The Municipality of Hajdúhadház is committed to the development of the settlement and the implementation of the Integrated Urban Development Strategy (provided for the development and catch-up of the lagging parts of the city). The aim of the project is to stop and reverse the processes causing the collapse of the degraded part of Hajdúhadház and to increase the status of the area to improve the living conditions of those living in settlement-like conditions. An important objective is to improve the accessibility of the affected neighbourhoods, to strengthen their residential function, to expand and develop existing functions, to develop social and community functions. The basic goal of development is therefore to connect the segregated areas and action area into the social and economic circulation of the city, with soft activities implemented in TOP-5.2.1 tender, and the related infrastructure investments. The Municipality of Hajdúhadház aims to realise the complex development of the southern social urban rehabilitation action area in the first of the two social urban regeneration action areas named in the ITS. The delimitation of the ITS action area is currently being amended and the revised ITS will be submitted to meet the requirements of the call no later than the 1st milestone. Please find attached the delimitation of the action area, which is the main element of the amendment. In the southern social urban regeneration action area, segregation No. 3 or 4, which is one of the largest population segregated areas, has been designated, making up the larger contiguous area. Among the population affected by the development, where segregation is located according to the data of the HCSO and the local government, there is a very high number of unemployed people, the number of beneficiaries of assistance, and the low educational attainment is characterised by a very high number of employees in low prestigious employment groups, which justifies the interventions to be carried out in the action area. The city is socially, physically and economically degraded. The segregated area in the action area has been delimited on the basis of the segregation index, a territorially coherent unit within the area of the municipality that is characterised by compliance with the segregation index. In the 3 rd or 4th segregation of the action area, the number of inhabitants of the area is 1034. In segregation Nos 3 and 4 in the action area, the indicator “proportion of persons with no more than primary education and without work income in active age (15-59 years)” is higher than 35 % based on the 2011 census data. The following developments will be implemented within the framework of the project: Purchase of real estate in segregated area 4 (Homok u. 23.) in accordance with point 3.1.1.I/b) of the eligible activities under the project, and the renovation of this as a social housing. In the 4th segregated area, 10 social rental apartments are being renovated on the 19th to 37th Irínyi street. Outside the segregation, but within the action area, in accordance with point 3.1.1.II/a of the call for proposals, 1 municipal rental apartment is renovated/designed and the furniture is purchased at Bercsényi utca 39, which will function as a service apartment. The self-eligible activities of the Call for Proposals result in social housing being owned exclusively by the municipality as a result of the activities strengthening the former residential function. Among the mandatory, ineligible activities, accessibility will be implemented in the case of the building serving Community objectives at Bercsényi u. 13, and the energy efficiency of the renovated buildings will be improved and the public will be ensured. Among the activities that are not eligible individually, the project shall include: In order to improve the public safety function, a surveillance camera system is installed in public spaces. During the construction of the employment promotion functions, a community garden will be established, and a building providing functions to assist the disadvantaged population living in the action area (educational, counselling, etc.) will be refurbished and built within the action area at 13 Bercsényi Street. Among the other related developments, the Municipality intends to provide a solid pavement for 7 municipal roads, thereby also developing the backward road network typical of the action area. The application submitted by the aid applicant fully complies with the conditions set out in point 3.4 of the call. The project budget was planned within the limits set out in point 5.7 of the call. Hajdúhadház Város Önkormányzata elkötelezett a település fejlesztése és az Integrált Településfejlesztési Stratégiában ( megfogalmazott - a leszakadó városrészek fejlesztését, felzárkóztatását célzó - fejlesztések végrehajtásában. A projekt célja Hajdúhadház leromlott városrészének leszakadását okozó folyamatok megállítása, megfordítása, a terület státuszának emelése a telepszerű körülmények között élők életkörülményeinek javítása. Fontos célkitűzés az érintett városrészek elérhetőségének javítása, lakófunkciójának erősítése, meglévő funkcióinak bővítése, fejlesztése, szociális és közösségi funkciók kialakítása. Fejlesztések alapvető célja ennek megfelelően a szegregált területek, akcióterület bekapcsolása a város társadalmi, gazdasági vérkeringésébe, a TOP-5.2.1 pályázatban megvalósított soft tevékenységekkel, és az ehhez kapcsolódó infrastrukturális beruházásokkal. Hajdúhadház Város Önkormányzata az ITS-ban megnevezett két szociális városrehabilitációs akcióterület közül első körben, jelen pályázattal a déli szociális városrehabilitációs akcióterület komplex fejlesztését kívánja megvalósítani. Az ITS akcióterületi lehatárolásának módosítása jelenleg folyamatban van, a felhívás követelményeinek eleget téve legkésőbb az 1. mérföldkő teljesítéséig a módosított ITS benyújtásra kerül. Csatoljuk a módosítás legfőbb tartalmi elemét képező akcióterület lehatárolását. A déli szociális városrehabilitációs akcióterületen belül kiemelten a nagyobb összefüggő területet alkotó 3. ill. 4. számú szegregátum került kijelölésre, amely a településen belül az egyik legnagyobb népességgel rendelkező szegregált terület. A fejlesztéssel érintett akcióterületi lakosság körében, ahol a KSH-s, valamint az önkormányzati adatok alapján a szegreátum található, igen magas a munkanélküliek, a segélyezettek száma, jellemző az alacsony iskolázottság az alacsony presztízsű foglalkoztatási csoportokban foglalkoztatottak száma pedig igen magas, mely indokolttá teszi az akcióterületen végrehajtani kívánt beavatkozásokat. A város ezen területek társadalmi, fizikai és gazdasági szempontból is leromlottnak mondható. Az akcióterületben szereplő szegregált terület lehatárolása a szegregációs mutató alapján történt, a település területén belül olyan területileg egybefüggő egység, amelyekre együttesen jellemző, hogy a szegregációs mutató határértékének megfelelnek. Az akcióterületen lévő 3. ill. 4. szegregátumban a terület lakónépességének száma 1034 fő. Az akcióterületen lévő 3. ill. 4. sz. szegregátumban a „legfeljebb általános iskolai végzettséggel rendelkezők és munkajövedelemmel nem rendelkezők aránya az aktív korúakon (15-59 év) belül” mutató a KSH, 2011. évi népszámlálási adatok alapján meghaladja a 35%-ot, A projekt keretében az alábbi fejlesztések valósulnak meg: A projekt keretében a Pályázati Felhívás önállóan támogatható tevékenységek 3.1.1.I/ b) pontjának megfelően a 4.sz. szegregált területen ingatlanvásárlás (Homok u. 23.), és ennek a felújítása szociális bérlakásként. A 4. szegregált területen 10 db szociális bérlakás komplex felújítása valósul meg az Irínyi utca 19-37. címeken. A szegregátumon kívül, de az akcióterületen belül a Pályázati felhívás 3.1.1.II/a pontjának megfelően 1 db önkormányzati bérlakás felújítása/kialakítása, illetve a bútorzat beszerzése történik a Bercsényi utca 39. szám alatt, amely szolgálati lakásként fog funkcionálni. A Pályázati Felhívás Önállóan támogatható tevékenységek közül az előbbi Lakófunkciót erősítő tevékenységek eredményeként a szociális bérlakások az önkormányzat kizárólagos tulajdonában állnak. Kötelezően megvalósítandó, önállóan nem támogatható tevékenységek közül az akadálymentesítés a Bercsényi u. 13. sz. alatti közösségi célokat szolgáló épület esetében megvalósításra kerül, illetve a felújított épületek energiahatékonysága javul és a nyilvánosság is biztosítva lesz. Az önállóan nem támogatható tevékenységek közül az alábbiakat tartalmazza a projekt: A közbiztonsági funkció javítása céljából a közterületeken térfigyelő kamerarendszer kerül kiépítésre. A foglalkoztatást elősegítő funkciók kiépítése során közösségi kert kerül kialakításra, illetve az akcióterületen élő hátrányos helyzetű lakosság számára a közösségi munka világába való visszatérést segítő funkciókat (oktatási, tanácsadási stb.) ellátó épület kerül felújításra, kialakításra a Bercsényi utca 13. szám alatt az akcióterületen belül. Az egyéb kapcsolódó fejlesztések közül az Önkormányzat 7 db önkormányzati utat kíván szilárd burkolattal ellátni, ezáltal az akcióterületre jellemző elmaradott úthálózat is fejlesztésre kerül. A támogatást igénylő által beadott kérelem teljes mértékben megfelel a felhívás 3.4 pontjában előírt feltételek teljesülésének. A Felhívás 5.7. pontjában szereplő korlátok betartásával került megtervezésre a projekt költségvetése. A projekt keretében létrehozott, felújított épületek fenntartásának forrása, a fenntartó önkormányzat költségvetéséből biztosított. (Hungarian)
