Mátramindszent is a bag-like settlement built in the Sós Valley with 815 inhabitants. The walls are mixed with bricks and natural stones. The roof structure is built together with the wooden beamed ceiling and has a slate cover. In addition to the service and social premises, there are two offices, 2 rooms for the services of the women in the property. The number of visitors and occupancy of the clinic is high. On the basis of an oral needs assessment, there is a strong demand among the target group, i.e. the local population, for the renovation of the currently degraded GP’s practice. Due to the mixed practice of children and adults, there is also a great need for family-friendly developments in the practice (e.g. diapers, children’s corners). The needs of the target group have been reinforced by the general practitioner and the protective woman, who have long called for improvements to the infrastructure conditions for primary healthcare, but this has not been possible for decades due to the limited financial capacity of the maintenance municipality. Overall objectives: Improving access to high-quality public services; Enhancing the effectiveness and efficiency of the basic health care system and its preventive functions; Modernisation of the services and infrastructural conditions of the clinic available in the municipality; Reduction of CO2 emissions in municipal buildings; By strengthening the community of practice, the complex, definitive care of the population over the lifetime, and the improvement of high mortality data specific to the region? Improving regional morbidity indicators as a result of the integration of complementary and complementary services enabling complex data collection and processing and preventive medicine; Promoting a preventive health promotion approach and promoting health-conscious behaviour. With the above overall objectives, the project is fully aligned with the objectives set out in the TOP-4.1.1 call for proposals. The infrastructural development of the basic health care system also contributes to the achievement of the objectives of the Semmelweis Plan and the Healthcare Sectoral Strategy “Healthy Hungary 2014-2020” through the above overarching objectives.     Mátramindszent 815 fő lakosú község a Sós-völgyében épült zsák jellegű település, mely község festői környezetben, az Észak-magyarországi régióban, Nógrád megyében, Bátonyterenyei járásban 23 kilométerre a Salgótarjántól a megyeszékhelytől található. Mátramindszent Szuha és a közigazgatásilag Szuhához tartozó Mátraalmás községgel azonos ellátási körzetet alkot az egészségügyi alapellátás vonatkozásában. A két település társulási megállapodás alapján, közösen látja el az egészségügyi alapellátási feladatokat (ellátottak száma: összesen 1 182 fő). A projektben érintett egészségügyi alapellátást biztosító ingatlan Mátramindszenten található, Szuha község rendelője a közelmúltban került modernizálásra, így ezt nem érinti a tervezett beruházás. A mátramindszenti rendelő infrastrukturális fejlesztését az önkormányzat projektgazda szerepe mellett konzorciumi formában valósítja meg: konzorciumi tagként a Nógrád Megyei Önkormányzati Hivatal vesz részt a projekt lebonyolításában, a projektmenedzsmenti feladatok ellátásában. A település önkormányzata az alapellátás vonatkozásában területi ellátási kötelezettséggel működő egészségügyi szolgáltató, feladatát a 2011. évi CLXXXIX. törvény 13. § alapján végzi. A településeken az alapellátási szolgáltatások biztosítása folyamatos, az önkormányzatok biztosítják a háziorvosi, fogorvosi és védőnői, valamint az iskolaegészség-ügyi szolgálatot. Mátramindszenten a háziorvosi, az iskola-egészségügyi szolgáltatás, valamint a védőnői szolgálat egyaránt a Kossuth tér 7. szám alatt található épületben biztosított jelenleg is. A projektben érintett gyermekek a községben található II. János Pál Pápa Katolikus Óvoda és Általános Iskola Mátramindszenti Tagintézményébe járnak, az iskolaegészség-ügyi szolgáltatás is Mátramindszenten, az orvosi rendelőben biztosított számukra. A rendelőnek helyt adó épület földszintes, középfőfalas, magas tetős kialakítású. A falszerkezetek hagyományos építési móddal épültek. A falak vegyesen tégla és terméskő anyagúak. A tetőszerkezet a fa gerendás födémmel összeépített, hullámpala fedésű. A kiszolgáló és a szociális helyiségek mellett iroda, 2 db rendelő és a védőnői szolgálatnak helyet biztosító helyiség található az ingatlanban. A rendelő látogatottsága, kihasználtsága magas fokú. Szóbeli igényfelmérés alapján nagy igény mutatkozik a célcsoport, azaz a helyi lakosság körében a jelenleg leromlott műszaki állapotú háziorvosi rendelő felújítására. A gyerek- és felnőttorvosi, vegyes praxis miatt nagy igény mutatkozik a családbarát fejlesztések iránt is a rendelőben (pl. pelenkázó, gyereksarok kialakítása). A célcsoport igényeit megerősítették a háziorvosi praxist ellátó szakember és a védőnő, akik régóta sürgetik az egészségügyi alapellátás infrastrukturális feltételeinek javítását, ám erre a fenntartó önkormányzat korlátozott anyagi lehetőségei miatt évtizedek óta nem kerülhetett sor. Átfogó célok: ? A jó minőségű közszolgáltatásokhoz való hozzáférés javítása; ? Az egészségügyi alapellátó-rendszer eredményességének és hatékonyságának, valamint prevenciós funkcióinak fokozása; ? A településen elérhető rendelő szolgáltatásainak és infrastrukturális feltételeinek korszerűsítése; ? CO2 kibocsátás csökkentés az önkormányzati épületek esetében; ? A praxisközösség erősítésével a lakosság élettartamon átívelő komplex, definitív ellátása, a térségre jellemző magas mortalitási adatok javítása ? A térségre jellemző morbiditási mutatók javítása a komplex adatgyűjtést és feldolgozást valamint a preventív gyógyászatot lehetővé tévő egymásra épülő és egymást kiegészítő szolgáltatások integrációjának eredményeképpen; ? A preventív egészségfejlesztési szemlélet támogatása, valamint az egészségtudatos magatartás elősegítése. A fenti átfogó célokkal a projekt maximálisan illeszkedik a TOP-4.1.1 pályázati felhívásában megfogalmazott célokhoz. Az egészségügyi alapellátó-rendszer infrastrukturális fejlesztése a fenti átfogó célokon keresztül hozzájárul a Semmelweis Tervben és az „Egészséges Magyarország 2014-2020” c. Egészségügyi Ágazati Stratégiában foglalt célkitűzések megvalósulásához is. Specifikus célok: ? Háziorvosi rendelők felújítása, korszerűsítése, a minőségi alapszolgáltatásokhoz való hozzáférés elősegítése; ? Energiahatékonysági beavatkozás a korszerűtlen, önkormányzati fenntartású épületek esetében; ? Az épületek fizikai és infokommunikációs akadálymentesítése, a fogyatékkal élők és megváltozott munkaképességűek szolgáltatásokhoz való hozzáférésének javítása; ?
