By Decision No 8 of 16 June 2016, the Minister of Digital Affairs assigned to the Communication Institute the task of creating and implementing the IT System for Monitoring, Research and Analysis “SIMBA” providing support for monitoring processes of projects co-financed by the Operational Programme Digital Poland for the years 2014-2020, which was financed under the POPC.04.01.02-00-0004/16 project. In view of the need to develop the system in order to take account of the need to monitor projects carried out under the MS OP I axis, Decision No 88 of 8 December 2017 amended the above decision, extending the scope of the tasks carried out by the Communication Institute to include the task of developing the SIMBA system and the task of supporting the functioning of the SIMBA system. The project will finance expenditure related, inter alia, to the agreement between the Ministry of Digital Affairs and the Communications Institute, the special grant agreement No 2/DT of 18 December 2017. The agreement provides for the implementation of tasks related to ensuring the development and maintenance of the SIMBA system and support for its users, training for users and monitoring in the field of the I axis of the PC OP. The main tasks to be carried out under this agreement are: — integration with SL 2014, better use of information collected in the central system, – supplementing reporting with synthetic reports for the management of MC, CPPC, MR; the possibility of moving from general to detail; management desktop (dashboard), – provision of ancillary tool for POPC beneficiaries allowing to prepare data on the progress of the implementation of works under POPC 1.1 projects, – extension of possibilities of monitoring of I axis projects on the basis of CPPC guidelines, – presentation of infrastructure data on maps, possibility of graphic visualisation of progress of work, In addition, in subsequent implementation periods of the project it is planned to extend the functionality of the system in the scope of the II axis PO PC. Decyzją nr 8 z dnia 16 czerwca 2016 r. Minister Cyfryzacji wyznaczył Instytutowi Łączności zadanie wytworzenia i wdrożenia Systemu Informatycznego do spraw Monitorowania, Badania i Analiz „SIMBA” zapewniającego obsługę procesów monitorowania projektów współfinansowanych ze środków Programu Operacyjnego Polska Cyfrowa na lata 2014-2020, który został sfinansowany w ramach projektu POPC.04.01.02-00-0004/16. W związku z koniecznością rozwoju systemu w celu uwzględnienia potrzeb monitorowania projektów realizowanych w ramach I osi PO PC Decyzją nr 88 z dnia 8 grudnia 2017 r. została zmieniona ww. decyzja, rozszerzając zakres zadań realizowanych przez Instytut Łączności o zadanie rozwoju systemu SIMBA oraz zadanie wspierania funkcjonowania systemu SIMBA. W projekcie finansowane będą wydatki związane m.in. z zawartą pomiędzy Ministerstwem Cyfryzacji a Instytutem Łączności umową dotacji celowej nr 2/DT z dnia 18 grudnia 2017 r. W ramach umowy przewidziano realizację zadań związanych z zapewnieniem rozwoju i utrzymania systemu SIMBA oraz wsparcia dla jego użytkowników, szkolenia dla użytkowników oraz monitoring w zakresie I osi PO PC. Najważniejsze zadania przewidziane do realizacji w ramach przedmiotowej umowy to: - integracja z systemem SL 2014, lepsze wykorzystanie informacji zgromadzonych w systemie centralnym, - uzupełnienie raportowania o raporty syntetyczne dla kierownictwa MC, CPPC, MR; możliwość przejścia od ogółu do szczegółu; pulpit menedżerski (dashboard), - zapewnienie narzędzia pomocniczego dla beneficjentów POPC pozwalającego na przygotowanie danych o postępie realizacji prac w ramach projektów POPC 1.1, - rozszerzenie możliwości monitoringu projektów I osi na podstawie wskazówek CPPC, - prezentacja danych infrastrukturalnych na mapach, możliwość graficznej wizualizacji postępów prac, Ponadto, w kolejnych okresach realizacji projektu planowane jest rozszerzenie funkcjonalności systemu w zakresie II osi PO PC.
