Przedmiotem projektu jest uruchomienie świadczenia drogą elektroniczną usług publicznych skierowanych dla obywateli (A2C), biznesu (A2B) i administracji (A2A) oraz wdrożenie rozwiązań informatycznych, które będą służyć cyfryzacji procesów i procedur administracyjnych. Aby osiągnąć cele projektu, zaplanowane zostały następujące zadania: 1. OPRACOWANIE DOKUMENTACJI APLIKACYJNEJ; 2. ELEKTRONIZACJA PROCESU PROWADZENIA DIALOGU SPOŁECZNEGO – w ramach zadania uruchomiony zostanie 1 system teleinformatyczny, udostępnionych on-line zostanie 6 usług o 4. stopniu dojrzałości umożliwiających m.in. korzystanie z informacji i zasobów sektora publicznego oraz 1 usługa o 3. stopniu dojrzałości dla sektora administracji samorządowej; 3. URUCHOMIENIE SYSTEMU KOMUNIKACJI MOBILNEJ – w ramach zadania uruchomiony zostanie 1 system teleinformatyczny, udostępniona on-line zostanie 1 usługa o 4. stopniu dojrzałości; 4. URUCHOMIENIE E-USŁUG FINANSOWYCH – w ramach zadania uruchomiony zostanie 1 system teleinformatyczny, udostępnionych on-line zostanie 6 usług o 5. stopniu dojrzałości; 5. URUCHOMIENIE SYSTEMU OBIEGU DOKUMENTÓW – w ramach zadania uruchomiony zostanie 1 system teleinformatyczny; 6. WDROŻENIE E-USŁUG PUBLICZNYCH DLA URZĘDU – w ramach zadania udostępnionych on-line zostanie 16 usług o 3. stopniu dojrzałości. 7. PROMOCJA PROJEKTU. Przyjęte w ramach projektu rozwiązania dotyczące systemów teleinformatycznych oraz specyfikacja planowego do zakupu sprzętu zostały kompleksowo przedstawione w załączniku do wniosku o dofinansowanie. Wszystkie systemy teleinformatyczne wdrażane w ramach projektu będą zgodne z przepisami prawa w zakresie interoperacyjności oraz bezpieczeństwa danych. Zakup systemów teleinformatycznych oraz sprzętu zostanie przeprowadzony zgodnie z PZP, co zapewni racjonalność wydatków oraz neutralność technologiczną rozumianą jako zachowanie uczciwej konkurencji i równego traktowania wykonawców. The project aims at launching the electronic delivery of public services for citizens (A2C), business (A2B) and administration (A2A) and the implementation of IT solutions that will serve the digitisation of administrative processes and procedures. In order to achieve the objectives of the project, the following tasks are planned: 1. PREPARATION OF APPLICATION DOCUMENTATION; 2. Electronic SOCIAL PROCESOF DIALOGUE DIALOGUE — within the framework of the mission — 1 IT system will be activated and 6 services will be made available online, with a 4th level of maturity which allows, inter alia, the use of public sector information and resources and 1 maturity grade 3 service for the local government sector; 3. The activation of the mobile communication — within the framework of the mission, will be launched in 1 and a 1 rd maturity 4 service will be made available online. 4. The launch of e-financial services — 1 services of 5 rd maturity will be available online as part of the mission; 5. The launch of the OBIEGU SYSTEM — within the framework of the mission, will be launched in 1 with an IT system; 6. The implementation of the PUBLIC e-Services to the European Parliament, within the framework of the online task, will be 16 stages of maturity 3. 7. PROJECT PROMOTION. The solutions adopted in the framework of the draft solutions for the electronic systems and the technical specifications for the purchase of equipment are set out in an annex to the application for funding. All electronic systems implemented under the project will comply with the law on interoperability and data security. The purchase of electronic systems and equipment will be carried out in accordance with the PHP, thereby ensuring that expenditure is reasonable and technological neutrality understood as preserving fair competition and equal treatment of economic operators.
