Przedmiotem projektu jest udzielenie 10 grantów mieszkańcom Drawska Pomorskiego na realizację zadań z zakresu ochrony środowiska, obejmujących częściową termomodernizację budynku jednorodzinnego wraz z trwałą zmianą systemu ogrzewania opartego na paliwie stałym, polegającą na: 1) podłączeniu do sieci ciepłowniczej lub 2) zainstalowaniu ogrzewania gazowego lub 3) zainstalowaniu innych rodzajów źródeł ciepła: a. zainstalowaniu ogrzewania elektrycznego, b. zainstalowaniu ogrzewania olejowego, c. zainstalowaniu ogrzewania opartego na odnawialnych źródłach energii, d. zainstalowaniu ogrzewania opartego na paliwie stałym o niskiej emisyjności. Warunkiem przyznania grantu będzie przeprowadzenie prac termomodernizacyjnych oraz likwidacja pieców lub kotłów opalanych paliwami stałymi i zastąpienie jednym lub kombinacją instalacji ww. Granty będą przyznawane w oparciu o regulamin, którego projekt stanowi załącznik do WoD. W ramach projektu planuje się zlecenie wykonania 15 audytów energetycznych. Sposób wdrażania: Inwestycja zostanie zrealizowana przez pracowników Urzędu Miejskiego w Drawsku Pomorskim. Audyty energetyczne zostaną wykonane przez podmiot zewnętrzny. Etapy projektu: Podpisanie umowy o dofinansowanie. Ogłoszenie naboru dla mieszkańców. Zbieranie zgłoszeń o przyznanie grantu, bieżąca ocena i zatwierdzenie zgłoszeń wytypowanych do udzielenia grantu, podpisanie umów. Wykonanie prac termomodernizacyjnych oraz wymiana źródeł ciepła- realizacja zadania przez grantobiorców. Kontrola realizacji grantów. Kontrola u grantobiorców weryfikująca wykonania zadania, wypłaty dotacji. Koordynowanie prac związanych z realizacją projektu. Prowadzenie dokumentacji i rozliczeń finansowych. Projekt ma charakter stacjonarny. (Polish)

The object of the project is to award 10 grants to the residents of Drawska Pomorskie for the implementation of environmental protection tasks, including partial thermomodernisation of the single-family building together with the permanent change of the heating system based on solid fuel, consisting of: 1) connecting to the district heating network or 2) installing gas heating or 3) installing other types of heat generators: a. Installation of electric heating, b. installation of oil heating, c. installation of heating based on renewable energy sources, d. installation of heating based on low carbon solid fuel. The grant will be subject to thermo-modernisation works and the decommissioning of solid-fuel-fired furnaces or boilers and replacement by one or a combination of the above-mentioned installations. Grants will be awarded on the basis of the rules of procedure, the draft of which is annexed to the WoD. The project plans to commission 15 energy audits. Method of implementation: The investment will be carried out by the employees of the Municipal Office in Drawsko Pomorski. Energy audits will be carried out by a third party. Stages of the project: Signature of the grant agreement. Announcing a call for residents. Collection of grant applications, ongoing evaluation and approval of applications selected for the grant, signing of contracts. Execution of thermomodernisation works and exchange of heat sources – implementation of the task by grantees. Control of the implementation of grants. Audit of the grant recipients verifying the performance of the task, the payment of the grant. Coordinating the work related to the implementation of the project. Keeping records and financial settlements. The project is stationary. (English)
