goal of the project The aim of the project is to implement a comprehensive transport development that ensures the quick, safe and attractive passage of cycling and local bus transport through the city centre, i.e. the development of the downtown sections will bring bus and bicycle transport to a more favourable position compared to passenger car transport. In addition to creating the conditions for sustainable public transport, the project contributes significantly to the reduction of CO2 emissions in the city centre and to the development of a liveable urban environment. The development focuses on the following principles: Traffic reduction in order to create sustainable urban transport and a liveable urban environment The aim is to reduce traffic loads in the city centre while at the same time improving the accessibility of the city centre outside working hours. As part of the investment, we aim to reach the city centre with fast public transport (local buses and bicycles) from both east and west. Through the project, the traffic through the downtown sections and the use of the downtown road network for transit purposes will be significantly reduced, which will have a significant positive impact on the environmental impact of the city centre. Another goal is to make the downtown entrance and parking system more dynamic, more efficient, and to improve the traffic situation of the POTE block, especially with regard to the transportation of Kürt, Honvéd, Youth Road and the road safety development of Szigeti út — Tüzér utca intersection. Cycling-friendly development for road safety: The basic element of the project is the development of bicycle transport in the city centre-university town, with special regard to the development of K Hospital Square — Hungária utca — Szigeti út from a road safety perspective. The cycling-friendly development will contribute to reduced environmental pressure, improve road safety and provide an alternative to non-motorised transport within the city through the vision planned under the project. The investment will help citizens of the city to reach their destination more quickly, more easily and cheaply, but most importantly in an environmentally friendly and safe way. The construction and designation of the cycle path increases the comfort of cyclists, reduces unnecessary bypasses for cyclists and contributes to the sustainability of the entire transport system. The bike path is connected to the cycle path of the university city — in line with the route, Pécs submitted an application for the implementation of the E-Bbringa system in response to the call TOP-6.4.1-15 and the application was also supported — and the implementation of the Western City Bicycle Route, which will also be implemented in the framework of TOP-6.4.1-15, will make the whole east-west axis safe for cycling. The useful benefits of the construction of cycling infrastructure and the allocation of cycling routes are to increase the popularity and acceptance of cycling and thus contribute to increasing the share of cycling. The great advantage of the project is that with the dampening of car traffic, CO2 emissions and air pollution will be reduced, and the urban environment will be more liveable. The project contributes to the spread of a healthier approach and the implementation of the OP indicator by the length of the established bicycle traffic facilities. B) the technical and technical content of the project, together with a description of the scope of the selected self-eligible and non-eligible activities The project fits into both of the main activities of the Call for Proposals that are eligible independently. On the one hand, the project involves the implementation of a cycling-friendly development in accordance with point 3.1.1 A), by which the settlement between the city centre and the university city will be remodeled on a bicycle-friendly basis. The project involves the construction/designation of a new cycling route from the POTE central building on Szigeti út, through Nagy Jenő street to Jászai Mari Street, about 900 metres in length. On Hungária street, between Petőfi Street and Korháztér about 460 meters, from the Zsolnay sculpture to Felsőmalom street, about 750 metres long, a so-called bus street will be built, in which public transport by bicycle will be allowed in addition to local bus transport. On the basis of the above, about 2,110 metres of bicycle traffic facilities are designated. The exact technical content can be determined by the bicycle network plan and technical documentation, so the value of the above result indicator may change during the design. By submitting this application, the Beneficiary has already started the preparation of the bicycle network plan. The plan will be accounted for in the framework of the project TOP-6.4.1-15-PC1-2016-00001, Phase I. a) projekt célja A projekt célja egy olyan átfogó közlekedés fejlesztés megvalósítása, mely a kerékpáros és a helyi autóbuszos közösségi közlekedés belvároson keresztüli gyors, biztonságos és vonzó átjutását biztosítja, azaz a fejlesztés a belvárosi szakaszokon a buszos és a kerékpáros közlekedést kedvezőbb pozícióba hozza a személyautós közlekedéshez képest. A projekt a fenntartható közösségi közlekedés feltételeinek megteremtése mellett jelentősen hozzájárul a belváros széndioxid kibocsátás csökkentéséhez, az élhető városi környezet kialakulásához. A fejlesztés középpontjában az alábbi elvek állnak: Forgalomcsillapítás a fenntartható városi közlekedés, valamint az élhető városi környezet megteremtése érdekében Cél a belváros forgalmi terhelésének csökkentése, illetve ezzel párhuzamosan a belváros munkaidőn kívüli megközelíthetőségének javítása. A beruházás keretében a belváros gyors közösségi közlekedéssel (helyi autóbusz és kerékpár) történő megközelíthetőségét kívánjuk elérni mind keleti, mind nyugati irányból. A projekt révén a belvárosi szakaszok átmenő forgalma, a belvárosi úthálózat tranzit célú használata jelentősen csökken, mely a belváros környezeti terhelésére jelentős pozitív hatással lesz. További cél a belvárosi behajtási és parkolási rendszer dinamikusabbá, hatékonyabbá tétele, továbbá a POTE tömb közlekedési helyzetének a javítása, különös tekintettel a Kürt, a Honvéd, az Ifjúság útja közlekedésére és a Szigeti út – Tüzér utca kereszteződés közlekedésbiztonsági fejlesztésére. Közlekedésbiztonságot szolgáló kerékpárosbarát fejlesztés: A projekt alapeleme a belváros-egyetemváros település rész kerékpáros közlekedés fejlesztése, különös tekintettel a Kórház tér – Hungária utca – Szigeti út közlekedésbiztonsági szempontú fejlesztésére. A kerékpárosbarát fejlesztés a projekt keretében tervezett személetformáláson keresztül hozzájárul a csökkenő környezetterheléshez, a közlekedésbiztonság javításához és alternatívát nyújt a városon belüli nem motorizált közlekedésre. A beruházás hozzájárul ahhoz, hogy a város polgárai, a napi rendszerességgel munkába járók, a városban tanuló diákok, munkába járók, gyorsabban, könnyebben és olcsóbban, de legfőképpen környezetbarát módon és biztonságosan elérjék úti céljukat. A kerékpárút építésével és kijelölésével növekszik a kerékpárral közlekedők komfortérzete, csökkennek a felesleges kerülőutak a kerékpárral közlekedők számára, továbbá hozzájárul a teljes közlekedési rendszer fenntarthatóságához. A kerékpárút csatlakozik az egyetemvárosi kerékpárúthoz - mely nyomvonalhoz igazodva Pécs a TOP-6.4.1-15 felhívásra E-közbringa rendszer megvalósítására pályázatot nyújtott be és a pályázat támogatásban is részült – továbbá a szintén TOP-6.4.1-15 keretében megvalósításra kerülő Nyugati városrészi kerékpárút megvalósítása projekt révén a teljes kelet-nyugat irányú tengely biztonságosan kerékpározásra alkalmas lesz. A projekt keretében a POTE központi épületétől a Szigeti úton, a Nagy Jenő utcán át a Jászai Mari utcáig új kerékpáros útvonal építésére/ kijelölésére kerül sor kb. 900 méter hosszúságban. A Hungária utcán a Petőfi utca és a Korháztér között kb. 460 méter, a Zsolnay Szobortól a Felsőmalom utcáig kb. 750 méter hosszúságban úgynevezett buszutca kerül kialakításra, melyben a helyi autóbuszos közlekedés mellett a kerékpáros közösségi közlekedés lesz megengedett. A fentiek alapján kb. 2110 méter kerékpárforgalmi létesítmény kerül kijelölésre. A pontos műszaki tartalom a kerékpárforgalmi hálózati terv és műszaki dokumentáció birtokában határozható meg, így a fenti eredményindikátor értéke a tervezés során változhat. Jelen pályázat benyújtásával Kedvezményezett már megkezdte a kerékpárforgalmi hálózati terv elkészíttetését. A terv TOP-6.4.1-15-PC1-2016-00001 azonosítószámú E-közbringa rendszer kialakítása I. ütem című projekt keretében kerül elszámolásra. A terv alapján kerül elkészítésre a projekt engedélyezési és kiviteli terve, melyek fogják tartalmazni a pontos műszaki paramétere (Hungarian)
