    The Flemish - Dutch Delta is good for an employment of around 5 million people. By the digitization, automation and robotization of the port sector, there is a sharply increasing demand for higher technical profiles. On the one hand this opens up unprecedented opportunities for all economic sectors in and around the port areas, but on the other hand this poses major challenges for both the labor market and education. If the region wants to maintain its position as a forerunner in innovation, it must be able to provide the right people with the necessary '21st century skills'. The bottleneck lists of VDAB and UWV, however, emphasize the shortage of technical profiles. From maintenance technician to technician to technical manager: it remains problematic for employers in the region to find sufficient suitable workers with a technical background. Because too few young people opt for a technical education and because of the growing replacement demand as a result of the aging population the problem is only getting bigger. With the input of 14 partners 'Skills Navigator' ensures an optimal match between labor demand and supply. In doing so, it focuses on developing the necessary digital skills of both school-age youngsters as (re) entrants on the labor market between 16 and 26 years. For the participating port areas in Antwerp, Ghent, Terneuzen and Rotterdam, the project portrays the requested skills of today and the future. In addition, employers can make the bridge between the job-seeker, the study program and their own work floor through various employers' arrangements. All forms of workplace learning are examined, going from the employer in the classroom to teaching on the work floor. Existing initiatives such as the Youth Agreements in the Netherlands are under scrutiny, as well as Engage + in Antwerp where employers and young people are brought closer together through education and training at employers. Based on the existing experiences, a shared methodology is developed for setting up new employer arrangements in the border region. In addition, an online vacancy application for this specific target group is being developed and integrated on the websites of VDAB and UWV. (English)
