Проектът предвижда да се идентифицират, анализират и оценят факторите, влияещи негативно на ефективността на пристанищата за обществен транспорт с национално значение.С настоящия проект се цели изготвяне на задълбочен анализ за идентифициране причините за относително високото време за престой на корабите в пристанищата на Република България и бавното им обслужване. Проектът следва да компенсира липсата на утвърдена методика за оценка на риска, прилагайки холистичен подход (безопасност, околна среда, сигурност, инфраструктура, суперструктура, оперативна ефективност и др.) и на тази база – периодична преоценка и предприемане на превантивни мерки и действия (инвестиции), водещи до устойчиво развитие на пристанищата, повишена ефективност, конкурентоспособност и др. След като се определи количествено риска и се приоритизират областите, ще бъдат предложени коригиращи/превантивни мерки като отстраняване на проблеми в съществуващата нормативна уредба, инвестиционни и организационни мерки за развитие на пристанищата и др.Реализирането на проекта ще допринесе за намаляването на времето за обслужване на корабите в пристанищата на Република България до европейските стандарти и от там ще се повиши ефективността и конкурентоспособността на българските пристанища с национално значение.Териториалният обхват на дейностите по проекта включва пристанищата за обществен транспорт с национално значение:-ПРИСТАНИЩЕ ВАРНА включва: Варна-изток, Варна-запад, ТЕЦ Езерово, Петрол, Леспорт, Фериботен комплекс – Варна, Балчик;-ПРИСТАНИЩЕ БУРГАС включва: Бургас-изток 1, Бургас-изток 2, Бургас-запад, Росенец, Несебър;-ПРИСТАНИЩЕ РУСЕ включва: Русе-изток, Русе-център, Русе-Запад, Силистра, Фериботен терминал – Силистра, Тутракан, Свищов, Фериботен терминал – Никопол и Сомовит;-ПРИСТАНИЩЕ ЛОМ включва: Лом и Оряхово;-ПРИСТАНИЩЕ ВИДИН включва: Видин-център, Видин-юг, Видин-север и Фериботен комплекс - Видин. The project envisages identifying, analysing and evaluating the factors negatively affecting the efficiency of public transport ports of national importance. This project aims to prepare an in-depth analysis to identify the reasons for the relatively high time of call of ships in the ports of the Republic of Bulgaria and their slow service. Le projet envisage d’identifier, d’analyser et d’évaluer les facteurs ayant une incidence négative sur l’efficacité des ports de transport public d’importance nationale. Ce projet vise à préparer une analyse approfondie afin d’identifier les raisons du temps d’escale relativement élevé des navires dans les ports de la République de Bulgarie et leur lenteur de service. Het project beoogt het identificeren, analyseren en evalueren van factoren die de efficiëntie van openbaarvervoershavens van nationaal belang negatief beïnvloeden. Dit project heeft tot doel een diepgaande analyse op te stellen om de redenen vast te stellen voor de relatief hoge aanlooptijd van schepen in de havens van de Republiek Bulgarije en hun trage dienst. Het project moet het ontbreken van een gevalideerde risicobeoordelingsmethodologie compenseren door een holistische aanpak toe te passen (veiligheid, milieu, beveiliging, infrastructuur, bovenbouw, operationele efficiëntie, enz.) en op basis daarvan periodieke herevaluatie en preventieve maatregelen en acties (investeringen) die leiden tot duurzame havenontwikkeling, grotere efficiëntie, concurrentievermogen, enz. Na het kwantificeren van het risico en het prioriteren van de gebieden zullen corrigerende/preventieve maatregelen worden voorgesteld; zoals het oplossen van problemen in het bestaande rechtskader, investeringen en organisatorische maatregelen voor de ontwikkeling van havens, enz. Il progetto prevede l'individuazione, l'analisi e la valutazione dei fattori che incidono negativamente sull'efficienza dei porti di trasporto pubblico di importanza nazionale. Il progetto mira a preparare un'analisi approfondita per individuare le ragioni del tempo relativamente elevato di scalo delle navi nei porti della Repubblica di Bulgaria e il loro lento servizio.
