neta la indicatorii POCA relevanti: 28,57% dintre ONG-urile din regiunea BI sprijinite direct (2 din 7 tinta 2023), respectiv 19,61% dintre persoanele instruite in aceeasi regiune (20 din 102 persoane, tinta 2023) (Romanian)

    The general objective of the project is to increase the capacity of the Applicant and Partner to formulate and promote alternative proposals to existing public policies in the field of non-formal education with a focus on the development of cross-cutting skills for sustainable and efficient integration of young people into the labour market. The objective will be achieved with the involvement of NGOs and social partners in the consultation, debate and promotion stages of the alternative proposal, estimating about 56 NGOs and social partners contacted and involved in the project. As intermediate structures for the representation of society, NGOs and social partners represent citizens, namely the business environment and employees in the dialogue with the local and central public administration. Increasing the capacity of these actors to participate in the development, implementation, monitoring and evaluation of public policies in the field of non-formal education will contribute to the development of common and effective consultation systems and standards in public administration, respectively improving decision-making processes oriented towards citizens and the business environment. Thus, the project will contribute to the achievement of Specific Objective 1.1 of Priority Axis 1 of POCA. Thus, it will contribute to achieving the specific objective of POCA “developing and introducing common systems and standards in public administration that optimises decision-making processes oriented towards citizens and the business environment in accordance with SCAP”, following the two results targeted by CPP2/2017: R10-increased capacity of NGOs and social partners to get involved in formulating and promoting alternative proposals to public policies initiated by Government R11 – Alternative proposals to public policies from NGOs, accepted. At the same time, according to SCAP, the following measures are envisaged: — developing actions to formulate and promote alternative proposals to public policies initiated by the Government (i.e. the Minister’s orders mentioned above and their annexes) – developing networks and partnerships between civil society, academia and other stakeholders in order to carry out advocacy activities – developing tools and mechanisms for monitoring and evaluating the progress and impact of public policies and other reforms of public authorities. Net contribution to relevant POCA indicators: 28.57 % of NGOs in the BI region directly supported (2 out of 7 targets 2023), and 19.61 % of those trained in the same region (20 out of 102 people, target 2023) (English)
