Our motto: “To be a Palais is a state of grace.” Our future: “Bátonyterenye is a city with developing quality of life built on its traditions in the heart of Palócföld” Bátonyterenye City decided in May 2016 to set up a local action group in order to ensure, in the long term, the interests of the civil, entrepreneurial and public sector in order to ensure cultural and community development in order to make it a conservative city with an evolving quality of life, where it is good to live. The development of a small town of 12.443 people in Nógrád County took place in several stages between 1964 and 1984, with the merger of four settlements (Maconka, Nagybátony, Kisterenye and Szúpatak). The Bátonytereny with outstanding natural and cultural features can be found in the heart of Palócföld, which also covers the Highlands, in the Mátra. The municipality has many difficulties in employment, social, cultural and community development, as well as transport. Within the CLLD programme, the city focuses on achieving the following objectives: — The development and/or quality development of local cultural, sport and recreational community spaces, — Preservation of local heritage (landscape, natural, built, intellectual), sustainable community and/or economic exploitation, — Strengthening the social sensitivity of local communities, relationships between generations and social groups through awareness-raising initiatives, trainings, events, networking, — Developments to encourage young people and the workforce to stay in place, including work programmes, — Strengthening the Heart of Palócföld (local identity) by small-scale investments, promoting cooperation and promoting networking, developing sales channels and developing new products. The city plans to achieve these objectives by the CLLD working organisation, which will be set up at the start of the project, with the following local calls and key projects: — A local call for children-friendly Bátonyterenye would strengthen the cultural and recreational offer of the settlement and support the complex initiatives of sport and youth education. — By means of a local call, the Heart of Palócföld could become a reality for the preservation, promotion, rethinking and performance of local heritage (natural, tangible, intangible, built, cultural). The call would be an opportunity to organise sustainable major events related to heritage sites and to develop the infrastructure that serve them or to improve the quality of existing ones. Effective marketing communication for both heritage sites and related events is also possible under the call. — The local call for educated heads of people and strong communities aimed at supporting the city’s capacity to retain and strengthen local identity by supporting trainings, camps, forest schools, mentoring programmes to strengthen entrepreneurship and civic organisation. It also provides opportunities to support informal learning opportunities for continuous knowledge development, to translate lifelong learning into citizens’ daily practices, to embrace talent and to develop programmes, scholarships and prizes to expand their opportunities. The three key projects planned will strengthen the effectiveness of the local calls and have been defined in line with them: the forest school rehabilitation program, the creation of an interactive exhibition space for the life of Gyürky-Solymossy families in the castle, as well as the introduction of a brand of Heart of Palócföld. The basic element of the LAG’s preparation, decision-making and implementation methodology is the use of Hand catch. What does that mean? — outreach to the general public in planning and reviews, the involvement of local communities and organisations; — continuous interactivity through the use of the e-acquis of the age (association website applied to smart phones with continuous updating, fbook sharing, automatic bi-weekly electronic newsletters) and thematic workshops, seminars, forums and personal consultation opportunities in the spirit of interpersonality. — We would like to include in the decision-making process the ‘personal consultation’ used in several places in Europe. The dialogue involves the coordination of individual initiatives and the potential for a more qualitative development of a given development concept. In the future, we intend to put these opportunities and potentials at the service of the development of the region. — We also develop monitoring and evaluation systems in the spirit of catching hands, i.e. the aim is to continuously support implementation and operation with professional advice, permanent presence and assistance, in addition to multi-level periodic evaluations. Mottónk: „Palócnak lenni kegyelmi állapot.” Jövőképünk: „Bátonyterenye a hagyományaira építkező, megtartásra képes, fejlődő életminőségű város Palócföld Szívében” Bátonyterenye Város közössége 2016 májusában döntött a helyi akciócsoport megalakítása mellett annak érdekében, hogy hosszú távon biztosíthassa a civil, vállalkozói és közszféra érdekeinek érvényesülésével a kulturális és közösségi fejlesztéseket, mellyel egy fejlődő életminőségű, megtartó várossá válhat, ahol jó élni. A Nógrád megyében található 12.443 fős kisváros kialakulása több lépcsőben történt meg 1964 és 1984 között, négy település (Maconka, Nagybátony, Kisterenye és Szúpatak) összeolvadásával. A kiemelkedő természeti és kulturális adottságokkal rendelkező Bátonyterenyét a Felvidékre is kiterjedő Palócföld szívében, a Mátrában találhatjuk. A település számos foglalkoztatási, szociális, kulturális és közösségfejlesztési, valamint közlekedési nehézséggel bír. A város a CLLD program keretein belül az alábbi célok elérésére fókuszál: - A helyi kulturális, sport és rekreációs közösségi terek kialakítása és/vagy minőségi fejlesztése, - A helyi örökség (táji, természeti, épített, szellemi) megőrzése, fenntartható közösségi és/vagy gazdasági hasznosítása, - A helyi közösségek szociális érzékenységének, a generációk és a társadalmi csoportok kapcsolatainak erősítése szemléletformáló kezdeményezésekkel, képzésekkel, rendezvényekkel, hálózati együttműködéssel, - A fiatalok és a munkaerő helyben tartását ösztönző fejlesztések, beleértve a munkavállalást elősegítő programok, - A Palócföld Szíve márka (a helyi identitás) erősítése kisléptékű beruházásokkal, együttműködések ösztönzésével és a hálózatosodás segítésével, az értékesítési csatornák fejlesztésével, új termékek fejlesztésével. A város ezen célok elérését a projekt kezdetekor felállítandó 3 fős, az önkormányzati hivatalban helyt kapó CLLD munkaszervezet által, az alábbi helyi felhívásokkal és kulcsprojektekkel tervezi: - A Gyermekbarát Bátonyterenye helyi felhívás a település kulturális és rekreációs kínálatát erősítené, valamint a sport- és utánpótlás nevelés komplex kezdeményezéseit támogatná. - A Palócföld Szíve helyi felhívás által a helyi örökségek (természeti, tárgyi, szellemi, épített, kulturális) megőrzése, népszerűsítése, újragondolása, funkcióval való megtöltése válhatna valóra. A felhívás lehetőséget nyújtana az örökséghelyszínekhez kapcsolódóan fenntartható nagyrendezvények szervezésére, és az azokat kiszolgáló infrastruktúra kialakítására, vagy már meglévők minőségi fejlesztésére. Mind az örökséghelyszínek, mind a kapcsolódó rendezvények hatékony marketingkommunikációjának megvalósítására is lehetőség nyílik a felhívás keretében. - A Kiművelt Emberfők, erős közösségek helyi felhívás a város megtartó képességének, valamint a helyi identitás erősítésének támogatását tűzte ki célul képzések, táborok, erdei iskolák, vállalkozóvá és civil szervezetté válást erősítő mentoring programok támogatásával. Ezeken túl lehetőséget biztosít folyamatos tudásbővítést szolgáló informális tanulási lehetőségek támogatására, az élethosszig tartó tanulásnak a polgárok mindennapi gyakorlatába való ültetésére, a tehetségek felkarolására és lehetőségeik bővítése érdekében programok, ösztöndíjak, díjak kialakítására. A három tervezett kulcsprojekt a helyi felhívások hatékonyságát erősíti, azokhoz illeszkedően került meghatározásra: az erdei iskola rehabilitációs program, a Gyürky-Solymossy családok életét feldolgozó interaktív bemutató tér kialakítása a kastélyban, valamint egy Palócföld Szíve márka bevezetése. A helyi akciócsoport előkészítési, döntéshozatali és végrehajtási módszertanának alapeleme a „Kézen fogás” alkalmazása. Mit jelent ez? - a tervezésben és felülvizsgálatokban a széles nyilvánosság megszólítását, a helyi közösségek, szervezetek bevonását; - folyamatos interaktivitást a kor adta elektronikus vívmányok alkalmazásával (okos telefonokra applikált egyesületi honlap folyamatos frissítéssel, fbook megosztással, kéthetenkénti automatikus elektronikus hírlevelekkel), a személyköziség jegyében pedig tematikus műhelyekkel, szemináriumokkal, fórumokkal és személyes konzultációs lehetőség biztosításával. - A döntéshozatali folyamatba az Európában több helyen alkalmazott „személyes konzultációt” szeretnénk beépíteni. A párbeszéd az egyes kezdeményezések összehangolását, ill. az adott fejlesztési elképzelés minőségibb továbbfejlesztési lehetőségét hordozza magában. A jövőben ezeket a lehetőségeket, potenciálokat a térség fejlesztésének szolgálatába kívánjuk állítani. - A monitoring, értékelés rendszereit is a kézen fogás szellemében alakítjuk ki, azaz a cél az adminisztráláson és nyomon követésen, több szintű, periodikus értékeléseken túl a végrehajtás és az üzemeltetés szakmai tanácsadással, állandó jelenléttel, segítséggel való folyamatos támogatása.
