The energy and access to energy at affordable prices is a key precondition for development of any society. However, its production and its use significantly affect the environment, causing pollution that knows no state boundaries-such as global warming and climate change. We know that there is a widely available EE technology in the world that can be implemented at the local level already today, but it is still not happening, and the pressures on the environment rise on daily basis. Why is this so, if we know that the environment knows no boundaries? Local public authorities do not have enough resources to individually implement such investments; they do not have enough of experience nor staff educated to work within EE&RES sector. The project IRENE takes place in 3 regions that cover significant proportion of the surface in CBA. If we consider that each of these regions is divided in cities/municipalities (ZC in 34, HNC in 9 and BBA in 3 municipalities), and if we add all the companies, institutions and organizations owned by the cities/municipalities together with their facilities, buildings, public areas, etc. that brings us closer to the image of the size of public sector and the volume of public energy consumption in these 3 regions! The main objective of the project is to protect and preserve environment and encourage sustainable use of natural resources in border regions through joint development and networking of local energy management systems in CBA for fostering energy efficiency and renewable energy system utilization in public sector. The cross-border added value was given through development of joint EE&RES project database network and new initiatives, as well as through investments in total 11 lighting systems and 1 solar system in more than dozen various locations, covering total 2 cities (Zadar and Mostar) and 11 small towns/villages (Smilčić, Korlat, Lisičić, Bibinje, Vinjerac, Gajine, Galovac, Privlaka, Neum, Jablanica and Tivat).
