Projekt zakłada stworzenie modelu kompleksowego środowiskowego wsparcia dorosłych osób z niepełnosprawnością intelektualną oraz zawiązanie partnerstwa w celu testowania tego modelu. W projekcie planuje się przetestowanie modelu zakładające płynny proces usamodzielnienia osoby z niepełnosprawnością intelektualną poprzez wykorzystanie gospodarstw opiekuńczych, jako miejsc integracji i prowadzenia mieszkań treningowych, tworzenie mieszkań wspieranych oraz zmianą struktury jednostek pomocy i integracji społecznej, tak by osoba z niepełnosprawnością stała w centrum działań, a proces aktywizacji był kompleksowy, koordynowany wspólnie przez wszystkie zaangażowane podmioty z uwzględnieniem podmiotowości klienta.
