Problem koji adresira ovaj projekt je vezan za upravljačke i administrativne kapacitete MZOS-a/PT1. U skladu s tim, cilj je postizanje djelotvornog i učinkovitog upravljanja OPKK-om kroz korištenje vanjskih intelektualnih usluga, suradnju s korisnicima, aktivnosti informiranja i promidžbe te jačanje administrativnih kapaciteta osiguravanjem i opremanjem uredskog prostora i osnaživanjem ljudskih kapaciteta kroz novo zapošljavanje, osposobljavanje i ossiguravanje njihovih plaća.
