    STAR Project addresses the common challenges:ageing of population, which is typical for the entire PA and increases the need for social protection services; inequalities in accessing quality social services; low efficiency and unexploited potential of social protection institutions in cross-border cooperation.The projects main aim is to strengthen the partnership to develop new forms and upgrade existing models for de-institutionalisation of long-term care, required to increase the involvement and empowerment of elderly population and to enable their independent living at home as long as possible.The projects target will be achieved based on establishing a cross-border sustainable cooperation structure between institutions and interest groups operating between local administration and social security stakeholders.This will address the long-term care issue in the PA in a comprehensive manner and will develop joint plans regarding forms and methodologies for care outside institutional framework in the area, also with support of line Ministries of the RS and HR.Through exchange of best practices, cross-border cooperation will enable timely and effective addressing of the ageing issue and long-term care in PA. Project will establish an innovative integrated system for de-institutionalisation of long-term care on different levels, in line with modern guidelines focusing principally on the recipient,its wishes and needs.The project’s contents and main outputs are:cross-border program for development of de-institutionalisation of long-term care, professional training for formal and informal social care providers and pilot project setting up 2 innovative forms of long-lasting care (day centres in RS, household teams in HR), to be used by long-term social care recipients, local authorities and by the elderly who will be given the chance to live independently at home as long as possible, to be included in social life and consequently, to enjoy a better life quality.
