Hlavním cílem je podpora sladění pracovního a rodinného života, uplatnění rovnosti žena a mužů na trhu práce, snížení nezaměstnanosti a předcházení sociálního vyloučení cílové skupiny osob pečujících o malé děti a osob vracejících se na trh práce z mateřské či rodičovské dovolené.
