The project aims to reduce CO2 emissions by carrying out a deep, comprehensive modernisation improving energy efficiency in a free-standing administrative and office building, which is in the permanent management of the RZGW in Wrocław. The specific objectives are described in point. B.4.1. The geographical scope of the modernised building is located on plot no. 36/2 AM 31 around Grunwaldzki Square in Wrocław at ul. Wyspiański Coast 39 in Wrocław (map – Attachment No 2 to the application) Subject Description In 2013, for the purpose of the valuation of the real estate concerned by the Project, the estimation Operat was prepared by the expert. After examination, it was found that since the building was built more than 80 years ago in traditional construction technology, it did not meet all modern functional and functional needs, affecting the technical condition and operation. This applies in particular to the failure to comply with modern thermal insulation standards and to non-adaptation to current teletechnical needs. Among the defects found in the operation were, among other things. : — insufficient warming of the outer partitions of the building, – significant wear of certain elements of the roof structure, requiring maintenance and protection treatments, – significant wear of elements of window and door joinery, mostly not meeting modern standards of sound and thermal insulation, – inconsistent with current standards of connection of the technical infrastructure media network, this applies to both pipes and electrical pipes, e.g. in cellar corridors and ventilation systems. Projekt ma na celu redukcję emisji CO2 poprzez przeprowadzenie głębokiej, kompleksowej modernizacji poprawiającej efektywność energetyczną w wolnostojącym budynku administracyjno-biurowym, będącym w trwałym zarządzie RZGW we Wrocławiu. Cele szczegółowe zostały opisane w pkt. B.4.1. Zakres geograficzny Modernizowany budynek znajduje się na działce nr 36/2 AM 31 obręb Plac Grunwaldzki we Wrocławiu przy ul. Wybrzeże Wyspiańskiego 39 we Wrocławiu (mapa - Załącznik nr 2 do wniosku) Opis przedmiotowy W 2013 roku na potrzeby wyceny nieruchomości której dotyczy Projekt, przez rzeczoznawcę sporządzony został Operat szacunkowy. Po przeprowadzonych oględzinach stwierdzono, że ponieważ budynek zbudowano ponad 80 lat temu w tradycyjnej technologii budowlanej, nie spełnia on wszystkich współczesnych potrzeb funkcjonalno - użytkowych, rzutujących na stan techniczny oraz eksploatację. Dotyczy to zwłaszcza nie dotrzymania współczesnych norm izolacji cieplnej oraz niedostosowania do obecnych potrzeb teletechnicznych. Do stwierdzonych w Operacie wad zaliczały się m.in. : - niedostateczne docieplenie przegród zewnętrznych budynku, - znaczne zużycie niektórych elementów konstrukcji dachu, wymagające zabiegów konserwująco – zabezpieczających, - znaczne zużycie elementów stolarki okiennej i drzwiowej, w większości nie spełniającej współczesnych norm izolacyjności akustycznej i cieplnej, - niezgodne z obecnymi normami połączenia sieci mediów infrastruktury technicznej, dotyczy to zarówno rur jak i przewodów elektrycznych, np. w korytarzach piwnic oraz systemów wentylacji.
