The main problem in the area of the labour market in Opolskie Voivodship is the high level of unemployment and inactive people and thus the low level of entrepreneurship in the form of self-employment. This problem mainly affects women, who currently account for 53.05 % of the unemployed and 61.55 % of the inactive; and people over the age of 50, which currently account for 31.60 % of the unemployed. These figures clearly indicate the need for support in the labour market for women and people over 50 years of age. These persons shall show barriers to the establishment of economic activities, such as: lack of resources for business development, equipment and equipment, complex legal provisions; lack of skills and qualifications to run a business; lack of resources to increase employment, an extensive system of procedures and administrative regulation at various stages of implementation. The answer to the above problem is the planned goal of the project, which is to reduce the level of unemployment, inactivity and increase the level of entrepreneurship and self-employment in the Opolskie Voivodeship. The subject of the project will be training and advisory support and financial support for the establishment of economic activities. Training and advisory support will include training and advice for 70 people (including 63K and 7M). Financial support is provided for selected 60 people. (including 54K and 6M) in the form of grants to establish a business and bridging support in both financial and training and advisory forms. The implementation of the project will contribute to boosting the local and regional economy, generating new jobs within the established economic activities, raising awareness of the remaining unemployed and inactive people about the benefits of doing business, increasing the number of self-employed and conducting economic activity, spreading “good practices” in developing entrepreneurship.     Głównym problemem w obszarze rynku pracy w woj. opolskim jest wysoki poziom bezrobocia i osób nieaktywnych zawodowo a tym samym niski poziom przedsiębiorczości w formie samozatrudnienia. Problem ten głównie dotyczy kobiet, które wśród osób bezrobotnych obecnie stanowią 53,05% a wśród biernych zawodowo aż 61,55%; oraz os. po 50 roku życia, które wśród osób bezrobotnych obecnie stanowią 31,60%. Dane te jednoznacznie wskazują na konieczność wsparcia w obszarze rynku pracy kobiet i os. powyżej 50 roku życia. Osoby te wykazują bariery dotyczące zakładania działalności gospodarczych, takie jak: brak środków na rozwój działalności, na sprzęt i wyposażenie, skomplikowane przepisy prawne; brak umiejętności i kwalifikacji do prowadzenia firmy; brak środków na zwiększenie zatrudnienia, rozbudowany system procedur i regulacji administracyjnych na różnych etapach realizacji przedsięwzięć. Odpowiedzią na powyższy problem jest zaplanowany cel projektu, jakim jest obniżenie poziomu bezrobocia, bierności zawodowej i wzrost poziomu przedsiębiorczości oraz samozatrudnienia w woj. opolskim. Przedmiotem projektu będzie wsparcie szkoleniowo-doradcze oraz finansowe na założenie działalności gospodarczych. Wsparcie szkoleniowo-doradcze obejmie szkolenia i doradztwo dla 70 osób (w tym 63K i 7M). Wsparcie finansowe przewidziane jest dla wybranych 60 os. (w tym 54K i 6M) w postaci przyznania dotacji na założenie działalności gospodarczej oraz wsparcia pomostowego zarówno w formie finansowej jak i szkoleniowo-doradczej. Realizacja projektu przyczyni się do pobudzenia gospodarki lokalnej i regionalnej, generowania nowych miejsc pracy w ramach założonych działalności gospodarczych, podniesienia świadomości pozostałych os. bezrobotnych i biernych zawodowo co do korzyści płynących z prowadzenia działalności gospodarczych, zwiększenia liczby os. samozatrudnionych i prowadzących działalność gospodarczą, upowszechnienia "dobrych praktyk" z zakresu rozwijania przedsiębiorczości.
