Utworzenie nowych 75 miejsc wychowania przedszkolnego dla dzieci w wieku 3-4 lata (50 w PM20 i 25 w PM47 w Sosnowcu), poszerzenie oferty placówek o dodatkowe zajęcia wyrównujące wraz z doposażeniem ich w pomoce dydaktyczne, nowe miejsca pracy i doskonalenie kwalifikacji zawodowych nauczycieli także do pracy z dziećmi ze specjalnymi potrzebami edukacyjnymi. Cel: zwiększenie dostępu do wysokiej jakości edukacji przedszkolnej. Grupa docelowa: dzieci w wieku przedszkolnym, w tym z orzeczeniem o potrzebie kształcenia specjalnego, nauczyciele i kadra pedagogiczna przedszkoli. Wskaźniki produktu: 75 miejsc wychowania przedszkolnego dofinansowanych w programie, 180 dzieci objętych w ramach programu dodatkowymi zajęciami zwiększającymi ich szanse w edukacji przedszkolnej, 26 nauczycieli objętych wsparciem w programie.
