The subject of the Project is the computerisation of the ULC back-office area in the scope of its activities. The main objective of the Project is to improve the operation of ULC by digitising processes and procedures related to the operation of the back-office area. This will be done through the implementation of solutions enabling the service of previously uninformed areas of activity of the Office. The project involves the launch or modernisation of the following functional modules, which will consist of the Integrated ULC IT System: • Air Personnel Service Module, • Aviation Technology Module, • Air Operations Service Module, • Safety Management Module in Civil Aviation, • Airborne Register Module, • Passenger Rights Protection Module, • Module for Protection and Facilitation in Civil Aviation, • Modular Management Module for Transportation of Air Transport, • Air Transport Mode Management Module, The implementation of the above modules and the launch of ZSI-ULC results from the identified problems and needs that occur in the day-to-day operation of the Office and managed by Clients and institutions cooperating with ULC. The main stakeholders of the project will be all ULC employees and indirectly customers and external entities with the need to handle matters in the ULC, international and European aviation oversight organisations. The project will extend the IT infrastructure of ULC, as well as trained employees of the applicant, especially from the operation of the new system and administrators will be qualified to administer and maintain the effects of the Project. It is assumed that after completion of the Project, all activities carried out in the Office will be carried out using ZSI-ULC, which will result in more effective performance of their duties and implementation of statutory matters for identified recipients of the Project.     Przedmiotem Projektu jest informatyzacja obszaru back-office ULC z zakresu realizowanej działalności. Głównym celem Projektu jest usprawnienie funkcjonowania działalności ULC poprzez cyfryzację procesów i procedur dotyczących funkcjonowania obszaru back-office. Odbędzie się to poprzez wdrożenie rozwiązań umożliwiających obsługę dotychczas niezinformatyzowanych obszarów działalności Urzędu. Projekt zakłada uruchomienie lub modernizację następujących modułów funkcjonalnych, które będą się składały na Zintegrowany System Informatyczny ULC: • Moduł Obsługi Personelu Lotniczego, • Moduł Techniki Lotniczej, • Moduł Obsługi Operacji Lotniczych, • Moduł Zarządzania Bezpieczeństwem w Lotnictwie Cywilnym, • Moduł Rejestru Lotnisk i Lądowisk, • Moduł Obsługi Ochrony Praw Pasażerów, • Moduł Ochrony i Ułatwień w Lotnictwie Cywilnym, • Moduł Zarządzania Rynkiem Transportu Lotniczego, • Moduł Żeglugi Powietrznej, • Moduł Zarządzania Urzędem. Wdrożenie powyższych modułów oraz uruchomienie ZSI-ULC wynika ze zidentyfikowanych problemów i potrzeb, jakie występują w codziennej działalności Urzędu oraz kierowanych przez Klientów i instytucji współpracujących z ULC. Najważniejszymi interesariuszami Projektu będą wszyscy pracownicy ULC oraz pośrednio klienci i podmioty zewnętrzne mające potrzeby załatwiania spraw w ULC, organizacje nadzoru lotnictwa Międzynarodowe i Europejskie. W ramach Projektu zostanie rozbudowana infrastruktura IT ULC, a także przeszkoleni pracownicy wnioskodawcy, w tym szczególnie z obsługi nowego systemu oraz administratorzy uzyskają odpowiednie kwalifikacje do administrowania i utrzymania efektów Projektu. Zakłada się, że po zakończeniu realizacji Projektu wszystkie działania realizowane w Urzędzie będą się odbywały z wykorzystaniem ZSI-ULC, co spowoduje efektywniejsze wykonywanie swoich obowiązków oraz realizowanie spraw ustawowych dla zidentyfikowanych odbiorców Projektu.
