The aim of the TOP application submitted by the Bátonyterenye consortium is a multifaceted, practically complex development after a very thorough preparation. The members of the consortium reached a unanimous agreement on the implementation of a new series of events, trainings, information campaigns, study visits and equipment procurement in the municipalities. In the case of the series of events, all participants sought to organise new events that differ significantly from the previous ones, based on local specialities, emphasis on Nógrádi identity, road safety and safety elements. In order to achieve these objectives, a specific concept has been developed, the implementation of which is expected to reach all local residents in certain areas. With regard to compulsory training and study visits under the project, the members of the consortium chose a direction to provide services to those persons who benefit most from human investment, and therefore, if the project is awarded, the participants will be selected in a number of circles. The information campaign is a central element of the project, a lot of successful projects are being implemented in the participating settlements, and a complex campaign that takes into account professional demand and produces numerically measurable results is implemented. With regard to the purchase of equipment, the Consortium also considered the unit, so it is able to create a significant long-term value within the framework of this project. The direct objective of the project is to carry out a complex project that reaches each of the inhabitants of the area covered by the participating settlements, making the largest possible number of inhabitants active. The indirect aim of the project is to strengthen the sense of identity of this beautiful area, which is undergoing a lot of development, and to make the residents aware that their settlements hide unicums that represent a significant attraction in the rest of the country. The indirect objective is also to reduce exodus. The consortium consists of 3 members, Bátonyterenye is the consortium leader settlement, due to its outstanding experience, a non-profit organisation has been involved. Bátonyterenye stands out from a consortium of two municipalities, both in terms of location and population, and has the appropriate human capacity to delegate both the project manager, the financial manager and the professional manager. With regard to the decisions to be taken during the project, the municipalities wish to achieve a common result, and they strive to successfully implement the problem-solving process necessary to make unanimous decisions. A bátonyterenyei konzorcium által benyújtott TOP pályázat célja többrétű, gyakorlatilag komplex fejlesztést valósít meg egy rendkívül alaposan elvégzett előkészítést követően. A konzorcium tagjai egyhangúlag megállapodásra jutottak a téren, hogy a településeken új rendezvénysorozat kialakítása, képzések, információs kampány, tanulmányút és eszközbeszerzés kerül megvalósításra. A rendezvénysorozat esetén arra törekedett minden résztvevő, hogy új, az eddigiektől jelentősen eltérő rendezvények valósuljanak meg, amelyek egyrészről helyi specialitásokra, a nógrádi identitás kihangsúlyozására, közlekedésbiztonsági és közbiztonsági elemekre épülnek. Ezen célok teljesítése érdekében speciális koncepció került kidolgozásra, amelynek megvalósítása várhatóan minden helyi lakoshoz eljut bizonyos téren. A projekt keretében kötelező képzések és tanulmányút tekintetében a konzorcium tagjai olyan irányt választottak, hogy azon személyek számára nyújtsanak szolgáltatásokat, akiknél a leginkább jól hasznosulnak a humán befektetések, ezért a projekt elnyerése esetén több körben választják ki a résztvevőket. Az információs kampány a projekt egy központi eleme, rengeteg sikeres projekt valósul meg a résztvevő településeken, ezekhez kapcsolódóan egy komplex, a szakmai igényességet szem előtt tartó, numerikusan mérhető eredményeket produkáló kampány valósul meg. Az eszközbeszerzés tekintetében a konzorcium szintén az egységet tartotta szem előtt, így komoly, hosszú távra tervezhető értéket képes teremteni jelen projekt keretében. A projekt közvetlen célja egy olyan, komplex projekt lebonyolítása, amely a résztvevő települések által lefedett térség minden egyes lakójához elér, minél nagyobb számú lakost aktívvá téve. A projekt közvetett célja ennek a gyönyörű, rengeteg fejlesztésen áteső térség identitástudatának megerősítése, a lakosokban azt tudatosítani, hogy a településeik olyan unikumokat rejtenek, amelyek az ország többi részén komoly látványosságot jelentenek. Szintén a közvetett cél az elvándorlás csökkentése. A konzorcium 3 tagból áll, Bátonyterenye a konzorciumvezető település, bevonásra került kiemelkedő tapasztalatai miatt egy nonprofit szervezet is. Bátonyterenye mind elhelyezkedése, mind a képviselt lakosságszám szempontjából kiemelkedik a két önkormányzatot magában foglaló konzorciumból, rendelkezik a megfelelő humán kapacitással mind a projektmenedzser és a pénzügyi vezető, mind a szakmai vezető delegálásához. A projekt során meghozandó döntések terén a települések közösen kívánnak eredményre jutni, törekednek az egyhangú döntések meghozatalához szükséges problémafeltárás-megoldáskeresés folyamat sikeres végrehajtására.
