Głównym celem projektu jest udostępnienie e-usług dla pacjentów i personelu medycznego dla poprawy jakości i dostępności świadczeń zdrowotnych na terenie Dobrego Miasta i okolicznych gmin poprzez wdrożenie systemu e-usług, zintegrowanego systemu HIS oraz repozytorium elektronicznej dokumentacji medycznej (EDM) zgodnie z wymogami ustawy o SIOZ. W projekcie planuje się uzyskanie następujących celów szczegółowych:1. Zwiększenie dostępności usług zdrowotnych poprzez wdrożenie e-usług dostępnych niezależnie od miejsca zamieszkania, stopnia niepełnosprawności czy też płci pacjenta.2. Poprawa ciągłości opieki poprzez wdrożenie systemu do przechowywania EDM, udostępnienie EDM personelowi ZZOZ oraz umożliwienie wymiany EDM pomiędzy podmiotami w ramach systemów regionalnych i krajowych, .3 Zwiększenie stopnia usamodzielnienia pacjentów poprzez uzyskanie dostępu do EDM, wyników badań oraz e-usług , 4. Zwiększenie bezpieczeństwa pacjenta poprzez udostępnienie EDM personelowi medycznemu co pozwoli na podejmowania decyzji klinicznych w oparciu o EDM, poprawa jakości opieki i zadowolenia pacjenta poprzez realizację e-usług z dowolnego miejsca. Dla realizacji w/w celów niezbędne jest wykonanie następujących zadań: • Wdrożenie zintegrowanego systemu HIS • Wdrożenie e-usług dla pacjentów • Wdrożenie Repozytorium EDM • Zwiększenie poziomu zabezpieczeń systemów informatycznych • Wdrożenie systemu klasy ERP zintegrowanego z HIS by możliwe było świadczenie usług elektronicznych • Dostosowanie infrastruktury technicznej • Przeprowadzenie szkoleń personelu medycznego w zakresie usług opartych o TIK . Projekt w pełni realizuje założenia określone w SZOOP 3 Cyfrowy Region 2014-2020 WiM, działanie 3.2 E-zdrowie poprzez: • stworzenie e-usług ZZOZ w Dobrym Mieście - podmiocie świadczącym publiczne usługi zdrowotne, które będą służyć wymianie informacji pomiędzy pacjentami i placówkami. • cyfryzację EDM, • udostępnianie zasobów cyfrowych o zdarzeniach medycznych w SIM (Polish)

The main objective of the project is to provide e-services for patients and medical professionals to improve the quality and availability of health services in the Dobra City and surrounding municipalities, through the implementation of the e-services system, the integrated HIS system and the electronic health record repository (EMD) in line with the requirements of the SiOz Act. The draft intends to achieve the following specific objectives: 1. Increase the accessibility of health services through the implementation of e-services that are accessible regardless of home, degree of disability or the patient’s gender. 2. Improving the continuity of care through the implementation of the EMD storage system, making EMD staff available to ZZOZ’s staff and enabling the exchange of EMD between operators within the framework of regional and national systems,.3 Increasing the empowerment of patients through access to EDM, research results and e-services, 4. Improving patient safety through the provision of EMD medical personnel to make clinical decisions based on EMD, improving the quality of care and patient satisfaction through the deployment of e-services from anywhere. For the implementation of the following tasks, the following tasks shall be carried out: • Implementation of an integrated HIS system• Implementation of an electronic service for patients• Implementation of an EDM system for patients• Improvement in the level of security features of the IT systems• Implementation of a system of an ERP class integrated with HIS to enable electronic services to be provided• Adaptation of technical infrastructure• Adaptation of technical infrastructure• Provision of training for ICT services. The project fully implements the objectives of the 3-2014 WiM Digital Region -2020 VOM, Action 3.2 E-Health by: • the creation of an ZZOZ for public health services for the exchange of information between patients and institutions. • Digitisation of EMD,• Provision of digital resources on health events in SIM (English)
