Building Structures The school consists of 5 separate buildings, from which buildings A and B can be divided into two additional parts: Part of building A1 — school wing part A2 — gymnasium and related changing rooms B1 — educational building (subject to local protection) B2 building — educational building building C Building D building K — boiler house The individual buildings/parts are affected differently by renovation works: — Part of building A1 — thermal insulation and mechanical renovations — building part A2 — purely mechanical improvements — Part B1 — replacement of windows and mechanical works — Building B2 — thermal insulation and mechanical renovations — Building C — thermal insulation and mechanical renovations — Building D — thermal insulation and mechanical renovations — Building K — boiler replacement General description: Based on the assessment of the existing state and previous plans, it has been established that the traditional masonry and small brick masonry that give rise to the construction of the buildings are highly thermally outdated. Based on this, we recommend the installation of an external thermal insulation system on the facade of the buildings. The exterior doors and windows on the building are worn out so there are gaps between the window wings and the cases. In addition to the above, the frame structure and glazing do not meet today’s energy requirements. In the case of the B2 building part, the thermal insulation of the flat roof is also justified, which is supported by the fact that the existing rain insulation is also very old. Current state of each structure concerned: The texture of the buildings has varyingly amortised, with no partial or complete renovation work on the whole or part of the complex. — (b) the technical and technical content of the project by presenting the range of activities selected which are eligible independently and cannot be independently supported: Based on energy calculations and variant analyses, we concluded that wooden frame windows with Uw=1,1 W/m2K, or doors with wooden frames of Uw=1.4 W/m2K are installed, as they have significantly better energy characteristics than thermal bridge-free aluminium windows and significantly more cost-effective solutions for the replacement of doors and windows. Main engineering interventions: Heating system Buildings receive the necessary heat from a central gas boiler installed in the boiler room using natural gas fuel on a central heating system. For more efficient operation, the gas boiler will be replaced by a more modern condensing boiler. During the project, the radiators will be preserved, but we supply them with thermostatic valves, which will result in significant energy savings at low cost. Non-eligible, mandatory activities — Accessibility: The building complex currently does not have a wet block suitable for people with reduced mobility, therefore the building block in building B will be rebuilt into a handicapped sanitary block (hand-washing, toilet and shower facilities). —Publication — Training — c) qualification of the project by area-specific assessment criteria in the case of standard procedure The planned project is compatible with the National Energy Strategy 2030, Hungary II. National Energy Efficiency Action Plan and National Building Energy Strategy. The development is in line with the following priority axes of the Veszprém County Regional Development Programme and the objectives of the district Balatonalmádi: Priority 2 — Exploitation of specific territorial — natural resources, agroecological and tourism — potentials, sustainable resource management: “The rationalisation of energy management, the promotion of alternative and renewable energy use in municipalities, energy rationalisation of institutions, adaptation to the effects of climate change in cities” priority 4 — Improving the quality of life of the population, ensuring non-discrimination and equal access to community services. Development of local communities: “Improving the skills and innovation capacity of the population, integrating young people and young people into employment in the county”; “Enhancing the role of cities in the care of cities, strengthening the central functions of urban areas”.     - a) projekt célja A projekt célja a Zirci Reguly Antal Német Nemzetiségi Nyelvoktató Általános Iskola épületeinek teljeskörű energetikai korszerűsítése (homlokzati nyílászárócsere; homlokzati hőszigetelés; lapostetők hőszigetelése; fűtéskorszerűsítés). További cél a projektarányos akadálymentesítés is. A projekt megvalósítás helyszíne a cca. 6960 lakosú Zirc városa. A Reguly Antal Német Nemzetiségi Nyelvoktató Általános Iskola épületei Zircen, a Rákóczi tér 3-5. szám alatt található telken fekszik. ÉPÜLETSZERKEZETEK Az iskola 5 különálló épületből áll, melyekből az A és B épület további két részre bontható: A1 épületrész – iskolaszárny A2 épületrész - tornaterem, valamint az ehhez tartozó öltözők B1 épületrész – oktatási épület (helyi védettség alatt áll) B2 épületrész – oktatási épület C épület D épület K épület – kazánház Az egyes épületeket/épületrészeket eltérő módon érintik a korszerűsítési munkák: - A1 épületrész - hőszigetelés és gépészeti felújítások - A2 épületrész – kizárólag gépészeti fejlesztések - B1 épületrész– nyílászárócsere és gépészeti munkák - B2 épületrész - hőszigetelés és gépészeti felújítások - C épület - hőszigetelés és gépészeti felújítások - D épület - hőszigetelés és gépészeti felújítások - K épület - kazáncsere Általános ismertetés: A meglévő állapot felmérése és a meglévő korábbi tervek alapján megállapítást nyert, hogy az épületek szerkezetét adó hagyomásnyos falazat, illetve kisméretű tégla falazat erősen hőhidas korszerűtlen szerkezet. Ennek alapján külső hőszigetelő rendszer felhelyezését javasoljuk az épületek homlokzatára. Az épületen lévő külső nyílászárók elhasználódtak, így rések találhatóak az ablakszárnyak és a tokok között. A fentieken túl a tokszerkezet és az üvegezés sem felel meg a mai kor energetikai elvárásainak. A B2 épületrész esetében a lapostető hőszigetelésére is mindenképp indokolt, melyet az a tény is alátámaszt, hogy a meglévő csapadékszigetelés is nagyon elöregedett. Az egyes érintett szerkezetek jelenlegi állapota: Az épületek állaga változóan amortizálódott képet mutat, az eltelt időszakban az épületegyüttes egészére, vagy egy részére vonatkozó részleges, vagy teljes mértékű felújítási munkát nem végeztek. - b) a projekt szakmai-műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének a bemutatásával Önállóan támogatható tevékenységek: Változó homlokzati rétegződések kialakítás Az energetikai számítások és változatelemzések alapján arra a megállapításra jutottunk, hogy Uw=1,1 W/m2K értékű fa tokszerkezetes ablakok, illetve Uw=1,4 W/m2K értékű fa tokszerkezetes ajtók kerülnek beépítésre, mivel jelentősen jobb energetikai jellemzőkkel bírnak például a hőhídmentes alumínium szerkezetű nyílászáróknál, illetve jelentősen költségtakarékosabb megoldást kínálnak a nyílászárók cseréjére. Főbb gépészeti beavatkozások: Fűtési rendszer Az épületek egy központi fűtési rendszeren kapják a szükséges hőenergiát a kazánházban elhelyezett, földgáz energiahordozóval üzemelő központi gázkazánból. A hatékonyabb üzemelés érdekében a gázkazán egy korszerűbb kondenzációs kazánra kerül kicserélésre A projekt során a radiátorok megmaradnak, azonban termosztatikus szelepekkel látjuk el azokat, amely beavatkozás alacsony költség mellett jelentős energetikai megtakarítást eredményez. Önállóan nem támogatható, kötelezően megvalósítandó tevékenységek -Akadálymentesítés: Az épületegyüttes jelenleg mozgáskorlátozottak számára alkalmas vizesblokkal nem rendelkezik, ezért a B épületben található vizesblokk átépítésével mozgáskorlátozott vizesblokk (kézmosó, WC és zuhanyozó berendezésekkel) kerül kialakításra. -Nyilvánosság biztosítása -Képzés - c) standard eljárás esetén a projekt terület-specifikus értékelési szempontok általi minősítése A tervezett projekt illeszkedik a Nemzeti Energiastratégia 2030, Magyarország II. Nemzeti Energiahatékonysági Cselekvési Terv, ill. Nemzeti Épületenergetikai Stratégiában megfogalmazottakhoz. A fejlesztés illeszkedik Veszprém Megye Területfejlesztési Programjának alábbi prioritási tengelyeihez, valamint a Balatonalmádi járás célkitűzéseihez: 2. prioritás – A sajátos területi - természeti erőforrás, agroökológiai és turisztikai - potenciálok kiaknázása, fenntartható erőforrás gazdálkodás: „Az energiagazdálkodás racionalizálása, a települések alternatív és megújuló energiahasznosításának elősegítése, intézmények energiaracionalizáló fejlesztései, alkalmazkodás a klímaváltozás hatásaihoz a városokban” 4. prioritás – A lakosság életminőségének javítása, a diszkrimináció mentesség, valamint a közösségi szolgáltatásokhoz való hozzáférés esélyegyenlőségének biztosításával.
