The object of this project is to revitalise the degraded infrastructure of the city centre of Biała, which will result in: • Change of character of the historic Biała Market, which currently performs transport and parking functions, through construction works related to the renovation and modernisation of squares, roads, streets and sidewalks. The restoration of its social function will activate residents to participate in the life of the city through, among others, meetings and socio-cultural events, • reconstruction of the carpentry shop building (capital renovation), in order to create a place combining many social functions for meeting places for children, young people and older people, • rebuilding the square behind OPS in Biała (change of the land development method), which aims to create a meeting place in the surroundings of the greenery (this task refers to the undertaking of the 8th section of the gym. 37 LPR of the Biała Commune). The degree of achievement of these effects will be verified on the basis of indicators such as: 1. Number of supported infrastructure facilities located in revitalised areas – 1,00 pieces. 2. Area of revitalised areas – 1471.23 ha 3. Open space created or rehabilitated in urban areas – 4887.10 m² 4. Project share in the area covered by the revitalisation programme – 100 % 5. Number of facilities adapted to the needs of people with disabilities – 1,00 pieces. 6. Number of projects which financed the costs of rational improvement for people with disabilities – 1,00 units. The project is implemented within the Old Town, entered in the register of monuments of the Opolskie voivodship under no. 196/57. Moreover, the scope of the project provides for the adaptation of the White Centre space infrastructure to the needs of people with disabilities in the form of: installation of an elevator in the building after the former carpentry shop, which will remove the existing architectural barriers for disabled people in the building. Przedmiotem realizacji niniejszego projektu jest przeprowadzenie rewitalizacji zdegradowanej infrastruktury centrum miasta Biała w efekcie której nastąpi: • zmiana charakteru zabytkowego Rynku w Białej, który na dzień dzisiejszy pełni funkcje komunikacyjne i parkingowe, poprzez roboty budowlane związane z remontem i modernizacją placów, dróg, ulic i chodników. Przywrócenie mu funkcji społecznej zaktywuje mieszkańców do uczestnictwa w życiu miasta poprzez m.in. spotkania i wydarzenia społeczno-kulturalne, • przebudowa budynku stolarni (kapitalny remont), celem stworzenia miejsca łączącego wiele funkcji społecznych, przeznaczonego na miejsce spotkań dzieci, młodzieży jak i starszych, • przebudowa placu za OPS w Białej (zmiana sposobu zagospodarowania terenu), która ma na celu stworzenie miejsca spotkań w otoczeniu zieleni (zadanie to odnosi się do Przedsięwzięcia 8 BUDOWA SIŁOWNI ZEWNĘTRZNYCH, str. 37 LPR Gminy Biała). Stopień osiągnięcia ww. efektów zostanie zweryfikowany w oparciu o takie wskaźniki, jak: 1. Liczba wspartych obiektów infrastruktury zlokalizowanych na rewitalizowanych obszarach – 1,00 szt. 2. Powierzchnia obszarów objętych rewitalizacją – 1 471,23 ha 3. Otwarta przestrzeń utworzona lub rekultywowana na obszarach miejskich – 4 887,10 m2 4. Udział projektu w odniesieniu do obszaru objętego programem rewitalizacji – 100% 5. Liczba obiektów dostosowanych do potrzeb osób z niepełnosprawnościami – 1,00 szt. 6. Liczba projektów, w których sfinansowano koszty racjonalnych usprawnień dla osób z niepełnosprawnościami – 1,00 szt. Projekt realizowany jest w obrębie Starego Miasta, wpisanego do rejestru zabytków woj. opolskiego pod nr 196/57. Co więcej, zakres projektu przewiduje dostosowanie infrastruktury przestrzeni centrum Białej do potrzeb osób niepełnosprawnych w postaci: montażu windy w budynku po dawnej stolarni, dzięki której zlikwidowane zostaną istniejące obecnie w obiekcie tym bariery architektoniczne dla osób niepełnosprawnych.
