    Mesto Michalovce sa nachádza z hžadiska sociálno-ekonomického rozvoja regiónov v problémovom marginálnom regióne, ktorých sprievodným znakom je aj nízka úroveň vzdelania a vysoké zastúpenie rizikových skupín obyvatežstva. Súčasou mesta sú segregované rómske lokality, z nich najvýraznejšou problémovou oblasou je ulica Mlynská. Je jednou z  najkrízovejších oblastí v Košickom kraji. Miestna občianska poriadková služba bude pôsobi najmä v uvedenej lokalite, kde je z pohžadu mesta situácia kritická. Predpokladáme, že pôsobením občianskej poriadkovej služby v synergickom pôsobení komunitných pracovníkov a terénnych pracovníkov dôjde k výraznej zmene v správaní obyvatežov lokality, k zníženiu protiprávnych deliktov a protispoločenských javov.     The town of Michalovce is located in the area of socio-economic development of the regions in the problematic marginal region, which are accompanied by a low level of education and a high representation of the population at risk. The present of the city is segregated Roma sites, of which the most significant problem area is Mlynská Street. It is one of the most crisis areas in the Koice region. The local civil order service will operate especially in the above-mentioned location, where the situation is critical from the city’s request. We assume that the action of civil order services in the synergistic action of community workers and field workers will result in a significant change in the behaviour of the inhabitants of the locality, the reduction of unlawful offences and anti-social phenomena.
