The implementation of the project aims, in the short term, to support the effective implementation of actions undertaken under the I Priority Axis of the OPPC for the period 2014-2020, and in the long run to support Poland’s future achievement of the objectives of the Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions “Digital Compass 2030: the European road in the Digital Decade. In this respect, it will be crucial to update the National Broadband Plan, which is the basic strategic document setting out network development needs and ways to support this development. Therefore, it is planned to draw up legal opinions, analyses and positions on the National Broadband Plan and its future updates, in this respect it will be necessary to carry out analyses of the current environment of the investment process in telecommunications, as well as analyses enabling the implementation of the EU toolbox and best practices, aimed at reducing the cost of deploying very high capacity networks and ensuring timely and investment-friendly access to radio spectrum for 5G networks (so-called 5G networks). Connectivity Toolbox. As it is also important to ensure that the above objectives can be met within the framework of the project, legal opinions and analyses will also be prepared in the field of spectrum management, new and developing 5G, 6G, related implementation benefits and barriers and in the area of subscribers’ use of electronic communications services to support the achievement of the objectives of the OPPC and European Funds for Digital Development Priority Axis and support the demand for networks implemented under these programmes. Realizacja projektu ma na celu w krótkiej perspektywie wsparcie efektywnej realizacji działań podejmowanych w ramach I Osi priorytetowej POPC na lata 2014-2020, w długiej zaś perspektywie wspieranie osiągnięcia przez Polskę w przyszłości celów Komunikatu Komisji do Parlamentu Europejskiego, Rady, Europejskiego Komitetu Ekonomiczno-Społecznego i Komitetu Regionów „Cyfrowy kompas na 2030 r.: europejska droga w Cyfrowej Dekadzie. W tym zakresie kluczowa będzie aktualizacja Narodowego Planu Szerokopasmowego będącego podstawowym dokumentem strategicznym określającym potrzeby w zakresie rozwoju sieci i sposoby na wspieranie tego rozwoju. W związku z tym planuje się sporządzanie opinii prawnych, analiz i stanowisk w zakresie Narodowego Planu Szerokopasmowego oraz jego przyszłych aktualizacji, w tym zakresie konieczne będzie przeprowadzenie analiz obecnego otoczenia procesu inwestycyjnego w telekomunikacji, a także analiz pozwalających na wdrożenie unijnego zestawu narzędzi i najlepszych praktyk, służących zmniejszeniu kosztów wprowadzania sieci o bardzo dużej przepustowości oraz zapewnieniu terminowego i sprzyjającego inwestycjom dostępu do widma radiowego dla sieci 5G (tzw. Connectivity Toolbox). W związku z tym, że istotne jest też zapewnienie odpowiednich warunków umożliwiających realizację wskazanych powyżej celów w ramach projektu będą przygotowywane też opinie prawne i analiz m.in. w obszarze gospodarowania częstotliwościami, w zakresie nowych i rozwijających się technologii 5G, 6G, związanych z tym korzyści i barier wdrożenia oraz w obszarze korzystania przez abonentów z usług komunikacji elektronicznej w celu wspierania realizacji celów I Osi priorytetowej POPC i Funduszy Europejskich na Rozwój Cyfrowy oraz wspierania popytu na sieci realizowane w ramach tych programów.
