Opći cilj Pilot projekta je povećanje uporabe vrste prijevoza s nultom razinom emisija CO2 u gradskim i prigradskim područjima Grada Zagreba i Zagrebačke županije. Pilot projekt obuhvaća pripremu projektno-tehničke dokumentacije za potrebe izgradnje i opremanja državne glavne biciklističke rute br. 2 te izgradnju i opremanje pilot dijela biciklističke staze, s ciljem stvaranja preduvjeta za razvoj i poboljšanje biciklističke infrastrukture na području Urbane aglomeracije Zagreb, povezivanjem gradske, regionalne i državne biciklističke mreže, a u svrhu promicanja održive mobilnosti, unapređenja sigurnosti biciklističkog prometa i promicanja istog kao ekološki prihvatljivog prometa.
