The subject of the Project is the construction of a modern ICT infrastructure, which provides households and public entities from the Łowicki District with the possibility of using broadband Internet services with a flow rate of at least 100 Mb/s. These services will be provided to end users in the area qualified for the so-called so-called. In view of the area of the planned investment, available technologies, construction and maintenance costs, as well as the requirements of modern Next Generation Network (NGN) services, it is assumed that the optimal solution for the construction of an optical network is GPON technology. The choice of technology and cost analysis were based on market research on fibre prices and other components of passive network construction and the prices of active equipment. The choice of GPON technology as the basis for the construction of an optical network is based on fewer fibres needed to provide the FTTH service – the fibre link directly delivered to the subscriber. Fibre optics ensure the transmission of information at virtually unlimited speed in any technology, and the parameters of the connector so constructed depend only on the active terminal equipment used. The application of this technology will enable the Applicant to offer broadband internet access to subscribers, telephone services with high quality connections and access to IPTV.The applicant, based on an important social interest and seeing the investment as an opportunity for its further, stable development, intends to carry out the project in accordance with its activities, with the participation of funding from grants. The implementation of the project, due to its specific characteristics, is in line with the objectives of the first priority axis of the POPC, in particular in the objectives of Action 1.1 Eliminate territorial differences in high band broadband opportunities.     Przedmiotem Projektu jest wybudowanie nowoczesnej infrastruktury teleinformatycznej, zapewniającej gospodarstwom domowym oraz podmiotom publicznym z terenu Powiatu Łowickiego możliwość korzystania z usług szerokopasmowego Internetu o przepływności min. 100 Mb/s. Usługi te zostaną zapewnione użytkownikom końcowym na obszarze zakwalifikowanym do tzw. „białych plam NGA”.Mając na uwadze obszar planowanej inwestycji, dostępne technologie, koszty budowy i utrzymania sieci, a także na wymagania nowoczesnych usług Next Generation Network (NGN) przyjęto, iż optymalnym rozwiązaniem dla budowy sieci optycznej jest technologia GPON. Wybór technologii i analiza kosztów oparte zostały o badanie rynku w zakresie cen światłowodów i innych elementów budowy sieci pasywnych oraz cen urządzeń aktywnych. Wybór technologii GPON, jako podstawy budowy sieci optycznej opiera się na mniejszej ilości włókien niezbędnych do świadczenia usługi typu FTTH – czyli światłowodowego łącza bezpośrednio doprowadzanego do abonenta. Światłowód zapewnia przesył informacji praktycznie z nieograniczoną prędkością w dowolnej technologii, a parametry tak zbudowanego łącza zależą jedynie od zastosowanych aktywnych urządzeń końcowych. Zastosowanie wskazanej technologii umożliwi Wnioskodawcy zaoferowanie abonentom szerokopasmowego dostępu do Internetu, usług telefonicznych z możliwością realizacji połączeń wysokiej jakości oraz dostępu do telewizji IPTV.Wnioskodawca, kierując się ważnym interesem społecznym oraz upatrując w inwestycji szansę swego dalszego, stabilnego rozwoju, zgodnie z prowadzoną działalnością zamierza przeprowadzić realizację projektu przy współudziale środków finansowych pochodzących z dotacji. Realizacja projektu z uwagi na swą specyfikę wpisuje się w cele pierwszej osi priorytetowej POPC w szczególności w cele działania 1.1 Wyeliminowanie terytorialnych różnic w możliwości dostępu do szerokopasmowego internetu o wysokich przepustowościach.
