the project is aimed at the development of traffic in the north-south axis of the city centre, in the framework of which the development of Bajcsy Zsilinszky street is a bicycle-friendly development and the intersection of the Ipar street — Bajcsy-Zsilinszky utca from a road safety point of view. In the framework of the project that is the subject of this proposal, the cycle path will continue in the north from the labyrinth railing through the intersection of Ipar Street, basically by the construction of bicycle lanes on Bajcsy Zsilinszky street by crossing the Nagy Lajos road and the Rákóczi Road to Kossuth Square. In the framework of the project TOP-6.4.1-15-PC1-2016-00001, Phase I, on the one hand, the Hal tér bicycle rental station will be available and, on the other hand, the section between Kossuth Square and Széchenyi Square will be designated by cyclist. In other words, the cycling connection between the southern part of the city and the city centre will be fully developed with the development of the Kertváros-inner city cycle path and the bicycle development in the framework of the present competition. Bajcsy-Zsilinszky Street proposes to convert the current 3 traffic + 1 parking lanes into 2 traffic lanes, separated bicycle lanes, on the edges with parking lanes on both sides. During the planning, the bicycle crossing of Zólyom utca, the Nagy Lajos Király út and Rákóczi Road has to be solved, and the one-way section between Bajcsy-Zsilinszky street junction of Rákóczi út and the entrance to the Centrum parking lot is under investigation. The construction and designation of the cycle path increases the comfort of cyclists, reduces unnecessary bypasses for cyclists and contributes to the sustainability of the entire transport system and to creating conditions for safe cycling. In addition to the cycling-friendly development, the intersection of Bajcsy-Zsilinszky utca Ipar Street must also be remodeled. In addition to the safe passage of pedestrian and cycling traffic, it is necessary to regulate the rolling of motor vehicles onto the overpass. In order to create the conditions for regular and safe traffic, it is necessary to expand the junction section leading to the overpass, with the fact that the traffic to Ipar Street railway station is also on this branch on a separate lane. The development of the relevant section of Ipar Street is also in line with the transport development planned under the new Market Hall project. The development of local roads and cycling paths is in the vital interest of the city as a whole. The project serves as a whole the fulfilment of a mandatory municipal task pursuant to Section 13(1)(2) and (18) of Act CLXXXIX of 2011 on local governments in Hungary. The useful benefits of the construction of cycling infrastructure and the allocation of cycling routes are to increase the popularity and acceptance of cycling and thus contribute to increasing the share of cycling. The great advantage of the project is that with the dampening of car traffic, CO2 emissions and air pollution will be reduced, and the urban environment will be more liveable. The system contributes to a healthier approach. The project contributes to the fulfilment of the OP indicator by the length of the established bicycle traffic facilities. B) the technical and technical content of the project, together with the presentation of the selected independently eligible and non-eligible activities. The project aims at the development of independently eligible cycling-friendly development in accordance with point 3.1.1(A)(b) of the call and the implementation of a road safety activity eligible under point B, i.e.: Cycling-friendly development and Ipar street crossing need to be reviewed from a road safety point of view, the optimal junction design needs to be developed together with the bicycle pass. On this section there are 2 bus stops and pavements with a special border on both sides of the road — they need to be reviewed during the planning process.In addition to the self-eligible activities, according to 3.1.2.2, project development should examine whether the installation of bicycle supports is necessary, as well as road construction, public utilities protection and refurbishment works in the green area. Precise interventions will be known during project development, given that the plans will be completed up to milestone I. (English)

    a) projekt célja A projekt a belváros észak-déli tengelye közlekedésfejlesztésére, ennek keretében a Bajcsy Zsilinszky utca kerékpárosbarát fejlesztésre és az Ipar utca - Bajcsy-Zsilinszky utca kereszteződés közlekedésbiztonsági szempontú átalakítására irányul. A tervezett pályázat illeszkedik, illetve kapcsolódik a TOP-6.4.1-15-PC1-2016-00003 kódszámú pályázat keretében megvalósuló Kertváros-belváros kerékpár-úthoz, illetve a TOP-6.1.3-15-PC1-2016-00002 kódszámú Új pécsi vásárcsarnok megépítése tárgyú projekt keretében tervezett közlekedésfejlesztésekhez. A Kertváros-belváros kerékpárút nyomvonala a Siklósi úti felüljáró melletti – jelenleg gyalogos – szintbeli vasúti átkelőhelytől indul kertváros irányába. A pályázat keretében a vasúti átkelőhely labirint korlátai kerékpárosok átkelésére alkalmas módon átalakításra kerülnek. A jelen előterjesztés tárgyát képező projekt kereté-ben a kerékpárút északi irányban történő folytatására kerül sor a labirintkorláttól az Ipar utca keresztezésével, alapvetően kerékpársávok kialakításával a Bajcsy Zsilinszky utcán a Nagy Lajos király útja és a Rákóczi út keresztezésével a Kossuth térig. A TOP-6.4.1-15-PC1-2016-00001 kódszámú E-közbringa rendszer ki-alakítása I. ütem című projekt keretében egyrészt a Hal téren kerékpárkölcsönző állomás lesz elérhető, másrészt a projekt keretében a Kossuth tér és a Széchenyi tér közötti szakasz kerékpáros kijelölésére is megvalósul. Azaz a déli városrész és a belváros közötti kerékpáros kapcsolat Kertváros-belváros kerékpárút és a jelent pályázat keretében megvalósuló kerékpáros fejlesztéssel maradéktalanul kialakításra kerül. A Bajcsy-Zsilinszky utca jelenlegi 3 forgalmi + 1 parkolósávos kialakítást javasol átalakítani 2 forgalmi sávossá, elválasztott kerékpár sávokkal, a széleken mindkét oldalon parkolósávokkal. A tervezés során meg kell oldani a Zólyom utca, a Nagy Lajos király útja és a Rákóczi út kerékpáros keresztezését, továbbá vizsgálat tárgyát képezi a Bajcsy-Zsilinszky utca Rákóczi úti csomópontja és a Centrum parkoló bejárata között szakasz egyirányúsítása. A kerékpárút építésével és kijelölésével növekszik a kerékpárral közlekedők komfortérzete, csökkennek a felesleges kerülőutak a kerékpárral közlekedők számára, továbbá a projekt hozzájárul a teljes közlekedési rendszer fenntarthatóságához, a biztonságos kerékpáros közlekedés feltételeinek a megteremtéséhez. A kerékpárosbarát fejlesztés mellett a Bajcsy-Zsilinszky utca Ipar utcai kereszteződésének az átalakítására is sort kell keríteni. A gyalogos és kerékpáros forgalom biztonságos átvezetése mellett szabályozni szükséges a gépjármű forgalom felüljáróra történő rákanyarodását. A szabályos és biztonságos közlekedés feltételeinek megteremtése érdekében a felüljáróra vezető csomóponti ág felbővítésére van szükség, azzal, hogy Ipar utca pályaudvar felé vezető forgalma is ezen az ágon bonyolódik külön forgalmi sávon. Az Ipar utca érintett szakaszának fejlesztése illeszkedik az új Vásárcsarnok projekt keretében tervezett közlekedésfejlesztéshez is. A helyi utak és kerékpárutak fejlesztése a város egészének alapvető érdekét szolgálja. A projekt teljes egészében önkormányzati kötelező feladat ellátását szolgál-ja a Magyarország helyi önkormányzatairól szóló 2011. évi CLXXXIX. törvény 13. § (1) bekezdés 2. és 18. pontja alapján. A kerékpáros infrastruktúra építésének, a kerékpáros útvonalak kijelölésének hasznos hozadéka, hogy növeli a kerékpáros közlekedés népszerűségét és elfogadottságát és ezáltal hozzájárul a kerékpározás részarányának növeléséhez. A projekt nagy előnye, hogy az autósforgalom csillapodásával csökken a széndioxid kibocsátás és a légszennyezettség, élhetőbb lesz a városi környezet. A rendszer hozzájárul az egészségesebb szemléletmód elterjedéséhez. A projekt hozzájárul a kialakított kerékpárforgalmi létesítmények hosszával az OP indikátor teljesüléséhez. b) a projekt szakmai-műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének a bemutatásával együtt A projekt a Felhívás 3.1.1 A) b) pontja szerinti önállóan támogatható kerékpárosbarát fejlesztésre és B pont alapján támogatható közlekedésbiztonsági tevékenység megvalósításra irányul, azaz: Kerékpárosbarát fejlesztés és az Ipar utcai átvezetést közlekedésbiztonsági szempontból felül kell vizsgálni, az optimális csomóponti kialakítást a kerékpáros átvezetéssel együtt szükséges kialakítani. Ezen a szakaszon 2 db buszmegálló, valamint az út mindkét oldalán kiemelt szegéllyel járda található – a tervezés során ezek felülvizsgálata szükséges.Az önállóan támogatható tevékenységeken túl a 3.1.2.2 szerint a projektfejlesztés során meg kell vizsgálni, hogy kerékpártámaszok kihelyezése szükséges-e, továbbá járdaépítés, közmű védelembehelyezések és zöldterületi átalakítási munkák is felmerülhetnek. A pontos beavatkozások a projektfejlesztés során lesznek ismeretek, tekintettel, hogy a tervek az I. mérföldkőig készülnek el. (Hungarian)
