    "This project is part of the plan COEUR'ALP": “The project aims to secure the territory confronted with hydrogeological hazards and to raise awareness among people and businesses to risk management and behaviors to be adopted in case of danger. The project includes two main areas of activity: a risk analysis and awareness/training component for economic actors, particularly in the tourism sector, and local communities; and a prevention and mitigation component. The establishment of five educational pilot sites is planned on the Italian territory (with activities such as the consolidation of the slopes for the protection of roads, the restoration of walls in margins of waterways, the maintenance of erosion); on the French slope the partners are considering safety work on the territory of the Maurienne (stabilization of the arc bed) and the Ecrins (removal of surplus materials and creation of protection on the right bank), as well as the implementation of innovative warning devices in the briançonnais. The strategy aims to create conditions allowing to the cross-border area of High Valley to become an “intelligent destination” making territories reachable and attractive for inhabitants, tourists and for economic activities. The strategy recovers the territory of the Conference of High Valley (CHAV), cross-border association between local communities. CC of Guillestrois and of Queyras’s territories, which are part of CHAV, are not involve in this Plan due to their participation to Monviso’s PITER. CHAV’s representatives are nevertheless represented within the Instances of the Plan and accurate a full covering of the territory. Tourism is the key activity of this cross-border area; activity characterized by a high frequency in winter season and a polarisation on some towns (ski stations especially). The objective of this strategy is to preserve this attractivity and to reduce disparities within the area acting on four levers in capacity to answer to these common priorities identified problematics: - Create conditions allowing industries to identify new opportunities thorough innovation, enforce their competitiveness; - Make a safest and resilient cross-border territory, thanks to attenuation measures of natural risks and actions of consciousness-raising and prevention; - Develop alternative to transports, thorough promotion of sustainable mobility and reduction of private vehicle use; - Creare conditions to offer to mountains population from the territory social and health services in adequation, thorough actions of social innovation. This partnership includes public organisms and, for Italy, representatives from industries sphere. (English)
