The aid application concerns the allocation of the “indicative allocation for all county actors” in point 1.2 of the area-specific annex. Aim of the project The development involves the development of new medical clinics for 3 adults and 2 pediatric services on the currently built plot at Sümeg, Kompanik Zsófia u. 8. The building can be operated in a modern, fully accessible and sustainable way, in accordance with all legal requirements. In this way, the municipality would like to place in a central, barrier-free medical building the currently separate, hard-to-reach medical clinics. The outpatient care provider in Sümeg (Sümeg Small Region Health Service) is located in the immediate neighbourhood of the development, so we provide direct access to the public service at one location, so the direct aim of the development is to improve accessibility, to implement services close to the population, to expand them, to improve cooperation between the levels of care, to optimise patient path management The needs of the target group (residents speaking on fora) are the complete renewal and expansion of the medical clinics and other rooms (mainly toilets, toilets) the complex physical and infocommunication accessibility of the clinics. In the HEP, the municipality displays public services, ensuring equal opportunities for older people, people with disabilities and disadvantaged citizens in different areas of life, as well as making the city attractive to the inhabitants of the surrounding area. Our aim is to create equal opportunities for all our citizens to access modern, reliable, fast and accurate basic health care in the settlement, as this is the level that is best able to carry out basic screening tests and health assessments, and thus plays a prominent role in prevention, which can be implemented in the immediate vicinity of the population in the local area. Population to be covered under the supply obligation: 5 544 adults and 790 children in pediatric surgery. Technical and technical content of the project The development involves the development of new medical clinics on the currently built plot at Sümeg, Kompanik Zsófia u. 8. According to the design programme, 2 pediatric surgery and 3 district doctor’s offices will be installed in the building. The existing building on the designated property will be demolished. In the building, adult care is set up on the street side, while pediatric surgery in the inner part of the building. The documentation was drawn up on the basis of an architectural recommendation for the tender. The layout, layout and facade of the building require further consultation before authorisation is granted and may change. In the course of construction, no permanent alteration of the natural terrain level of the plot of more than 1 m takes place. Prior to the planning, no soil mechanical exploration was carried out. During the preparation of the plan, we took into account average conditions (relevant groundwater level, frost boundary, soil boundary tension, etc.). If there is a significant discrepancy between them at the start of the works, it is necessary to redesign the building structures concerned. The building site is currently supplied with wired drinking water and electricity. The drainage of the sewage is constructed with a closed system sewage storage facility located on the plot. On the basis of the above, no consultation with utilities was carried out. During the planning, we acted in accordance with the relevant legislation. The technical solutions used for the design of the construction comply with the requirements set out in Section 50(3) of the OTÉK. 1. A támogatási kérelem a területspecifikus melléklet 1.2 pontjában szereplő a "minden megyei szereplő számára elkülönített indikatív keretösszeg" forrás felhasználási keretre irányul. A projekt célja A fejlesztés keretében új orvosi rendelők kialakítására kerül sor a Sümeg, Kompanik Zsófia u. 8. szám alatti jelenleg beépített telken 3 felnőtt házi- és 2 gyermekorvosi szolgálat részére. Az épület modern, minden jogszabályi előírásnak megfelelő, komplexen akadálymentesített és fenntartható módon üzemeltethető. A város önkormányzata ezáltal szeretné egy központi, akadálymentesített egészségügyi épületbe elhelyezni a jelenleg külön, nehezen megközelíthető helyen lévő orvosi rendelőket. A fejlesztés közvetlen szomszédjában található a sümegi járóbeteg ellátó (Sümegi Kistérségi Egészségügyi Szolgálat), így a közszolgáltatáshoz való közvetlen, egy helyszínen történő hozzáférést biztosítjuk, így a fejlesztésnek a közvetlen célja az elérhetőség javítása, a lakosságközeli szolgáltatások, megvalósítására, azok bővítésére, az ellátási szintek közötti együttműködés javításához, a betegút menedzsment optimalizálásához A célcsoport (fórumokon felszólaló lakosok) igénye az orvosi rendelők és egyéb helyiségeinek teljes megújulása, bővítése (főleg WC-k, mosdók) a rendelők komplex fizikai és infokommunikációs akadálymentesítése. A települési önkormányzat a HEP-ben megjeleníti, hogy a településen élők számára elérhetővé tegye a közszolgáltatásokat, biztosítsa az idősek, a fogyatékkal élők és a hátrányos helyzetű polgárok esélyegyenlőségét az élet különböző területein, valamint vonzóvá tegye a várost a környék lakói számára is Célunk, hogy településen megteremtessük minden polgárunk számára az egyenlő esélyű hozzáférést a modern, megbízható, gyors és pontos egészségügyi alapellátáshoz, hiszen ez az a szint, amely képes leginkább elvégezni az alapvető szűrővizsgálatokat és egészségügyi állapotfelméréseket, ezáltal kiemelt szerepe van a prevencióban, amely a lakosság közvetlen környezetében, a lakóhelyén helyben valósulhat meg. Az ellátási kötelezettség alapján ellátandó lakosságszám: 5544 fő felnőttorvosi és 790 gyermek a gyermekorvosi rendelőkben. A projekt szakmai-műszaki tartalma A fejlesztés keretében új orvosi rendelők kialakítására kerül sor a Sümeg, Kompanik Zsófia u. 8. szám alatti jelenleg beépített telken. A tervezési program szerint az épületben 2 gyermekorvosi rendelő, és 3 körzeti orvosi rendelő kerül kialakításra. A kijelölt ingatlanon jelenleg meglevő épület bontásra kerül. Az épületben az utcai oldalon kerül kialakításra a felnőtt ellátás, míg az épület belső részén a gyermekorvosi rendelők. A dokumentáció pályázathoz tartozó építészeti ajánlás alapján készült. Az épület alaprajzi,- és homlokzati kialakítása további egyeztetést igényel engedélyeztetés előtt, és változhat. Az építési tevékenység során a telek természetes terepszintjének 1 m-nél nagyobb végleges jellegű megváltoztatására nem kerül sor. A tervezést megelőzően talajmechanikai feltárás nem készült, a terv készítése során átlagos feltételeket vettünk figyelembe (mértékadó talajvízszint, fagyhatár, talaj határfeszültsége stb.). Amennyiben a kivitelezés megkezdésekor ezektől jelentős eltérés mutatkozik, úgy az érintett épületszerkezetek áttervezése szükséges. Az építési telek jelenleg vezetékes ivóvíz ill. villamos energiával ellátott. A szennyvíz elvezetés egy a telken elhelyezett zárt rendszerű szennyvíztárolóval kerül kialakításra. A fentiek alapján közműszolgáltatókkal egyeztetés nem történt. A tervezés során a vonatkozó jogszabályok szerint jártunk el. Az építmény tervezésekor alkalmazott műszaki megoldások megfelelnek az OTÉK 50 .§ (3) bekezdésében meghatározott követelményeknek. 1.
