The planned development is aimed at modernising the Tata Rainbow Nursery School, which is 100 % owned and maintained by the Municipality of Tata, located at 2890 Tata, Agostyán Road 7. The average and, for many layers, poor heat protection of the building justifies the subsequent thermal insulation of the facade and the attic floor and the replacement of doors and windows with poor heat transmission. The building’s mechanical systems are low-efficiency and significantly volatilised, so their replacement is unavoidable if necessary. The direct objective of the project is to create a cost-effective operating environment, to minimise energy consumption and CO2 emissions. Using renewable energy sources, we reduce greenhouse gas emissions, by reducing fossil energy use, we contribute to reducing environmental harm and thereby meeting the country’s international commitment. Through the project, we will further strengthen the environmental education of building users. The Project Plan was completed with the involvement of an energy expert and with the help of an external expert. During the preparation phase, if necessary, an implementation plan documentation will be prepared, on the basis of which the necessary authorisation procedure will be carried out. A public procurement procedure for the energy modernisation of the kindergarten is then launched, which includes the following construction and construction works: — 16 cm thickness EPS thermal insulation of outer masonry on the outside of the Agostyán street facade 3 cm thickness of thermal insulating plaster, while inside 10 cm Multipor thermal insulation system is designed to keep in mind the protected values of the building; — replacement of doors and windows for plastic windows and doors, windows with wooden frames on the facade of Agostyán Street; — attic roof insulation with 22 cm thick fibrous thermal insulation system; — flat roof insulation with 22 cm EPS thermal insulation system; — Heating system: the old gas boiler is replaced by a new condensation gas boiler. Existing radiators are replaced by new radiators with thermostatic valves. Existing gas boilers are replaced by 1 indirect heating storage; — a small household power plant with a power of 1.8 kWp (2 kVA connection power) will be installed on the roof of the building from the yard. The use of a technical inspector ensures that the project is carried out professionally and economically; in order to comply with the rules on accessibility, we employ a specialist rehabilitation engineer. The proper implementation of the project is ensured by an internal project management team with several years of experience. The public shall be informed in accordance with the rules. A tervezett fejlesztés a Tata Város Önkormányzatának 100%-os tulajdonában és fenntartásában levő, a 2890 Tata, Agostyán út 7. alatt található Tatai Szivárvány Óvoda korszerűsítésére irányul. Az épület átlagos, valamint sok rétegrend esetében rossz hővédelme indokolja a homlokzat és a padlásfödém utólagos hőszigetelését és a rossz hőátbocsátású nyílászárók cseréjét. Az épület gépészeti rendszerei alacsony hatásfokúak, valamint jelentősen avult állapotúak, így azok szükség szerinti cseréje elkerülhetetlen. A projekt közvetlen célja a költséghatékony működési környezet megteremtése, az energiafogyasztás, a CO2 kibocsátás minimalizálása. A megújuló energiaforrások használatával az üvegházhatású gázok kibocsátása csökken, a fosszilis energiafelhasználás csökkentésével hozzájárulunk a környezeti ártalmak mérsékléséhez, ezzel pedig az ország nemzetközi kötelezettségvállalásának teljesítéséhez. A projekt által az épülethasználók környezettudatosságra nevelését is tovább erősítjük. Energetikai szakértő bevonásával és külső szakértő segítségével elkészült a Projekt Terv. Az előkészítési szakaszban amennyiben szükséges, kiviteli tervdokumentáció készül, ami alapján a szükséges engedélyezési eljárás lefolytatásra kerül. Ezt követően közbeszerzési eljárás indul az óvoda energetikai korszerűsítésére vonatkozóan, mely az alábbi építési, kivitelezési munkákat tartalmazza: - külső falazat 16 cm vastagságú EPS hőszigetelése az Agostyán utca felőli homlokzatra kívülről 3 cm vastagságban hőszigetelő vakolat, míg belülről 10 cm Multipor hőszigetelő rendszer kerül kialakításra az épület védett értékeinek szem előtt tartása érdekében; - nyílászárók cseréje műanyag ablakokra és ajtókra, az Agostyán utca felőli homlokzaton fa keretszerkezetű nyílászárókra; - padlásfödém szigetelés 22 cm vastag szálas hőszigetelő rendszerrel; - lapostető szigetelése 22 cm EPS hőszigetelőrendszerrel; - Fűtési rendszer: a régi gázkazán helyére új, kondenzációs gázkazán kerül. A meglévő radiátorokat új, termosztatikus szeleppel ellátott radiátorokra cseréljük. A meglévő gázbojlereket 1 db indirekt fűtésű tároló váltja; - az épület udvar felől tetőszerkezetére egy 1.8 kWp teljesítményű (2 kVA csatlakozási teljesítményű) háztartási méretű kiserőmű kerül kialakításra. Műszaki ellenőr alkalmazása biztosítja a beruházás szakszerű és gazdaságos kivitelezését, az akadálymentesítésre vonatkozó szabályok betartása érdekében rehabilitációs szakmérnököt foglalkoztatunk. A projekt megfelelő megvalósítását több éves tapasztalattal rendelkező belső projektmenedzsment csapat biztosítja. A nyilvánosság tájékoztatása az előírásoknak megfelelően történik. Önállóan támogatható tevékenységek - Utólagos külső oldali szigetelés - Műanyag nyílászáró csere/korszerűsítés - Fa/Fém nyílászáró csere / korszerűsítés - Fűtési / HMV / Hűtési rendszer(ek) korszerűsítése - Napelemes rendszer (napenergiát hasznosító fotovoltaikus rendszerek) Önállóan nem támogatható, kötelezően megvalósítandó tevékenységek - Akadálymentesítés - Nyilvánosság - Képzési anyag Területspecifikus szempontok: 1.1 A fejlesztés a területfejlesztési stratégiai program 6 prioritásából legalább 2-nek a megvalósulásához közvetlenül és igazoltan hozzájárul – igen. 1.2 A projektben fejlesztett intézmény ellátási körzetének nagysága - mikrotérségi szinten valósul meg. 2.1 A fejlesztés olyan épületben/épületegyüttesben valósul meg, melynek energetikai felújítása komplex beavatkozásokat igényel – igen. 3.1 A fejlesztés egy épületen, illetve telephelyen belül több ellátási forma és önkormányzati feladatellátási hely energetikai korszerűsítését is célozza – nem. 4.1 A fejlesztés alap- vagy középfokú oktatási intézményben valósul meg – nem. 4.2 Volt-e jelentős felújítás az épületen, vagy az épületen belül az elmúlt 10 évben – nem. 5.1 A projekt műemlék vagy helyi védelem alatt álló épületet vagy épületet érint – igen, helyi védett. 5.2 A fejlesztés eredményeként az intézmény energetikai besorolása legalább kettő kategóriát javul – igen. 5.3 A pályázó nyilatkozatban vállalja, hogy a felújítás után, annak következtében jelentkező megtakarításait az intézmény további fejlesztésére - különös tekintettel az energiahatékonyságra - használja fel a fenntartási időszakban. – igen.
