PROJECT OBJECTIVE: a) Construction of a new cycle path between Szentlőrinc — Tartatuszta, in line with the eligible activity defined in Chapter 3.1.1 of the Call for Proposals (A) Cycling Friendly Development (b) “Development of a bicycle route between settlements or an urban area accessible outside urban areas”. The reorganisation of the public administration and the introduction of the district system were adopted by the Government in August 2012. In Szentlőrinc, the unitary office at district level started operations on 1 January 2013. According to the 2011 census, the population of Szentlőrinc had a population of 6 662 (above 255 inhabitants and 3.8 % of the population of Tartatatat, which accounted for 92.5 % of the population in 2001 on the basis of natural weight loss and the resultant migration balance. In 2014, the population decreased to 6 577 people. Today’s Tartatuszta, an independent medieval Hungarian village called Tarcsa, was also an inhabited place under the Turkish occupation. After the liberating wars, he was depopulated. In the 18th century, there was a monarchy with a Hungarian population. In 1930, it had 308 inhabitants and 335 inhabitants in the 20th century and was annexed to Szentlőrinc. With the built agricultural facilities, it was the centre of the former Szentlőrinc State Economy. The planned cycle path would be connected to the end of the existing cycle path and the 2.25 m (2.0 m wide useful traffic lane) would be constructed along the two sides with a yellow paint 12-12 cm width parallel to road No 5817. Between the existing road and the planned cycle path, rainwater drainage is built. The bicycle road crosses the Pécs Szentlőrinc railway in section 1+ 069 of the national road 5817. There is an independent level crossing at the crossing. Rail crossings are provided with light level crossing elements of the Pede Strail type. At the planned railway crossing, a light and half barrier is established on both sides of the level crossing on the bicycle road according to the means of insurance of the parallel road. The bicycle road crosses an inferior private (IRR) asphalt paved road in section 1+ 159 of the national road 5817. At the intersection of the road, the traffic of the cycle path will be subordinated to the traffic of the motor vehicle, i.e. priority should be given to traffic consisting mainly of a lorry. The planned cycle path continues on the D side of the road even after the road connection to the road section 2+ 127.05. In the inner part of this section, the cycle path crosses two gateways, an urban road and the turnaround roads of the bus. Also in these places, bicycle traffic will be subject to motor vehicle traffic. In the final section, the cycle path is passed to the É side of the road, where the cycle path ends. The drainage ditches of the rainwater will act as dripping ditches due to the slopes close to the horizontal in the area. Access from the road to the agricultural areas falling from the bicycle road to D will be ensured. The cycle path is constructed on these sections with a reinforced pavement. Bicycle-friendly traffic control is established on public roads in the urban area of Tartatuszta with a speed limit of 30 km/month and the designation of bicycle lanes.     PROJEKT CÉLJA: a) Új kerékpárút építése Szentlőrinc – Tarcsapuszta között, illeszkedve a Pályázati Felhívás 3.1.1 fejezetében meghatározott A) Kerékpárosbarát fejlesztés b) pontjában meghatározott támogatható tevékenységhez „Települések, vagy településközpont és lakott területen kívül elérhető lakott településrész közötti kerékpárforgalmi útvonal kialakítása”. A projektet Szentlőrinc Város Önkormányzata, a Baranya Megyei Önkormányzati Hivatallal (BMÖH) konzorciumban valósítja meg. A BMÖH feladata a projektelőkészítésének koordinálása, a projektmenedzsment feladatok ellátása és a szemléletformálás megvalósítása. Szentlőrinc kisvárosnak számít. A település területi igazgatási szerepkörében az egyik legnagyobb törést járási székhelyi rang és a járási igazgatási szerepkör megszüntetése jelentette (Szentlőrinc 1773 és 1950 között volt járásközpont). Ezt követően csatolták a települést és korábbi járását a Pécsi Járáshoz. A település közigazgatási besorolásában előrelépést a 1996. július 1-jei hatállyal megszerzett a városi rang jelentette. A város – kistérségi majd jelenlegi járási – központi szerepköre a többi hasonló településhez viszonyítva fiatal. Centrum funkciói közül jelenleg a legerősebb az oktatás, és járási székhelyként vonzáskörzetében az igazgatási szerepköre is erősödő. A közigazgatás átszervezését, a járási rendszer bevezetését 2012 augusztusában fogadta el a Kormány. Szentlőrincen a járási szinten működő egységes hivatal 2013. január 1-én kezdte meg működését. Szentlőrinc lakónépessége a 2011. évi népszámlálás alapján 6 662 fő volt (külterületi, Tarcsapuszta lakónépessége 255 fő, 3,8%), ami az 2001. évi lakosságszám 92,5%-át tette ki a természetes fogyás és a vándorlási egyenleg eredője alapján. 2014. évre a lakónépesség 6 577 főre csökkent. A mai Tarcsapuszta, Tarcsa néven önálló középkori magyar falu a török hódoltság alatt is lakott hely volt. A felszabadító háborúk után elnéptelenedett. A 18. században uradalmi majorság létesült itt magyar lakossággal. 1930-ban 308, 1970-ben 335 lakosa volt a 20. században vesztette el önállóságát és csatolták Szentlőrinchez. A kiépült mezőgazdasági létesítményekkel az egykori Szentlőrinci Állami Gazdaság központja volt. A projekt főbb jellemzői: A tervezett kerékpárút a 2015. évben ELKÉSZÜLT KERÉKPÁRÚTNAK (HÁLÓZAT) a folytatása, amely a Szentlőrincet Tarcsa pusztával összekötő 5817-es számú országos közút D-i oldalán épülne meg a 0+577,51 szelvényig. A tervezett kerékpárút a meglévő kerékpárút végéhez csatlakozna és a 2,25 m (2,0 m széles hasznos forgalmi sáv kiegészítve kétoldalt 12-12 cm széles sárga felfestéssel) szélességben épülne meg az 5817-es számú úttal párhuzamosan. A meglévő út és a tervezett kerékpárút között a csapadékvíz elvezető árok kerül kiépítésre. A kerékpárút az 5817 számú országos közút 1+069-esszelvényében keresztezi a Pécs Szentlőrinci vasutat. A keresztezésnél önálló vasúti átjáró létesül. A vasúton történő átvezetés biztosítása Pede Strail típusú könnyű vasúti átjáró elemekkel történik. A tervezett vasúti keresztezésnél a kerékpárúton –a párhuzamos közút biztosítási módjának megfelelően – a vasúti átjáró mindkét oldalán fény-és félsorompó létesül. A kerékpárút az 5817 számú országos közút 1+159-es szelvényében keresztez egy alsóbbrendű magántulajdonú (IKR) aszfaltburkolatú utat. Az útkeresztezésénél az kerékpárút forgalmát a gépjármű forgalom alá lesz rendelve, azaz elsőbbséget kell adni a főleg tehergépjárműből álló forgalomnak. A tervezett kerékpárút az útcsatlakozás után is a közút D-i oldalán halad tovább a közút 2+127,05 szelvényéig. Ezen szakasz belterületi részén a kerékpárút két kapubejárót, egy belterületi közutat és a buszforduló útjait keresztezi. Ezeken a helyeken is a kerékpárforgalom lesz a gépjármű forgalom alá rendelve. A végszelvényben a kerékpárút átvezetésre kerül a közút É-i oldalára, ahol a kerékpárút véget ér. A csapadékvíz elvezető árkok a terület vízszinteshez közeli lejtésviszonyai miatt szikkasztó árokként fog működni. Biztosítva lesz a kerékpárúttól D-re eső mezőgazdasági művelési területekre a közútról bejutás. a kiépítésre kerülő ároknál átereszek lesznek beépítve. A kerékpárutat ezeken a szakaszokon erősített burkolattal kerül kiépítésre. Tarcsapuszta belterületi részén képező közutakon kerékpárbarát forgalomszabályozás kerül kialakításra 30km/hó sebességkorlátozással és kerékpársávok kijelölésével. KERÉKPÁROSBARÁT FEJLESZTÉS: Ingatlan vásárlása, Kerékpárút építés (2,25 m-es) 1545,45 méter, Kerékpárút kijelölés 2065 méter.
